Russia says it will scale back near Kyiv as talks progress
Russia’s military said Tuesday it would “fundamentally" cut back operations near Ukraine’s capital and a northern city, as talks brought a possible deal to end a grinding and brutal war into view. Deputy Defense Minister Alexander Fomin said the move was meant to increase trust in the talks after several rounds of failed negotiations to halt the conflict that has devolved into a bloody campaign of attrition. Fomin said Moscow had decided to “fundamentally ... cut back military activity in the direction of Kyiv and Chernihiv” to “increase mutual trust and create conditions for further negotiations.” That appeared to be a goodwill gesture, but also comes as Russia’s troops have become bogged down and struggled to make major advances on the ground recently in the face of stiff Ukrainian resistance, thwarting Russian President Vladimir Putin’s aim of a quick military victory. http://dlvr.it/SMZmZH

Mariupol is 'in the hands' of Russia, mayor says
Russian forces now control the majority of the Ukrainian port city of Mariupol, CNN reported Monday. "[W]e are in the hands of the occupiers today," said Mariupol Mayor Vadym Boichenko in a televised interview on Monday. According to Reuters, Boichenko, who is no longer in the city, also said that Russia's siege of Mariupol has killed nearly 5,000 people and that 160,000 people remain trapped in the city without clean water or electricity. Mariupol had a pre-invasion population of over 400,000. Ukrainian sources have accused Russian and Russian-backed separatist troops of forcibly taking thousands of Mariupol residents to Russia and of firing on proposed evacuation corridors. http://dlvr.it/SMZmZC

The semi-official United States government plus media lie machine knows that constructing a plausible reason to bomb the crap out of someone all depends on where you begin your narrative. If you keep starting your accusations at a point where the target has done something bad, all you have to do is repeat yourself over and over again to drown out any alternative backstory that surfaces. And if you really want to demolish all contrary views, all you have to do is liken the targeted foreign leader to Adolph Hitler and keep repeating. That tactic was used with Saddam Hussein of Iraq and is now being employed against Vladimir Putin of Russia and it always works. In the current context of Ukraine versus Russia the trick has been to tie everything to the invasion by Putin’s armed forces over four weeks ago, an undoubted act of aggression. Once you establish that as your launching point, preceding developments are rendered moot. Who cares about US promises not to expand the NATO alliance eastwards after the Soviet Union broke up in 1991? And there is also Washington’s role in regime change in Ukraine in 2014? Or even the relentless demonization of Russia linked to the 2016 US presidential election followed by any unwillingness by Washington to negotiate even the most reasonable of Putin’s demands? Fuggedabout it! And also forget about considering whether or not the US has any national interest in going to war over Ukraine. Only Tucker Carlson and Tulsi Gabbard seem inclined to challenge the basic premise, which is to raise the question “Since Russia does not threaten us why are we doing this? Talks between the Russian and Ukrainian delegations in Istanbul will begin at 10:30 am Moscow time on March 29, the Turkish presidential office said on Monday. "Talks between the delegations will begin at 10:30 am tomorrow. They will be held at the Dolmabahce presidential office. The meeting will be held behind closed doors," it said. Russian presidential aide Vladimir Medinsky, who leads the Russian delegation to the talks with Ukraine, wrote on his Telegram channel on Sunday that a regular round on online talks with Ukraine was held on Sunday. The sides, in his words, agreed to meet offline on March 29-30. Later, the Turkish presidential office said after a telephone call between Turkish and Russian Presidents, Recep Tayyip Erdogan and Vladimir Putin that the two leaders had agreed that the Russian and Ukrainian delegations would meet in Istanbul. The first round of Russian-Ukrainian talks was held in Belarus’ Gomel region on February 28. The talks lasted for five hours. The second round of talks was held on March 3 in Belovezhskaya Pushcha, in Belarus. The delegations met for the third round of talks on March 7, in the Brest region, also in Belarus.
