I don't understand point number one but 2 and 3 could be accomplished with an RSS reader? I subscribe to (small!) fandoms over RSS and it works great. I use Feedbro as a reader but there's plenty out there I'm sure.
hii... you seem like a fandom Old and highly familiar with ao3, so i have a question. my friends and i are maintaining a fairly large collection on ao3 for a diverse but set group of fandoms. is there any way to write a program or something that 1) maintains a list of fandoms bookmarked into a collection, 2) routinely checks for new works under those fandoms, and 3) sends a list of those works for human review? i'm not sure how one would approach this, but it would save some very lovely people a lot of manual work. if you do not know how to answer this but could connect me with some folks who can, that would also be hugely appreciated.

I should really learn to code because I have many projects it would be useful for. But broadly, yes, I am confident that a person could write something that would do this. There are lots of perl scripts for scraping AO3, and this is just a specific set of scraping commands.
I have no doubt some passersby can fill in actual technical detail.
