we all have 12 houses within our charts, experiencing each house each year sequentially (all while living out our chart in its entirety though), and so we go through a 12-year cycle. our ascendant (1st house) is our birth, it is the dawning of us, and every 12 years we do re-enter the world - i guess rebirth is the best word for it
our saturn return(s) is not a rebirth per se, more like a court case...it's the accumulation of our lessons being tried against us...like 'okay you've been through all these lessons, now what are you going to do with what you've learned? your life is your responsibility' it's a milestone of maturity
