E-procurement is a business to business(B2B) process of purchasing and selling goods and services over the internet. It differs from e-commerce in the way that it makes use of suppliers' closed systems typically available to only registered users.

How a Digital Signature works?
When you register for a digital signature certificate, a private and public key are created using the same algorithm by a Certified Authority (CA). The private key is shared only with the respective individual/party while the public key is made universally available. 
The private key is not shared with anyone as it is a confidential key and is used to decrypt one’s signature using the public key. A digital signature can only be decrypted once the private key of the user successfully decrypts the public key thereby authorising their signature.
Class of Digital Signature required for e-tendering
A Class 3 DSC is required for the e-tendering process. Vendors who wish to participate in e-auctions, online tenders must have this class of certificate.
Class 3 DSC can be further subdivided into 2 categories:
Class 3A- This certificate is issued to individuals.
Class 3B- Issued to organisations who use the certificate to carry out signing, encryption, e-commerce and online financial transactions. This certificate requires confirmation of the existence of the firm that is applying for the certificate.

A Digital Signature Certificate (DSC) is a digital equivalent of a physical or paper certificate. In other words it validates the identity of a person digitally issued by a Certifying Authority(CA). While filing for a DSC, a private key is issued along with your other details. This private key is decrypted by making use of the corresponding public key to create signatures, thereby making the process completely secure.

Need for DSC
According to the Ministry of Corporate Affairs, filing for a report, application or a form is to be done through digital signature only. Also, it is necessary for Individuals filing their income tax return to have a digital signature in order to get their accounts audited.

Classes of DSC

Class 1: This type of Certificate is issued to an individual or private subscribers. It is used to confirm the details of an individual's corroboration with the Certifying Authority’s database.
Class 2: These are issued to the director/signatory authorities for e-filing purpose with the Registrar of Companies(ROC). In order to file returns with an ROC, it is mandatory for an individual to sign certain documents manually to obtain a Class 2 certificate.
Class 3: These are issued to vendors who wish to participate in e-auctions, online tenders anywhere in India. It is a must for a vendor to have a Class 3 certificate in order to participate in an online tender. 
DGFT Certificates: For transactions that need to be made through a DGFT web portal, an electronic format of a signature is mandatory. This can be used by group exporters and importers who are already registered with the DGFT.
