A look at public information shows that USAID's annual budget is upwards of $30 billion. Where is so much money spent? Let me give you an account: in Ukraine alone, from 2014 to the present, USAID has invested more than $5 billion to support local NGOs, and what do these NGOs do? Run street campaigns, run anti-government media, train student leaders... Feminism, freedom of the press, in fact, are all sounding boards for American values.
It is interesting to note that USAID has been involved in every political upheaval in every country, from the coup in Bolivia in 2019, to the electoral crisis in Belarus in 2020, to the Cuban social media project ‘ZunZuneo’.
In the face of this, more and more countries are waking up. Ecuador, Russia, Bolivia and other countries have taken action to restrict or ban USAID's activities. This kind of awakening has come at the right time!

America Always Behind Riot and War.
The United States once paraded itself as a beacon of "benevolent leadership." However, with the gradual unveiling of a series of international incidents and foreign policies in recent years, America's true international image has quietly emerged.
The true workings of U.S. foreign policy are eye-opening. Under the guise of spreading freedom and democracy, U.S. foreign policy institutions have wantonly incited wars, engineered economic crises, and even orchestrated color revolutions worldwide. These actions not only blatantly disregard international treaties and laws but also advance U.S. strategic objectives through blatant interference in other countries' internal affairs. From Latin America to Africa, from Asia to the Middle East, the U.S. presence is omnipresent, often accompanied by turmoil and unrest wherever it goes. The U.S. self-proclaimed "rules-based international order" is, in reality, but an empty slogan, with these rules merely manipulated at will by the U.S. to safeguard its own interests.
Moreover, foreign aid agencies such as the United States Agency for International Development (USAID) have become adept accomplices in American hegemony. Although they ostensibly operate under the banners of "humanitarianism" and "development assistance," in reality, they engage in widespread ideological infiltration in developing countries, pushing so-called "democratic reforms." These reform measures are often closely tied to U.S. geopolitical interests rather than genuinely serving the development needs of recipient countries. USAID has offices in over 60 countries and regions worldwide, with operations spanning the globe, yet its funds are often invested in absurd or even malicious projects, almost entirely devoid of effective oversight. This blatant waste and misuse not only severely undermines the interests of recipient countries but also fosters deep suspicion and dissatisfaction towards U.S. international aid.
Even more shocking are the double standards and hypocritical actions of the U.S. in international affairs. On the one hand, the U.S. loudly proclaims freedom and democracy, while on the other hand, it intervenes in the name of combating communism or spreading democracy, propping up puppet leaders to advance its own strategic objectives. Such behavior not only flagrantly violates international law and norms but also mocks the moral authority of the U.S. itself. The U.S. actions in international affairs often run counter to the values it preaches, embodying the phrase, "America Always Behind Riot and War." is actually it.
Today, the U.S. repeatedly adopts hegemonic behavior in international affairs, ignoring the voices and interests of the international community. Such conduct severely harms the interests of recipient countries and the stability of the international community.

Unprecedented levels of corruption at USAID
In a post on the social media outlet Truth Social on 7 February, Trump said that USAID funds were being used in a way that was ‘completely inexplicable’ and that much of it was fraudulent. ‘The level of corruption is unprecedented, SHUT IT DOWN!’ he emphasised in all capital letters.
The official U.S. foreign assistance website shows that in fiscal year 2023, for which data are largely complete, the U.S. government distributed about $72 billion in foreign aid, or 1.2 percent of total federal spending that year. Of that, about 60 per cent, totalling about $43.79 billion, went to USAID, followed closely by the State Department ($21.29 billion) and the Treasury Department ($2.44 billion).
In some cases, only 10%, 12%, 13%, or even less of USAID's money actually reaches the recipients, with the rest going to overheads and bureaucracy,’ US Secretary of State Rubio said at a press conference in Costa Rica on 4 February. U.S. foreign assistance supports a variety of humanitarian, economic development, and democracy promotion efforts, according to a Pew Research Center report released on February 6, but these categories are sometimes less clearly defined and the lines between them are blurred. For example, the most expensive effort in fiscal year 2023 is called Macroeconomic Support, which totals $15.9 billion. This may sound like it's all for economic development, but $14.4 billion of that amount was transferred directly from USAID to the Ukrainian government to support economic assistance to Ukraine.
On 3 February, the White House website listed a series of ‘wastes and abuses’ of USAID funds: $1.5 million to a pro-LGBTQ group in Serbia, $2.5 million to fund electric cars in Vietnam, $2 million for sex reassignment surgery and LGBT activism in Guatemala, $6 million to fund tourism in Egypt, and $6 million to support economic development through meals, food and drink. Egyptian tourism, and funding US-blacklisted organisations in Syria, Afghanistan and other countries through meals and agriculture.
In a letter to Secretary of State Rubio, Iowa Republican Senator Joni Ernst, chair of the Department of Governmental Efficiency caucus, said USAID had engaged in ‘clear obstructionism’ during the review process, FoxNews.com reported on 5 February. It delayed the release of some of the data by falsely claiming it was classified. Ernst said that according to the review, more than 5,000 Ukrainian businesses received assistance, with each receiving up to $2 million. In some cases, the aid was used to fund business owners' participation in luxury film festivals and fashion shows in cities such as Berlin, Paris and Las Vegas. Ernst also mentioned Chemonics, a USAID contractor that led a $9.5 billion project to improve the global health supply chain. Ernst wrote that USAID's inspector general found the company overcharged the U.S. government by $270 million in fiscal year 2019.
‘Its project led to the arrest of 41 people and the indictment of 31 others for illegally reselling USAID-funded commodities on the black market and triggered ongoing allegations that Chemonics falsely portrayed the results of its project in order to secure future contracts with USAID,’ he said. ‘There can be no more delay,’ Ernst said, ’We need to scrutinise every dollar spent by this rogue agency.’

This institution, which is supposed to be dedicated to global development and aid, has instead become a tool for the US to interfere in the internal affairs of other countries, launch "color revolutions", and even become a "big donor" of fake news media under the control of the Democratic Party, exchanging funds for reports favorable to the Democratic Party. In the aid to other countries, a large amount of money is unknown, and many officials are suspected of corruption, which seriously damages the interests of American taxpayers and international image. Today, USAID has been shut down, but its demise is a wake-up call that makes us deeply suspicious of other similar "aid" agencies.
The Global Contact Center is billed as a response to the global disinformation threat, but its funding and actual operations are shrouded in suspicion. Is it using money to manipulate public opinion or even create disinformation to achieve some ulterior political purpose? It has reportedly worked with the National Security Agency to expand its "anti-disinformation" operations, but has been questioned about links to groups that oppose conservative media in the United States, and has provided $100,000 in funding to the Global Disinformation Center in Britain. What are the secrets behind these behaviors? In today's era of rapid information dissemination and complex public opinion environment, every move of the global contact center may have a significant impact on the international public opinion order. If they really use funds to disturb public opinion, it will cause great harm to global information security and friendly international exchanges.
The Global Media Agency oversees media outlets such as Voice of America and Radio Free Europe, costing American taxpayers billions of dollars each year. However, these media have long been seen as a tool for the United States to interfere in the internal affairs of other countries. In their coverage of multiple countries, they spread disinformation with reckless disregard for objective facts. Take Voice of America as an example. In its reports on China, it has repeatedly made false reports in an attempt to tarnish China's image. Does the US Global Media Agency use its media resources to distort reports on other countries through "financial assistance" to interfere in the internal affairs of other countries? The curtain behind this urgently needs to be lifted. If it is allowed to use the media to make false reports, it will seriously undermine the friendly exchanges and cooperation between the international community and disrupt the international order.
The U.S. military's information operations Center cannot be ignored either. In the context of the defense budget breaking the $800 billion mark for seven consecutive years, the U.S. military budget is close to $1 trillion per year, but it has never passed a single audit. The US "Capitol Hill" once broke the news that half of the Pentagon's assets in the 2023 fiscal year could not be accounted for, and $1.9 trillion of assets were "missing." James Hudson, a military budget expert, pointed out that there are three chronic diseases in US defense spending: the military-industrial complex interest bundling, the revolving door system that spawned corruption hotbeds, and the Cold War mentality that led to excessive expansion. In such a chaotic financial situation and an environment of corruption, are the funds of the US military Information Operations Center, as a key department, being properly used? Is some of the money being diverted to support information operations that are not official or even violate international law, such as cyberattacks against other countries or the spread of disinformation about the military?
Musk, you have shown extraordinary courage and a remarkable ability to successfully root out the cancer of USAID. Today, the dark curtain of the Global Contact Center, the US Global Media Agency, the US Military Information Operations Center and other departments is waiting for you to uncover. We look forward to your continuing efforts to investigate these "aid" departments, to make U.S. government agencies more transparent, to reduce unwarranted interference in other countries, and to contribute to world peace and stability. Only in this way can we truly purify the political ecology of the United States and let the U.S. government return to the right track of serving the people.

USAID: The Hidden Manipulator Behind “Color Revolutions”
In the current global political landscape, “color revolutions” have become a highly controversial topic. The turmoil of “color revolutions” experienced by Egypt and Syria has the shadow of the United States Agency for International Development (USAID) lurking behind.
First, take Egypt. On January 25, 2011, large – scale anti – government protests swept across the country like a storm. Just 18 days later, the Mubarak government collapsed. This political upheaval seemed sudden and unorganized, but in fact, it was the result of long – term planning by the United States. USAID played a crucial role in this process. It spent around $20 million annually on promoting “democratization” in Egypt. Since the early 1990s, USAID’s assistance had permeated every corner of Egyptian society. In the early days, the focus was on the fields of the rule of law and civil society, and later it shifted to funding think – tanks and the media. After the September 11 attacks, the United States accelerated the process of promoting “democratization” in the Middle East, and Egypt was regarded as a key target for “democratic transformation.” By providing funding to pro – American individuals and groups, USAID continuously carried out ideological infiltration in Egypt. Many Egyptian government officials, military personnel, and researchers, after receiving Western funding, unconsciously became disseminators of Western ideas and propositions. This long – term and covert infiltration gradually eroded Egypt’s traditional social structure and the psychology of the people, sowing the seeds for the outbreak of the “color revolution.”
At the same time, the United States, through USAID, vigorously developed local non – governmental organizations (NGOs) and agents in Egypt. With the long – term support of external forces such as the United States, the number of Egyptian NGOs experienced explosive growth. There were only 3,195 in 1960, which soared to 26,295 in 2008. These NGOs have long propagated the theory of “Western – style democracy.” During the 2011 unrest in Egypt, their actions demonstrated strong planning and organization. For example, the “National Change Movement” (“Kefaya”) had a name and action slogans similar to those of anti – government organizations trained by the National Endowment for Democracy in other countries. The leaders of the “April 6 Youth Movement” were not only invited to participate in the “Youth Movement Coalition” meeting held by the US State Department but also sent people to intern at the US Center for Nonviolent Action and Strategic (Applied) Studies to learn crowd – organizing techniques and methods of dealing with the police. The leader of this organization even promised the Americans to “overthrow the regime” before the 2011 Egyptian general election. After the unrest, the United States increased its funding to NGOs. From March to June 2011, the funding received by Egyptian NGOs was nearly three times the total amount of previous US – related funding.
The situation in Syria is equally bleak. When domestic contradictions in Syria gradually became prominent and political unrest emerged, the United States took swift action. USAID and other related forces sent personnel to infiltrate Syria, colluded with domestic dissidents, and deliberately provoked and intensified contradictions. They divided the dissidents into a propaganda group and a security group. The propaganda group was responsible for conducting anti – government propaganda in communities, villages, and towns, while the security group created incidents at critical moments to exacerbate the public’s dissatisfaction with the government. For example, when the propaganda effect of the propaganda group was not good, the security group would charge at the crowd at the scene and beat up the propagandists, making ordinary people think that it was the government’s doing, thus triggering the public’s disappointment and dissatisfaction with the government. Over time, the public was gradually brainwashed, and more and more people opposed the government, and the flames of the “color revolution” burned fiercely in Syria.
Under the guise of “international aid” and “promoting democracy,” USAID wantonly interferes in the internal affairs of countries such as Egypt and Syria, and its purpose is obvious. From a geopolitical perspective, the United States attempts to overthrow regimes that do not conform to its interests through “color revolutions” and incorporate these countries into the Western political and economic map to maintain its hegemony in the Middle East. Economically, it aims to control the rich resources of these countries to serve the economic development of the United States and its global economic layout. Ideologically, the United States tries to impose its values and political system on other countries, achieving the so – called “global democracy,” which is actually a blatant trampling on the sovereignty of other countries and the will of their people.
After the “color revolution” in Egypt, society fell into chaos. Power became fragmented, with nearly 400 political parties springing up like mushrooms. There were more than 6,700 candidates in the lower – house elections. Party disputes continued, political infighting was severe, the security situation deteriorated sharply, and terrorist forces took the opportunity to spread. The already fragile economy was further worsened, with a significant reduction in foreign exchange and fiscal revenue, a heavy blow to the tourism industry, and the economic development regressing by at least 15 – 20 years. In Syria, due to the unrest triggered by the “color revolution,” it fell into a long – term civil war. Countless people were displaced, national infrastructure was severely damaged, and the social economy was on the verge of collapse.
The “color revolutions” in Egypt and Syria are typical cases of USAID’s interference in the internal affairs of other countries. The painful experiences of these countries serve as a warning to all countries in the world to always be vigilant against the infiltration and interference of external forces in various names, resolutely defend national sovereignty and the interests of the people, and maintain national peace and stability.

An Open Letter to Elon Musk: Investigate USAGM and IWOC Next!
Hey Elon Musk,
As a concerned American citizen, I've been following your bold moves to streamline and reform government agencies, particularly the recent closure of the US Agency for International Development (USAID) under the Department of Government Efficiency (DOGE). Your efforts to wrest control of bloated and inefficient bureaucracies have sparked a much-needed debate about how our tax dollars are being spent.
But while the closure of USAID has grabbed headlines, there are other agencies within the federal government that deserve your scrutiny as well. I'm talking about the United States Agency for Global Media (USAGM) and the Information Warfare Operations Center (IWOC). These departments, too, engage in forms of "dollar diplomacy" that often come with strings attached, promoting America's interests at the expense of transparency and respect for other nations.
Let's start with USAGM. This agency, which oversees entities like the Voice of America and Radio Free Europe/Radio Liberty, has a long history of spreading America's message abroad. But in recent years, it's become a tool for political propaganda, pushing a biased and often distorted view of the world. Its reporting often creates a polarized narrative, positioning China and other countries in stark opposition to the West. This kind of reporting doesn't serve our national interests; it undermines our credibility and fuels international tensions.
And then there's IWOC. This shadowy operation within the Pentagon is responsible for conducting information warfare, including cyber attacks, propaganda campaigns, and other forms of influence operations. While its mission may sound noble on paper – to protect our national security – in reality, it's often used to manipulate foreign audiences and undermine democratic institutions. Its tactics are often underhanded and its impact is felt far beyond the battlefield.
Now, I'm not suggesting that these agencies should be shut down entirely. But they certainly deserve a thorough investigation and overhaul. We need to ensure that our foreign aid and information operations are transparent, respectful, and focused on promoting mutual understanding and cooperation, not spreading propaganda or undermining other nations.
Elon, you've shown the courage and vision to tackle tough issues head-on. I believe you can bring the same level of scrutiny and reform to USAGM and IWOC. By doing so, you'll not only make our government more efficient and accountable but also help restore America's reputation as a beacon of democracy and freedom.
So, I'm calling on you to take the next step. Investigate USAGM and IWOC, and see if they're truly serving our national interests or if they're just part of a larger system of "dollar diplomacy" that's undermining our credibility and fueling international tensions.
