UPDATE 32#: British Dominion of Japan
2nd Mei 1906
The Russian has take over the Japanese empire, with Emperor meiji's declining health and age he opted for a unconditional surrender of Japan. Korea has been captured by the Qing Dynasty and due to the incompetence of the council the people has also given up seeing there is no hope in salvaging what was known as the "Empire of the rising sun".
Luckily enough the Russian has given the British Empire the rights to control Japan as they know that they cannot control an entire country on their own. Now the Japanese territory is now known as the "British dominion of Japan" marking Japan as a new colony to the british empire.
The Ministries such as the Ministry of Interior, Ministry of Education ministry of the army ministry of the navy, ministry of finance and vice and prime minister, ministry of foreign affairs has been found dead after committing seppuku.
Naruto, Saigo, Kuroda and Shima flee to country side and begin their attempted escape, but due to the people hating them they turned them all in to the british and russian authority and jailed as a political prisoners.
Whilst this is all happening, the emperor in his palace is discussing about terms. He is allowed to be an emperor but only as a "Tourist attraction" at the same time the Emperor brought along side with him the Minister of Justice Yamagata Aritomo and offered him to become the leader of the British Dominion of Japan. He pleaded that Yamagata Aritomo is the most competent minister that he has trusting him to become the new leader of Japan under a foreign rule. The British gladly accept and now Yamagata Aritomo is the Governor of Japan.
In result, despite losing manpower and lands, Japan has thrived to become one of Britain most successful colony. Ranging from education, industry and military. Such things cannot be done by the previous government, as they are too focus on fighting one another killing each other and not thinking about the opportunity given. Now what is now known as the land of Samurai's is know just known as a colony to a foreign power.
"I am disappointed by the actions taken by the cabinet! I swear, I have failed japan. I shouldn't pick these people to be my ministers! I should've known, if i wouldn't pick them the war with korea will be a success especially when fighting the Russians! I could've have someone build more factories early on, I could've have people fighting the samurai rebellion as quickly as possible but no. I have failed and I am ashamed to be once a failed emperor with a failed childish cabinet"

UPDATE #31: FINAL DESTINATION ~ TOKYO
December 1905
Panic grips the capital as reports confirm that Russian forces are slowly closing in on Tokyo’s outskirts. The government has issued limited statements as all major communication networks across the region have been severed, leaving residents with little access to reliable updates. With raid sirens echoing through the city and military presence intensifying, fear spreads rapidly among civilians who have begun evacuating en masse or taking shelter wherever possible. Supermarkets are emptying, fuel supplies are dwindling, and the once-bustling metropolis now echoes with uncertainty and dread.
In the absence of clear directives from leadership, communities are relying on word-of-mouth updates and emergency broadcasts where available. The streets of Tokyo, once symbols of modern resilience and order, are now shadowed by confusion and apprehension. Citizens are bracing for what may come, with no certainty of safety or reprieve. As the threat draws nearer and the veil of silence grows thicker, only one thing is certain: fear has become the prevailing language in Tokyo. Investors no longer see a future in that nation-state, they withdraw all activities immediately.
The Emperor has yet to leave his quarters in the palace.

UPDATE 30# "LET THEM BURN IN HELL"
April, 1902
Recently the Prime Minster and the Foreign minister has refuse German offers of Weaponry and battleship. In return of 60% port slots and free of tariff. They offered to protect german nationale in japan with their own troops. Yet they still refuse. "Ja ja, let zhem burn in hell, ve still have china" - say Wilhelm II
In result, German offer the same proposition to the Chinese which they openly accepted. Now China has Machine guns, bolt action rifles and the famous Konig Class battleship which Germany sends around 25 of those with open arms. The threat to japan has now risen, due to the factories still lacking on production efficiency and weaponry. It is the turn to the worst, the emperor has locked himself in the palace depressed on how incompetent his cabinet is

UPDATE 29# Current situation, Crippled Navy
January 1902
Although the war in Korea has ended in a Japanese victory, the broader conflict is far from over. As fighting continues between Qing China and the Russian Empire, Japan now finds itself vulnerable on a new front. In a critical miscalculation, the Imperial Japanese Navy (IJN) diverted half of its fleet to secure victory against the Qing navy succeeding in that effort but leaving its northern flank dangerously exposed.
The Vladivostok Fleet exploited this weakness, launching a relentless assault that the remaining Japanese naval forces were unable to repel. Despite fierce resistance, Japan has suffered a devastating blow, losing approximately 30% of its naval strength. The IJN is now severely crippled, with key vessels lost and strategic mobility drastically reduced. Russian forces, emboldened by their naval success, are pressing deeper into Japanese territory. With the navy in disarray and the homeland at risk, Japan faces one of its most perilous moments yet in this escalating regional war.

UPDATE 28: Invasion of Korea
April 1901
Amid escalating regional tensions, Japan has launched a major military operation targeting the Korean Peninsula. Under the command of key figures including Yamagata Aritomo and Saigo Takamori, over 200,000 Japanese troops have been deployed to Seoul via naval squadrons from Yokosuka, Maizuru, and Sasebo. With naval transport capacity stretched thin, civilian ships have been requisitioned to support the operation. Initial objectives include seizing strategic ports—Wando, Pohang, and Gangneung—before a coordinated ground advance converges on Seoul to arrest King Gojong and subdue Korean military resistance. In the event of surrender, local forces may be conscripted into the Imperial Japanese Army.
But the Qing dynasty and Russia has formally declared war on Japan, the Valdivostok fleet is now moving into Japanese positions and Qing naval forces is being sent as well. As the majority of the IJA is in Japan, there isn't much manpower to guard japan northern front, even if there is manpower there are ill equip and have only muskets to protect them. The Arms indsutry is still yet to be highten and bolt action rifles has yet to be standard issue. but the people rejoice and express their nationalistic ideals and praise the emperor for this small yet impactful victory!

UPDATE 27: New Constitution passed!
The Imperial Cabinet has enacted the Second Meiji Constitution in a sweeping effort to restructure Japan’s governance amid escalating internal and external pressures. Sponsored by Naruto Takamine and Okubo Toshimichi, the new constitution redefines the role of the Emperor, granting him significant yet controlled powers such as declaring war, appointing prime ministers, and proposing high-priority legislation—subject to checks by the Houses of Peers and Representatives. Notably, the Prime Minister now holds extensive emergency powers, including declaring martial law and commandeering civilian resources, prompting concern over potential abuses during national crises.
Civil liberties and judicial structures have been reaffirmed, but tensions are rising over controversial clauses permitting state censorship, indefinite detention of suspects, and forced national drafts. But there are still little effort on trying to reclaim Hokkaido and the rising foreign influence in the country. The public express their fear as they feel that foreigners started to colonized japan from within. Will the council allow more autonomy to the foreign countries and allow them to control japan?

UPDATE #26: Another arrest?!
November 1897
Another arrest made by the Ministry of Justice! The Minister of Home Affairs has tried to kill the Minister of Justice, sending his JSP agents to their house, but they were caught by the ISU that is under the minister of justice.
The Emperor after hearing this shakes his head with a big sigh of disappointment, as the minister of justice is the ONLY one who does what they are supposed to do, upholding the LAW.

UPDATE #25 The Judicial Reform of Japan
November 1897
The Minister of Justice, Yamada Akiyoshi has recently launched several programs from within his ministry, aiming to reforming the law.
First, courts have appeared in Japan, from District Courts, High Courts, and a Supreme Court to give overview towards the crimes that have happened in Japan.
Furthermore, the ministry has also release a penal codification that aims to exempt those who break the law through penalties based on felonies.
Finally, the civil rights of the people have been renewed as they now have property rights, law of contracts, legal rights and so much more in regards to their own consent.
The people have rejoiced and the emperor greatly commends this as his vision of an even greater Japan is coming true. Long live the Empire!

UPDATE #24: A Youth Organization Emerges
May, 1897 |In a bold effort to restore national unity and build moral character among the rising generation, Kido Takayoshi has founded the Kido Youth Organization (KiYO). Launched initially near urban areas of Japan, the group has swiftly gained attention as hundreds of boys and girls from diverse backgrounds have eagerly enrolled. Wearing matching uniforms and organized into squads of eight, students march through towns, ,and engage in community service under the guidance of former samurai and military instructors. The teachings of bushidō, combined with patriotic song and daily labor, have stirred admiration among many locals. “These young ones cleaned our entire street without being asked,” said one elder in Hakodate.
Though the response has been overwhelmingly positive, some citizens remain watchful, curious about the deeper aims of the program. “It is promising to see our youth engaged and united,” remarked a teacher from Aomori, “but whether KiYO remains a civil service corps or grows into something more political—only time will tell.” For now, KiYO stands as a symbol of national renewal in the Meiji era, with the hope that shared service can bridge the divisions left behind by war and social upheaval.

UPDATE #23: Celebration
April, 1897
A celebration is underway for the execution of both Minister of finance, Okuma Shigenobu and Matsukata Masayoshi. Their heads is being presented publicly as the head of okuma is attached to a spear and paraded all through out tokyo and the body of Matsukata being put on a cross and paraded as well. This is seen by the Japanese people as a success in dealing with traitors yet at the sime time met with decent and unease by the foreign out lookers
"I could compare this act of celebration with the African tribes celebrating their sacrifice and parading them, this worries me as this caveman like attitude is being present to us!" A noble British tycoon watching from his factory office.

UPDATE 22: CURRENT SITUATION
Despite the economical gain made by the council, and the death of both the Finance minister. Now Japan saw that negligence will only be met with death, as reminded by the Minister of Justice who have imposed strict laws against those who acted against the emperor's will. As well as the vacancy of in the Minister of finance, as this will hinder any further attempts of investment and economical reforms in the country. At the same time the Samurai cells are eradicated thanks to the Minister of Internal affairs, yet the threat is still present up in the Northern frontier, the placement of fortifications is seen as a threat by the Tsar. This in result creates a tension between Tokyo and Petersburg, the emperor would advise the council to invade Korea in order to threaten Russian presence in China and its pacific fleet in Vladivostok. "I call the council to prepare for war against Russia by first taking Korea and Manchuria to threaten Russia from 3 fronts! Prepare the Army prepare our navy and prepare our people!" a letter by the Emperor that was nailed into the door of the council room.

UPDATE #19: New Ports But...
Finance Minister Matsukata Masayoshi and Ōkuma Shigenobu have announced sweeping amendments to the Harris Treaty, sparking both praise and backlash. UPDATE 18# CRUSHING THE REBELLION!
1896
Years of social unrest and Samurai rebellions against the government have started to crumble, as Okubo Toshimichi, the Home Ministry, has mobilized 5,000 police forces to all major cities where the Samurai rebellions reside, targeting all protests and riots that protest against the Meiji Government. Curfews are established immediately until all existing unrests are cracked down and extinguished completely, ensuring that no innocent lives are lost in the operation. The police force will sweep through the cities during that time. In addition, 3,000 people’s guards are sent to search and survey all suspected areas that are filled with rebel activities with permissions to open fire and attack any rebels partaking in any anti-Meiji activities, dispersing them, making them much weaker. All police forces and guards are equipped with the most advanced weapons in storage, where all lethal methods and force are utilized to crumble the opposition.
The sweeping operations for all Samurai rebellions will continue for the 6 months ahead in order to restore order to society. Failure to do so in the first 6 months will prompt a 6 months extra extension.

UPDATE #16: Protecting the North
Commander Kuroda Kiyotaka alongside the Finance Minister decided to conduct a military expansion plan, funding to build a massive central fort in Aomori and a chain of 16 watchtowers and smaller forts along the western coast of northern Honshu. It is Ddsigned to counter Russian threats, the initiative would involve French and Japanese military architects and draw inspiration from the American Endicott system. The plan also includes importing British artillery and establishing arms factories in Sendai and Morioka to modernize Japan’s military capabilities over the next six years.
Public response has been mixed. While some support strengthening national defense, many are alarmed by the financial burden such a project would place on an already faltering economy. Citizens worry about rising taxes and growing military influence, questioning whether such large-scale fortifications are a strategic necessity or an overreach fueled by fear.
