First, let me clarify that "beastclan" is a term that was canonically in use before the forging of the Beastclan Alliance, so a race does not necessarily need to be a part of the Beastclan Alliance to be a beastclan.
With that out of the way...
Races that should be considered beastclans--
Kitsune/Faun/Manticore/Mith: I'm lumping these all together up top, because they all have official ambassadors to dragonkind, as well as beastclan spy counterparts. I think the ability to carry out diplomacy more than proves their sapience, so while not every clan is a part of the Beastclan Alliance, they are still beastclans.
Assassin Bugs/Colony Killers/Archer Bugs: Are they considered Mith? A subrace of Mith? Their own race? Whatever the case, they're sapient and deadly. Whether or not they'd be interested in joining the Beastclan Alliance is another matter.
Aviar: Aviar are Talonok. I know the devs said they didn't want to use them in the lore due to them being KS sponsored, but I will use them in my own lore. They're Talonok.
Bone Sages/Bone Seekers/Spinal Sorcerers/Boneyard Patrollers/Carcass Custodians/Sproutroot Sentries/Scavengers & Bonesmiths: I think a cool collective name for these guys would be dragonkin, for obvious reasons. Anyway, they're sapient. Beastclan, but not interested in the Alliance, as they're too caught up in their own squabbles.
Bookworms: They can fucking READ. They wear GLASSES. Beastclan, but allied almost exclusively with dragonkind, Everlux Clans in particular.
Bucktooths/Flattails: The Flattails, at least, are said to barter with Ridgeback clans, so they're sapient. Beastclan, allied with dragonkind.
Cave Jewels: This one is 100% self-indulgence on my part. I love those funky little guys, and I think they should be sapient. Let them farm the fungus. Not a part of the Alliance due to being literal cave hermits.
Crystalcleave Canaries/Vigilant Sparrows: These are Talonok. Little bitty Talonok, but Talonok nonetheless. Beastclan.
Dryads: They may not be part of the Alliance, but they deserve to be considered beastclans. I personally view dryads as strictly isolationist. With dragonkind becoming so widespread, clans may begin to seek entry into the Alliance.
Feathercroaks: Their description says they can speak to dragons, so I'm calling them sapient. Beastclan, most likely allied with dragonkind.
Flights: Seeing as they're capable of wielding weaponry, I'll go out on a limb and assume they're sapient enough to be considered beastclans. However, they are also mischievous little creatures who swear fealty to no one.
Fungi: A subrace of dryad? Beastclan for sure. I think they might be a little, uuuh, fucking zooted out of their minds at all times, though, and are every bit as isolationist as dryads.
Garden Gnomes: I mean, they wear clothes. Probably distantly related to the Bucktooths and the Flattails. Beastclan, allied with dragonkind.
Imps: Look at them and tell me they aren't the cutest beastclan ever. Dripcave Deputies appear to be related to imps and are employed by Gaolers, so throw them in as well. The Deputies, in particular, are allied with dragonkind. Other imp clans may choose the Alliance.
Kamaitachi: They use tools, make medicine, wear clothes. Sapient. Beastclan. Not sure if they'd want to join the Alliance.
Kelpies: The beastiary entry for the kelpie states that they view dragons as allies, suggesting some level of intelligence. Additionally, kelpies in Scottish folklore are shape-shifters who can take on human form. I'm going to assume that sapience comes with the package. Beastclan, allied with dragonkind due not to loyalty, but to other beastclans being their preferred prey.
Psywurms: They have psychic powers, which are typically associated with high intelligence. That's a beastclan if I ever saw one. It's doubtful they have any interest in the Alliance, preferring to live in the loneliest parts of Sornieth to avoid contact with both dragons and other beastclans.
Sphinx: They should be considered beastclans, but sphinx don't strike me as the sort to be interested in joining the Alliance or dragonkind.
Sprangyroo: Beastclans, but they refuse to pick a side, instead doing mercenary work for whoever will hire them.
Honorable Mentions
Sprites/Nymphs/Acolytes/Goblins/Gem Guardians/Jewelers: They're sapient, but they really only exist to serve the Eleven or dragonkind in some capacity. Therefore, it's questionable whether they would consider themselves beastclans.
Animated Statue/Living Sculpture/Flying Figurine: Same as above. They probably only have rudimentary sapience, though, enough to take simple orders.
Beetleboars/Shovelsnouts: The Beetleboar's entry in the bestiary states that it's known for bad jokes, implying it is capable of speech, but I'm pretty sure that's a Lion King reference and not necessarily meant to be taken as evidence of sapience.
Fear Frogs & Terror Toads: They're definitely sapient, but they are quite literally from another dimension. I'm not sure they'd want to be considered a beastclan.
Gryphons/Gryphlets/Gryphs/Clouddancers/Owlcats/Owlynxes/Shriekers & Omens: Highly, highly intelligent, but not sapient. I'd compare them to real-world corvids.
Hippogriffs & Hippalectryons: Same as above.
Hydra: They are sapient, but due to their extreme rarity and regular predation of beastclans, they aren't invited to the club.
Narwins: Although they are sapient, they're more akin to real-world cetaceans than human beings. Just as dolphins would not consider themselves humans, narwins would not consider themselves beastclans. They do work with a beastclan, the Bucktooths, during the annual Frigidfin Expedition, however.
Skira: The entry for the Barred Skira claims that they have a sense of humor, which suggests at least some level of sapience. It may be too rudimentary for them to be considered beastclans, though.
Unicorns/Cerdae: They possess a unique intelligence all their own. Dragons with unicorn or cerdae familiars will claim that they can always read their companion, as their companion can read them, and that they communicate in this way. Even so, they aren't sapient, merely highly intelligent.
Wyverns: Like Fear Frogs, they are sapient, but they are also from an entirely separate dimension. It's unlikely they consider themselves a beastclan.
Yeti: Think of yetis as gorillas and beastclans as humans. They're getting there, but they haven't quite crossed the line into beastclan levels of intelligence.
