Typing Quirk Flag + Template

[PT: Typing Quirk Flag + Template]

This is a flag for those who have typing quirks! This flag is for the overall, so I have also added a template for those who wish to make their own for their own separate experiences, types of quirks, etc. for example you could make a version for permanent typing quirks, fluctuating typing quirks, typing quirks that replace letters with numbers, etc. Also remember, anyone can have a typing quirk so anyone can technically use this.
