C'est sur la place de l'Hôtel-de-Ville, où les enrôlements se font en plus grand nombre, que Vinchon nous transporte. En avant de l'amphithéâtre, le général Dumouriez encourage les citoyens dans cet élan national et, près de lui, Pétion, maire de Paris, promet aux mères éplorées que la ville subviendra aux besoins des enfants en l'absence des pères. A la tête de cette jeunesse qui part si ardente, on distingue le jeune Gouvion-Saint-Cyr, alors officier, et qui fut nommé général deux ans plus tard.
