so here’s the thing: Weyoun 6 wasn’t defective. He was, if anything, the perfect Vorta - he put himself in danger to assist a Founder he truly believed to be his god; he acted out of concern for the Great Link as a whole in defecting to the Federation, not for any personal glory or gain; he willingly gave his life to save Odo at the end of the episode even though it meant a painful death for him. he seemed to be more thoughtful and compassionate than other Weyouns we’ve seen, sure, but he’s also the only Weyoun we’ve seen separated entirely from the Dominion/Cardassians for an extended period of time, so it’s not actually a great metric of how different he was to the others. (Weyoun 5 also had flashes of this like when he was trying to understand Ziyal’s painting, for example). 
…Weyoun 7, on the other hand, was convinced to murder one of his gods in cold blood by an alien he didn’t even like that much in about ten seconds flat. literally Damar just goes “yea but Odo doesn’t think he’s a god so if we explode him it’s not even that bad actually?” and Weyoun 7 instantly agrees and even white-lies later to the Female Changeling to omit that he’s going to do this
like. there sure is a defective Vorta in Treachery, Faith, and the Great River, but it’s not the one sitting in a thermal blanket with Odo in a shuttlepod
