✿ 冷やし飴 ・関西を中心に夏の定番とされている飲み物のことです。大阪の飴ちゃん文化のイメージから、ひやしあめと聞くと、飴玉を冷やしたものを想像するかも知れませんね。しかし、ひやしあめは麦芽水飴をお湯で溶いて、生姜の絞り汁を加えて冷やした、冷たい飲み物なのです。温かいままの状態のものは、「あめ湯」と呼ばれているそうです。ひやしあめに用いられる麦芽水飴には砂糖が使用されておらず、穀類のやさしい甘みと生姜の爽やかさが感じられる、夏にピッタリの飲み物です��� ・麦芽水飴は、麦芽・米・でんぷん・水を材料にして作られます。ひやしあめは麦茶のような色をした飲み物ですが、それは麦芽水飴の色によるものだそうです。関西の夏の日常シーンにひやしあめは欠かせない存在で、暑い時期になると、休憩の時などに「ひやしあめ飲もうか」と声を掛けられるほどです。

「あいりん総合センター」敷地内の野宿者に追い出しの危機が迫っています！

The eviction of people from the "Airin General Center" is imminent!

2012年に始まった西成特区構想のもとで、行政は釜ヶ崎労働者の生活拠点 である「あいりん総合センター」を解体撤去し、商業施設を付帯した新施設へと建替える計画を立案しました。権力は釜ヶ崎の再開発と連動したこの計画を実現させるために、不当な弾圧をはじめとする数々の暴力によって、建替えへの異議申し立てを圧し潰そうとしてきました。

　そのさなかの2020年4月22日に、大阪府は、「あいりん総合センター」 敷地内で生活する野宿者と団結小屋の住民を「債務者」とする「土地明渡請求訴訟」を起こします。2025年開催予定の大阪・関西万博を見据えて、「あいりん総合センター」の解体撤去工事にいち早く着手したい大阪府は、センター敷地の利用を「不法占拠」と断じて追い出しを迫る、人権侵害の訴訟へと踏み切ったのでした。

　このような圧力に対し、わたしたちは共同炊事や寄り合い、昼回りや越年越冬闘争を通じて団結を強めながら、地裁・高裁と裁判をたたかってきました。地裁・高裁ともに土地の明け渡しを命じる不当判決が下されたものの、判決に先んじて追い出しを執行する「土地明渡断行仮処分」を退け、さらにいずれの判決にも仮執行宣言を付けさせなかったことは、間違いなく画期的な勝利でした。

　こうしてセンター閉鎖を阻止した2019年3月31日から現在に至るまでのおよそ5年ものあいだ、わたしたちは「あいりん総合センター」前で活動を続けてきました。しかし、事態は新たな局面を迎えています。2024年5月27日付で最高裁は上告の棄却を決定し、地裁・高裁判決が確定されてしまいました。訴訟を提起した大阪府は、人権を踏みにじる追い出しを実行に移そうと、いままさに準備を進めています。

　法の名のもとに野宿者の生活が暴力的に消し去られようとしているこの状況を、ただ黙ってみていることなどできません。

これ以上野宿者の生活を破壊するな！

非暴力・不服従で追い出し執行を打ち砕こう！

Under the “Nishinari Special Zone Initiative” that began in 2012, the Osaka prefectural government has drawn up a plan to demolish the "Airin General Center," the living base for Kamagasaki day laborers, and rebuild into a new facility with commercial facilities. In order to realize this plan, which is linked to the redevelopment of Kamagasaki, the authorities have attempted to suppress objections to the rebuilding through numerous violent means, including unjustified repression.

　In the midst of this, on April 22, 2020, Osaka Prefecture filed a lawsuit against the residents of the "Airin Center" and the residents of the “Solidarity tent” as "debtors," demanding that the land be vacated. Osaka Prefecture, which wanted to start the demolition of the "Airin Center" as soon as possible in anticipation of the Osaka Expo to be held in 2025, has decided to file a lawsuit against the residents of the center's premises, declaring them to be "illegal occupants" and forcing them to leave, which constitutes a violation of their human rights.

　In response to this pressure, we fought the case in the district court and the high court while strengthening our solidarity through cooperative soup kitchen, gatherings, daytime patrols, and the overwintering struggle. Although both the district court and the high court made unjust rulings ordering us to vacate the land, the fact that they rejected the "provisional disposition to vacate the land," which would have enforced the eviction prior to the rulings, and did not let either of the rulings be declared provisional execution, was definitely a landmark victory.

　Thus, from March 31, 2019, when we prevented the closure of the center, to the present, we have been working in front of the "Airin General Center" for almost five years. However, the situation has entered a new phase: on May 27, 2024, the Supreme Court decided to dismiss the appeal, making the District Court and High Court decisions final. The Osaka Prefectural Government, which filed the lawsuit, is now preparing to implement the evictions in violation of human rights.

　We cannot just stand by and watch as the lives of people living on the street are being violently erased in the name of the law.

Do not destroy the lives of people living on the street any further!

Stop the enforcement of eviction with non-violent protest and civil disobedience!
