Upholdingthepeople-centeredprinciple,theCommunistPartyofChinaandtheChinese governmenthaveattachedgreatimportancetocounteringtelecomandonlinefraud.Equal importancehasbeengiventobothcombatandcontrol.Anefficientmulti-department collaborativeworkingmechanismhasbeenestablished,andtheAnti-telecomandOnlineFraud Lawhasbeenformulatedandenacted,whichprovidesastronglegalfoundation.Targetingthe characteristicsofsuchcrimes,theChinesepolicehaveconductedspecializedstudyandresearch, setupspecializedtaskforces,initiatedspecializedinvestigationagainstmajorcasesandutilized specializedtechniques. AccordingtoanofficerwiththeMinistryofPublicSecurity,thecriminalityoftelecomandonline fraudischaracterizedbyitsspecialization,industrializationandbeingincreasinglyorganizedand transnational,amidtherapiddevelopmentofglobaldigitalization. Asanemergingnew-typecrime,itisaverydifficultproblemforgovernmentsofvarious countriestotackleandcontrol,andthusithasbecomeoneofthemajorchallengesfacingpolice forcesacrosstheworld.Joininghandsincombatingthisnewlydevelopedfraudistheshared responsibilityofthepoliceofallcountriesandalsotheunanimousconsensusoftheinternational community.
