So for some context: Theodore's either flirty just because he's good-looking and can clearly flaunt it, flirty for the fuck of it to cause problems and/or jealousy because he could be a bit fruity ( no it is NOT because I've seen a bunch of Theo/Harry in Dramione fanfics ) and very few people might know about it or already seeing someone, such as Luna Lovegood ( shut up LoveNott is adorable ).

Or he's just flirty toward her because he can, and she's obviously a good-looking lady, especially early twenties or so.
