Nope she didn't, first time she meets him he was 20 something years old and she was a 14 year old teen. ( weird af ) She had no confirmed love interests then. And no she did not like Anakin back then either although Anakin had some fondness for her. But like I said, no love interests.

Obi wan loved Satine as we seen in the clone wars and in the second movie from the prequels, Padme by that point started to reciprocate Anakin's feelings.

So no

Obi wan and Padme were never interested in each other, not even one sidedly. And they both had different love interest. Yes, just because a woman and a man share a close bond doesn't mean they are gonna be interested in each other romantically. Sometimes, they just have other interests, and they are zero sided romantically.
