It should be like how they do it in Sweden, where tickets are based on percentage of income. So if your average income is $1000 and his is $10,000,000 and the ticket is 10% of your weekly income; your ticket would be $100 and his would be $1,000,000. Another great example from Scandinavia. Vote for Bernie Sanders! We need Democratic Socialism
