it seemed like a reasonable enough policy. The girls shared everything. A room, clothes all their secrets. So when they hit puberty their dad made it that they shared all punishments. If one girl earned a spanking they both got it. It was totally to keep them disciplined and to bond them together.
The fact that it gave daddy twice as many excuses to strip his teens down and turn their bubbebutts red was just a bonus.
