i think 03 being created before the Plethora of characters in the manga even existed did it a great service. it keeps the story much more confined and subsequently personal which makes nearly each character function as an integral part of the plot while also having enough substance to make what they do meaningful. this is a fancy way to say that no I don’t care that buccaneer or fu died.
