Donna is still part-Doctor. All she 'let go' was her ability to access the DoctorDonna, not that it was wiped clean out of her. Blue Yonder confirmed it. The NotDonna being able to access the shared inheritance and Donna's own admission of it burning when she tries to look into what's left behind are proof that she's still part-Doctor. She taught the Doctor that it was ok to 'let go' and just be, but doing so doesn't mean they lose what they are. They still get to be Doctors, but just not the version that's still running.
