99% of the time if you have to ask the question "wait is this a compliment or an insult" about how someone talks about a character, that means they're complimenting them. people who are genuinely insulting a character aren't coy about it.
#'theyre insane/the worst/a devil'<- these are all compliments#'theyre boring/uninspired/2 dimensional' <- thats an insult.#one is refering to a character's personality (so you care enough to refer to them as if theyre a person)#and the other to their writing. these arent difficult tells
