They do go by both names (and more, in fact) 

Before the first battle of hoover dam, they were originally from the Midwest Brotherhood Territory, and ran away with a sibling and were quickly separated from them when the two crossed into Legion Territory. 

After escaping in the calamity of the Legion post-loss of the first battle, they booked it across the Mojave and took up Courier work (hi lonesome road)

After the Divide, Bela quickly runs back to Vegas and “disappears” into New Vegas for a time- before emerging broke and broken down a year-ish later. The delivery in Primm was supposed to be the last.
