A/N: I have yet to watch Power Heroes fully I only watched two episodes out of it yet so excuse me if it may an outdated response. BUT!

I think that Romeo likes to view people that by how useful they can be for him and how can he use them in his plans therefore he may think Dylan is a bit of a buffoon but he still easy to manipulate therefore he doesn't completely hate him. Unlike owlette who is probably up his people list
