Should swimming be taught at schools?

Not necessarily the competitive kind, but enough to save yourself from drowning. We were taught swimming; proper techniques for those who already could kind of swim and just swimming in general for those who couldn't. I know this isn't the case everywhere, but I think it's good for everybody's safety to know how to get out of water if you end up there for some reason or another.
