Greetings,
I am the current design council with St. Ives MechWorx & Overhaul, Lily Albrecht. Please forgive any notes left in the margins of these three TROs, COMGEN Hazen. My team and I have endeavored to meet your objectives with some fresh takes on old design principles.
We approached the problem of designing a new UrbanMech with the basis of assumption that this will be a BattleMech utilized for urban defense, as well as the more general use-case of defending civilian localities and infrastructure. This allowed us to focus our efforts and ignore more radical departures from the design ethos that may be suited better to a different mech as the base design chassis. All of our designs are put together with collateral damage control in mind, and as such you will see a lack of dumbfire munitions that would be classically associated with an UrbanMech. Below is our first entry for consideration. After looking over the design qualifications, we took a small departure from design specs when choosing hardened armor. Utilization of this type of armor along with a supercharger allows for an alarmingly unkillable UrbanMech that still maintains good maneuverability - with the way we laid out the specifications for this design, the mech can take a standard AC/20 shell to the cockpit and survive. Meet the UrbanMech UM-ST4G "Staghound", or as my techs have called the prototype sitting around, "Old Glory". Though the current design is sporting arms built off of a Mercury chassis, the final design does not include those.

This design is primarily influenced by the existence and massive success of other urban combat designs such as the Hunchback and the Regent. As is the case with most urban combat designs, there are certain considerations that must be made - time on target, target tracking, and the ability to burn through an enemy with your first shot. Although optimal would be utilization of a large bore ultra autocannon, such weapons tend to introduce other issues such as increases in collateral damage which are unacceptable when defending civilian infrastructure. Our second design is our second entry for consideration. This one follows a more conventional UrbanMech layout. Although less armored than the ST4G, this one is still sure to do its job in nothing less than an excellent manner. This machine is designed closer to what we consider a good urban combat mech - capable of eliminating both BattleMechs, infantry, and battle armor with relative ease. Most lighter BattleMechs will find themselves wilting under the fire brought to bear by this mech, as I have yet to find a light scout that can take a plasma rifle off the chest without grimacing. To go into more detail, with this, we considered the plasma rifle an ideal candidate to put on this mech. Although it does suffer from a minimum range, the streak SRM rack does not, nor do the micro pulse lasers - anything under that minimum range is far more likely to suffer more problematic injuries than taking some flaming polystyrene to the center torso. Infantry will find themselves hard pressed to mount so much as a half decent assault against a unit like this as well, as micro pulse lasers function in an excellent anti-infantry capacity should it be necessary.
Moving on to our final entry. This entry is, admittedly, more of a joke than a serious take on a BattleMech. For that you'll have to forgive my design team - they wanted something to break tension so I let them at it. You may wish to consider this something of a fast attack assassin, capable of finding its way into the back arc of any BattleMech unlucky enough to come into contact with it. An alpha strike from a mech of this sort is sure to turn the rear arc of even any well meaning assault mech to slag.

Simply put, I have no excuse for this mech's TRO existing. I'm not entirely certain what came over my techs when they designed this, but I suppose one of them let their generalized fury at the existence of things like "rear armor" and "infantry" possess them.

nuSLDF UrbanMech Design Contest!
So, based on some initial interest being shown in my tags on this post, I am officially opening a nuSLDF Urbanmech design contest!
Your task: design an UrbanMech in the style of the UM-R100 SuburbanMech, while following the nuSLDF mech design guidelines.
You do not have to stick 100% to the design guidelines, and you are allowed to have a design that is up to 5 tons overweight.
I am given to understand that later versions of MML and perhaps other design programs may not have all the equipment specified in the nuSLDF guidelines. In that case, simple leave enough critical slots and free weight available to mount that equipment (while keeping in mind the overweight restriction above).
Additional notes:
While the UM-R100 does use an ERPPC as its main weapon, you are not restricted to an energy weapon only loadout. Experimentation with such things as Light Autocannon/10s or 20s and other weapons is encouraged.
The final product should have at least 5 base running MP and 3 base jump MP. This is a hard requirement.
The final product should be as close to maximum armor as possible.
Designs should also take into account "soft factors" such as ease of maintenance, parts/ammunition commonality, etc.

The maintenance is only as bad as you make it - with re-manned actuators and optimized myomer connections, this mech suffers less from the usual maintenance nightmare that most frankenmechs do. The main issue is component availability, a problem for most assault-class mechs.
To address the warhead, I personally posses trigger authority on its release. Besides... firing a warhead is bad for business. And the MRB doesn't particularly like it either.

If budget is the name, FrankenMechs are the game. Our mascot mech, the Garden of Geth, is a FrankenMech manufactured from the components of up to ten different mechs and combat vehicles for the function of artillery support. This excellent machine has served dutifully since the early clan invasion and continues to serve its role in the Neon Knights Mercenary Company as an artillery mech.
Should salvage repurposement call, keep us in mind - don't let valuable parts sit and rot!
