In TMA each of the Fears have their own set of followers and avatars that serve them by inciting their chosen Fear on other people

My current theory is that in TMAGP, the OIAR is trying to play the role of these followers for all the Fears- but mainly for the purpose of keeping the Fears "satisfied" and therefore contained

(We might eventually find out that this doesn't really work)
