Anytime there is an innovation in cycling infrastructure you can almost always bet the Dutch are behind it. The Van Gogh-Roosegaarde Bicycle Path is example of just that. Located in Eindhoven in the province of North Braban, the path uses a special glow-in-the-dark paint to create a van Gogh inspired illuminated path.
In addition to the glowing paint, solar powered LED lights create additional lighting in poor weather conditions such as heavy fog. Put on by Studio Roosegaarde (the guys behind the Smart Highway), the project is part of their larger goal of improving the visibility of road markings on roads and highways.
While the video above does much to romanticize the concept of a glowing bicycle path (that couple laid out on the bicycle path are asking for an accident), I could see how a glowing bicycle path could do much in the way of improving the feeling of safety while cycling at night. One of the principles of Dutch cycling infrastructure design is "subjective safety". Basically, if an area doesn't feel safe (even though it is for all intense and purposes) people won't cycle (or walk) there. e.g. A dark underpass covered with graffiti, or a path at night that runs through an open field.
It remains to be seen whether using a combination of this special glowing paint and LED lighting will be cheaper than more traditional methods the Dutch have employed in the past. It will be especially interesting to know how well the paint holds up against the elements. I expect will know soon enough.

It's crazy to me that the US is basically reinventing the wheel when it comes to cycling infra. The Dutch have all ready shown the way. Any work that needs to be done is just adapting Dutch standards for American transportation realilties.
