totally agree with this!
from my personal perspective, i think it's a clear way to differentiate new/younger writers vs. long-time/veteran/older writers, and i think it happens more often in smut/explicit fics.
i don't think there's anything particularly wrong with writing ooc steve, mostly because i think it becomes a matter of skill and taste if a character becomes ooc. you either like it because it's written to your taste, or it's written well enough for it to work.
however, i do think it's quite interesting that when i go onto ao3 or browse the tags on tumblr, i see some fics with the most kudos/hits/notes being fics where steve's been written into someone else's fantasy!
the feminizing and infantilizing and helplessness. the ooc made me wonder if the author ever saw the show. there were instances where i read:
steve stuttering almost every sentence (while awkward after his character development, steve is still quite confident and doesn't have a semi-permanent stutter every time he opens his mouth) unless he's under duress or is uninhibited)
steve being very dependent on eddie and everyone while being quite whiny (steve, while he loves his friends, isn't codependent like these fics suggest)
steve behaving in a very feminizing way, to the point where i'd feel more comfortable if the author switched pronouns. im serious! (steve is a man and he has manly traits and grew up in rural midwest U.S., a rather isolated and small environment to learn these hyper-specific characteristics)
and more..........
to the last point i mentioned specifically, i noticed it's more frequent in modern AUs or future settings AUs, where current culturally appropriate behaviors are thrusted upon the characters. i'd guess the counterpoint to that would be... it's a modern AU lmao, but i don't think that's a strong enough reason to have steve, idk, acting super ooc to serve the current cultural zeitgeist.
i want to have serious conversation about how infantilized steve, and sometimes eddie, are made in fic. i don’t want to make sweeping generalizations.
most often i have personally seen it done to steve (and please, correct me if you think it might work out differently on average!) but god, there are MANY instances of it happening to eddie too.
i saw a fic linked on twt recently and i genuinely just had to close the tab. at some point you have to reconcile that you’re not writing steve anymore, right? like he can be obviously different from canon (because that’s inevitable! we write fix-its and aus and that’s normal and fine!) but i have seen iterations of him where literally the only traits he shares is that his name is steve harrington and he looks like steve harrington… mostly.
and i am terrified to have this conversation on twitter if i am completely honest, but i just want to seriously talk about it. there is a difference between calling him babygirl, writing kink, letting him be feminine and infantilizing him to the point he is unrecognizable as a character.
and what sucks the most i think is that i personally see it done largely through explicit fic. this isn’t anything new in fandom and i have seen it happen time and time again in other fandom spaces. i’m not some expert and i’m not big in st spaces, but i just think more people should maybe discuss this!

Eddie, despite ample opportunity, has never commented on how much of a dick Steve used to be. Not when it’s the whole group ragging on him (with affection, usually), not when it’s Steve himself telling a funny story about something monumentally stupid he’d done in high school, not even when it’s just the two of them together, reminiscing, frowning over past mistakes
It takes Steve a while to notice, and while he appreciates it, he does sort of wonder why
“I mean, I must’ve given you reason to,” Steve says, when he brings it up to Eddie
Eddie shrugs. “Whether you did or not doesn’t really matter now. I think I, of all people, get that you sometimes just really gotta leave high school in the past.”
“Yeah, but you talk about other shit you did in high school,” Steve says. “Even Robin has a couple of stories about how much of an asshole I was. Why don’t you?”
“Because I know you,” Eddie says, far more sincerely than Steve had expected. “I know how you get sometimes, all up in your head, repeating all the shit you’ve heard people say about you. And when you get like that, I don’t want you to be able to hear it in my voice. Not even if I was joking when I said it.”
The words hit Steve like a fist in the sternum.
“Not even– not even if I deserve it?”
“No. Because you don’t deserve it.”
There are a lot of things Steve doesn’t deserve, and he’s pretty sure Eddie—Eddie’s friendship, Eddie’s forgiveness, Eddie’s love—is right near the top of the list. But Steve’s always been a little selfish; he’s always been too willing to grab for good things that he knows he shouldn’t touch
“I don’t want to make you feel worse,” Eddie says. “I wanna be the reason you feel better.”
And Steve doesn’t deserve that, either. But when Eddie says it like that, like he’s so goddamn sure, it’s hard not to believe him. Hard not to believe that maybe– maybe Steve doesn’t have to bleed to have this. Maybe he can let Eddie reach for him, be held against him, fist his hands in Eddie’s shirt and press his face into the curve of Eddie’s neck and just… be
