This will be at a former quarry that is near 41 homeowners who live in a small number of streets on the west part of the busy Lindbergh Boulevard. Almost all of these homeowners planned to air their objections for the third time on Tuesday night, with regards to the Frontenac Planning and Zoning Commission. The town homes are expected to be sold for $500,000 on average, but whether this construction can move forward or not, the final decision will be made by the aldermen.   An article by stltoday.com states that “City Building Commissioner and Zoning Administrator John Morgan said the commission is expected to make a recommendation to the Board of Aldermen on re-zoning five acres of quarry property from commercial to residential use.”     However, according to the article, “The proposal by Pulte Homes has spawned a unified quest to halt a project homeowners fear will turn quiet residential streets into a byway for vehicular traffic.   ‘They want to burden us with access’ to the Villas at Frontenac, Robert Samuels says of the plan to route construction vehicles and, ultimately, more residential traffic through the neighborhood.”   The article also states that a West End Park resident, Bob Bauer, has one thing to say about the 11-acre quarry that separates the Upper and the Lower West End Park. “That vacant piece of land has been the best part of this neighborhood.” Bauer said.   However, the article states that a Pulte Homes engineer, Matt Segal “also dismissed worries that Villas at Frontenac construction will swell Upper West End park with dump trucks and heavy equipment.”   Read more about this story here — stltoday.com.   Worrying about the change that is expected to come upon West End Park is only a normal feeling for these residents, especially because nobody knows for sure what the outcome of this change is.   A vacant office building at the Central West End corner was now replaced by a row of five new townhouses. These townhouses are meant to complement their historic St. Louis neighbors. The empty 2-story office building can no longer be seen but there will be five attached townhouses at 4485 Westminster Place in its place. This plan was under the developer Jim Dwyer€™s. But, there still remains about 50 of the district€™s original 57 homes.  
  In an article by stltoday.com, it states that “Dwyer, through his Maidstone Ventures LLC, paid $300,000 for the building, according to documents filed with the city’s Land Clearance for Redevelopment Authority. He plans to raze the structure and replace it with five townhouses for about $2 million.”   According to the article,  “The Westminster project’s preliminary design by Cohen Architecture Company is meant to blend the new three-story houses with the century-old homes nearby without mimicking them. Features include first-floor projecting bays and pediments over top-floor windows.”   In addition, the article states that “Private financing for the project is planned but property tax abatement is in the mixture. The LCRA board voted at its meeting Dec. 13 to support the project with five years of 50 percent tax abatement followed by five years of 25 percent abatement. The existing building’s assessed value is $29,700. Alderman Lyda Krewson, whose 28th Ward encompasses the site, supports Dwyer’s tax abatement request.   Dwyer pointed out that even with the proposed tax abatement, the site will produce city property tax revenue for the first time since the 1960s because it no longer belongs to a nonprofit. Some of the revenue will go to the neighborhood’s Cathedral Square Special Business District, which provides street and pedestrian lighting additions and works to reduce crime and resolve traffic and parking problems.”   As new developments in St. Louis arise like the Westminster’s project, and as more and more apartment buildings and modern residential homes come into existence, homes that have big, luscious green lawns could be phased out. Jason Sullivan is a senior research assistant and Jill Sullivan last year was selected as executive director of the Post Memorial Art Reference Library, housed in the public library, after working for a decade in the main library. In fact, the Sullivan’s acquired the house from Jill Sullivan’s predecessor at the Post library, Leslie Simpson and her husband, retired Missouri Southern State University English professor Dale Simpson.   Approaching retirement, the Simpsons decided to sell the house so they could move to St. Louis to be near their children and grandchildren. It was a pleasant happenstance for both the Sullivan’s and Simpsons when the Post job and the sale of the house occurred together.”   Additionally, “the structure of Osborne’s house has not been substantially altered, though it had been changed cosmetically before the Simpsons owned it.”   “It had been modernized by previous owners into the 1970s style with flocked wall paper and sculptured carpet.The carpet was the first thing to go, and we refinished the (wood) floors. I spent many, many years stripping paint from the woodwork. According to Red Star Revival officials, trails are a practical choice.
    In an article by semissourian.com, “Vagn Hansen II of North Carolina-based Benchmark Planning recently outlined the concepts at a meeting with Cape Girardeau city planner Ryan Shrimplin and leaders of the Red Star Neighborhood Revival organization.
Other suggestions include a demonstration rice field, remediation of Sloan Creek to a “more natural environment,” shoreline recreation fields and a “maker faire” that could celebrate the manufacturing history of the neighborhood.”
More precisely, “Hansen suggested a tiny-homes RV park could be developed along the riverfront in cooperation with the nearby Isle Casino. The tiny houses on wheels amount to “recreational vehicles,” he said. Such houses could be 400 to 500 square feet.”
Additionally, “Hansen suggested a learning center could be built on a barge and docked on the shore. According to the preliminary planning document, the center could focus on the Mississippi River environment as well as “sustainable development” involving recycled water, solar energy and recycled construction materials.”
For Red Star neighborhood organization vice president, Dan Presson, the article states that “he favors creating new walking trails that would connect to Southeast Missouri State University. A sculpture with a river theme appeals to him, too. Presson said an educational component would be “a wonderful use of the property.”
According to the article, “Presson and Shrimplin said the neighborhood needs something that would draw people. Presson and other members of the group want to encourage more home ownership and investment in the neighborhood. “

New St. Louis Development To Overlook Beautiful Landscaping

Situated between Chase Park Plaza (pictured at left) and Park East Tower, the complex at 100 North Kingshighway (and named One Hundred) will rise to 385 feet, and be significantly taller than its neighbors. “   More specifically, the article states that “Aside from the 630-foot Gateway Arch, the Kingshighway apartment building — named One Hundred — will look up in St. Louis to only the Metropolitan Square, One AT&T Center, Eagleton U.S. Courthouse, U.S. Bank Plaza, Laclede Gas, Southwestern Bell and Civil Courts buildings.”   The founding principal of Chicago-based Studio Gang said on Thursday “that One Hundred is designed to give its residents wide views of Forest Park to the west and the Arch to the east. Each of its 305 apartments will have a corner living room to increase the amount of interior daylight.
