I’m just imagining Seven of Nine meeting Picard for the first time, and how difficult it must have been for her to repress the urge to call him “Locutus.”

You can more or less tell whether a new character on an episode of Star Trek is going to be recurring or a one-off with this one simple rule:

If they are a reasonable or even cool person, they will be a recurring character.

If they are completely unhinged, they are a one-off.

The only exception seems to be Naomi Wildman's mother who was perfectly normal but the writers just forgot about her.

I just think we should have seen Janeway adopt a dog like alien. Originally, it is for Naomi, who needs some companionship as the only kid aboard, but the dog alien keeps finding Janeway and just following her around.
