I theorize that the Covey moved around a lot. What’s to say some just stayed. What if there’s a touch of the Covey in each district. That would explain the need for a “forbidden song.” I think they were less noticed in other districts because they were fewer in numbers and were monitored more strictly by the peacekeepers. There was no living victor in 12 until Lucy Gray and she vanished. 40 years later and Haymitch wins. 12 wasn’t seen as a real threat so the peacekeepers just kinda did whatever. They weren’t supplied with food like the ones in richer districts. 12 was an all around punishment zone. That is, until Katniss and Peeta win their game. This forced Snow’s attention and he changes the Quarter Quell’s true design. He sees the rebellion rising and forces it to either come or never happen. He had plans if Katniss engaged with the rebellion. He wanted to finish off 12, once and for all. All over a 3 month situationship that ended because he claimed the death of his classmate as a life he took. (Rightfully so though because Snow is a straight up snitch ass bitch) …

Anyways, I think there is a little bit of Covey in each district. Somehow, someway. They survived, and were allowed to live freely as they once did. If we were to get more insight to more districts we could know for sure

Bro I literally don’t how to tell you this but the singing clearly comes from the fact that District 11 (you know, the agriculture district with a prediminantly black population with their orchards and plantations) used to be the Deep South.

The implications that District 11 parallels the customs and also oppressions of African Americans in the Deep South have literally always been there and I need people saying they got it from the Covey to OPEN THEIR EYES before I explode.
