Chief Minister Punjab Sardar Usman Buzdar visited Sheikhupura, Hafizabad and Gujranwala on Wednesday and announced new development projects worth Rs. 25 billion along with the establishment of universities.
Talking to the media in Gujranwala, the CM announced new projects of Rs. 8.41 billion including Flyover at Alam Chowk and internal and external link roads in the city. 14 more projects will be started including a burn unit with a cost of Rs. 1.92 billion. He also announced the university of Gujranwala project having a sub-campus of Punjab University and both campuses of UET. The necessary process has already been started and I will monitor this project, the CM added. Meanwhile, instructions are an issue for the feasibility study of the children hospital and the federal government will also be approached for improvement of GT Road. Along with it, the CM announced that a road will be constructed to link Gujranwala with Sialkot-Lahore Motorway. Briefing the media about steps for public welfare, the CM said Sahulat Bazaars will be established at the level of tehsil and items will be provided at the rates of 2018 in Ramazan Bazaars. To a question, he termed it improper to lead processions to appear before institutions and asserted that law will come into action on any violation of the law. I will visit every nook and corner of the province to take steps for the betterment of the country, the CM maintained.  
The CM inaugurated four projects of 7.84 billion at Ghakar Sports Arena. He also inaugurated Ghakar Sports Arena, Gujranwala Arts Council Auditorium, OPD unit of teaching hospital medical college Gujranwala and 62.5 acre landfill site project. He handed over keys of 106 vehicles of Gujranwala Waste Management Company to the officials and laid the foundation stone of BS Block in Government Postgraduate College for Women, Shadab Training Institute and building of special education centre Kamoke worth 2. 23 billion and 83 lakhs. The Lahore-Sialkot Motorway will be linked with GT Road at Morr Eminabad.
The CM met with PTI leader Hamid Nasir Chatta and briefed him about the development agenda of the PTI government. CM also held meetings with different delegations including PML-N MPA Ashraf Ansari and Younis Ansari and assured to solve the problems of the city.
Chief Minister Usman Buzdar announced a development package worth more than Rs.10 billion for Sheikhupura along with the establishment of Waris Shah University during his visit to the district. Meanwhile, Tehsildar Muridke and SDO local government have been removed from their posts on public complaints. The CM also inaugurated a tree plantation drive at Sheikhupura Gymkhana.
At the outset, the CM inaugurated district education complex, Muridke trauma centre, CTD regional office and national model school to Faisalabad road Sharaqpur chowk dual road projects worth Rs.1.27 billion. He also laid the foundation stone of a water supply and drainage project costing Rs.41 crore in Sheikhupura besides meeting with parliamentarians and notables. PML (N) MPA Mian Jalil Sharaqpuri also called on the chief minister.
Talking on the occasion, the CM said the Sheikhupura development package will resolve problems of the area adding that 19 mega projects will also be started with an amount of Rs.8.38 billion in Sheikhupura. Meanwhile, 8 projects including Narang Mandi cadet college, supply and drainage of water, healthcare, educational and roads repair schemes will be started. The foundation stone of Manawala to Sucha Sauda road was laid to promote tourism. This project will cost Rs.64 crore. The government is working to complete the Sheikhupura-Gujranwala road, the CM added.
While talking to the parliamentarians, the CM announced to visit all the districts of the province and the development packages will be finalized with the consultation of the parliamentarians, he added. The development process has been extended to backward areas as progress is the right of every locality, he said. Early implementation of the district development package will be ensured and I will monitor the development schemes, the CM continued.
Mian Jalil Sharaqpuri MPA said that Usman Buzdar is moving the province towards genuine development. I trust CM Usman Buzdar and he will fulfil the promise of development, he continued. Parliamentarians thanked the CM for the development package. Provincial Minister Mian Khalid Mahmood, SACM Dr Firdous Ashiq Awan, Adil Mahmood and Anwar Rashid of Sheikhupura Chamber of Commerce & Industry, president DPA Azmat Mahmood Sidhu, general secretary Mian Ali Bashir and others were also present.
While talking to the media, the CM said a huge development package has been announced and an in-principle decision has also been made to detach Sheikhupura from the jurisdiction of LDA. Necessary steps are taken for the establishment of Waris Shah University as the establishment of universities in every district is a commitment of the government, he emphasised. The government intends to accord every district its rights and I will continue to conduct visits to review the development process, he stated. No one is politically victimised and the utmost effort is made to deliver on merit, the CM emphasised and further announced that he has always strived to follow rules and merit. Development is the right of every citizen and early implementation of the district development package will be ensured, he added. The CM said that issues pertaining to the Sheikhupura press club are sympathetically reviewed and journalists will be given health cards on a priority basis.
The CM took strict notice of complaints of corruption during his Sheikhupura visit and SDO local government Waseem-ud-Din and tehsildar Muridke Ahmed Raza Sultan were suspended and departmental action was ordered. Corruption is intolerable and there is no room for corrupt officers in the province, asserted the CM.
CM ANNOUNCES RS.7.2 BILLION DEVELOPMENT PACKAGE FOR HAFIZABAD: The CM announced Rs.7.2 billion development package for Hafizabad while land has been transferred for DHQ hospital and the University of Hafizabad projects. On his directions, the Hafizabad University Act will be presented before the cabinet meeting today. The CM also held meetings with parliamentarians and people from different walks of life at the district complex. On the occasion, the CM disclosed that land has been transferred to the University of Hafizabad and the new DHQ hospital building. The development package has been devised in consultation with parliamentarians and the series of district tours has been started from today. The proposals of parliamentarians are useful and the purpose of visits to different districts is to ensure speedy progress and resolution of public problems, he added. The development projects will be completed by taking personal interest as it is the right of the people, he continued. Senator Ijaz Chaudhary, SACM Dr Firdous Ashiq Awan, Altaf Asghar Bhatti, Amir Nazir Tarrar and others were present.
The CM also visited the integrated command and control room in the DPO office. He was briefed about police vehicles' tracking system and CCTV surveillance. The CM appreciated that technology is helping to improve the surveillance system adding that IT is also helping to improve the performance of the police department. The integrated command and control system will be made further effective and useful, he added.
Talking to the media, the CM said the package has been announced for the district adding that PM Imran Khan had announced to establish the University of Hafizabad and DHQ hospital. The University of Hafizabad Act is ready and will be presented before the cabinet for approval today. Similarly, land has been allotted for the University of Hafizabad while the PC-1 of the DHQ hospital was being prepared. Similarly, land has been allotted for DHQ hospital, he added. Hafizabad-Sukheki road, Kot Hara-Jallalpur Bhatian, Chowk Sukheki-Jalalpur Bhattian road will be restored with an amount of 3.98 billion, he added. 20 other projects are going to be launched along with 10 roads' rehabilitation schemes to be completed with an amount of 3.35 billion in the district, the CM added. Similarly, girls college will be constructed in Kolo Tarar along with the completion of a number of projects of beatification and supply and drainage of water. Promises made with the people will be fulfilled and journalists' problems will also be resolved, he assured. Meanwhile, PDM has died down. 7 billion development package has been announced for Ramadan and best arrangements have been made in Ramadan bazaars. Colleges will also be upgraded in the Hafizabad district, the CM stated in response to another question.

Former Special Police Officer Adil Bashir Sheikh was killed in an encounter with terroristsSrinagar: The arrest of Davinder Singh, a senior Jammu and Kashmir police officer caught transporting arms and Hizbul Mujahideen terrorists to Delhi, earlier this month forced authorities to confront the question of rogue cops aiding terrorist efforts. That point was driven home this week after an encounter in Shopian district saw three Hizbul terrorists killed. One was another former cop - Adil Bashir Sheikh, a SPO (special police officer), who made headlines in October 2018 after an image of him posing with Hizbul terrorists went viral.Only a few days before that photograph was taken Adil Bashir Sheikh fled while on duty guarding the residence of a former PDP MLA in Srinagar; he took with seven AK-47 rifles. His defection is part of a dangerous trend in Kashmir that sees cops deserting with weapons.Over the past four years nearly 200 rifles - mostly AK-47s and SLRs - have gone missing, with many stolen by cops who deserted the force. In that same period 13 J&K police personnel and two Army personnel quit (or deserted) to join the ranks of terrorist outfits and train local youth.In the four years prior there was only instance of a cop deserting the force; in 2012 Police Constable Abdul Rashid Shigan was arrested for running a terrorist module in Srinagar.So why are members of Jammu and Kashmir Police crossing over now?At Adil Bashir Sheikh's residence, in Shopian district's Zainpora village, we meet a family in shock. They say he quit the police force because he was angered by the brutality of the security forces."Because of our poverty he joined police as SPO... but he could not bear atrocities for long. We had never thought he would take such a step," Bashir Ahmad Sheikh, his father said.A highly-decorated Jammu & Kashmir cop, Davinder Singh was arrested travelling with Hizbul terroristsIronically, the operation in which Adil Bashir Sheikh was killed was carried out on basis of information received during the interrogation of Davinder Singh, who was caught ferrying three terrorists, including Hizbul commander Naveed Babu.Babu too was a police deserter; in 2017 he'd run off with four AK-47 rifles from a police post he was supposed to be guarding.Top police officials say they have no regrets in tough action against deserters; after his arrest, a senior J&K cop confirmed Davinder Singh would be dealt with as a "terrorist"."I don't think it is painful to sort out such people... those who commit such actions have to meet their fate. We can't be lenient to those who go against law," Dilbag Singh, Director-General of J&K Police, said.This, however, doesn't answer the big question facing J&K Police - a force that has lost nearly 2,000 officers in the fight against terrorism - why are their men crossing over?Over 2017 and 2018 dozens of SPOs were forced to resign due to terrorist threats."I would say the overall environment, where there are certain pressures, affects people... nobody is fallible and it varies from person to person. But I am proud a large force is fighting with grit and confidence... an odd incident doesn't mean this isn't true," the DGP added.Unfortunately, the reality may be more complex.In Pulwama district's Kareemabad we visit the home of Naseer Pandit, a former police constable who deserted five years ago while on guard duty to then minister Altaf Bukhari.Pandit's father calls his son a crusader against the local drug mafia, who was beaten by his former colleagues because they were in league with the smugglers."When protectors of law behaved in such a way... what is the option? Perhaps he was carried away by his emotions but police beat him up," Ghulam Rasool Pandit said, admitting his son motivated a large number of young men to enlist and also trained them.In the past four years more than 500 young men have joined terrorist outfits and most were trained by people like Pandit.Officials claim that with the arrest of Naveed Babu and the killing of Adil Bashir Sheikh, all deserters, except maybe two, have been either killed or captured.Deserters like Sheikh or rogue cops like Davinder Singh may not define the J&K Police, but they are defining a dark phase in Kashmir's long-running battle against terrorism. The suicide attack that killed more than 40 Indian soldiers in February was carried out by a young Kashmiri from Pulwama. Ahead of voting in the region in India’s general election, Sameer Yasir reports on the rise in youth militancy over the past two years.
Around 15:15 local time (09:45 GMT) on 14 February, Adil Ahmad Dar drove a vehicle packed with explosives into a convoy of 78 buses carrying Indian paramilitary police in Pulwama, on the heavily guarded Srinagar-Jammu highway.
It was a devastating attack – the worst carried out against Indian forces in decades.
It shocked the country, as newspapers and TV screens were filled with stories of soldiers and their shattered families. Some had just returned from a visit home; others had called a family member hours before the attack; a few were speaking to them on the phone when the explosives went off.
Adil Ahmad Dar was identified hours later, when the Pakistan-based militant group, Jaish-e-Mohammad, released a video online saying it had carried out the attack. In the video, Dar appears to show no remorse for what he is going to do. He said he joined the group in 2018 and was eventually “assigned” the task of carrying out the attack in Pulwama.
He said that by the time the video was released he would be in jannat (heaven).
As tensions between nuclear-armed India and Pakistan rose in the aftermath of the attack and Kashmir remained on edge, more details about Dar emerged. His story was disturbingly familiar.

He grew up in Indian-administered Kashmir in Pulwama district where the attack occurred. Pulwama is part of the Anantnag constituency – the only seat in the Indian election that is voting over three different phases for security reasons, the last being on 6 May.
Dar was a high school dropout and had been doing odd jobs as a mason when his parents reported him missing in March last year.
He was 22, and, by all accounts, shy and quiet. His family say his anger against the Indian state grew after he was injured while participating in a protest against the killing of a popular militant in 2016.
Dar was one of thousands of Kashmiris who were born, and later died, in the shadow of the gun.
There has been an armed rebellion against Indian rule in Muslim-majority Kashmir since 1989. India blames Pakistan for fomenting violence in the region by supporting militancy – a charge Pakistan denies. Since 1989, Kashmir has been convulsed by regular episodes of violence that have killed more than 70,000 people, including many Kashmiri Hindus targeted by militants in the early 1990s.
Critics say India’s heavy-handed tactics have alienated local youths. A UN report on violence in the region between June 2016 and April 2018 pointed to excessive force used by Indian security personnel, including the firing of pellet guns that have blinded hundreds. India rejected the report and its findings.
“Kashmiris who were born after the 1990s have never seen peace,” says Abdul Ahad Bhat, 68, a resident of Pulwama. “They were born amid curfews and died before they ended.”
Mr Bhat says the Kashmir he remembers from before 1989 is a “dream” this generation has been denied.
Militancy in the valley had declined by the 2000s but grew again after the killing of young militant leader, Burhan Wani, in 2016. And it has been on the rise since – 2016 saw the deaths of 150 suspected militants and more than 230 died in 2018, according to official figures.
Wani was extremely active on social media. India considered him a terrorist but for many locals he represented a new Kashmiri generation. When he was killed in a gun battle with Indian security forces, protests engulfed the valley.
Dozens were killed and hundreds injured as security forces fired live rounds and tear gas at protesters. Many were also blinded by pellets. Adil Ahmad Dar, who took part in the protests, was shot in the leg and bedridden for 11 months.
“That day changed him,” says his father, Ghulam Hassan Dar, 62. “A shy boy transformed into a volcano of anger but he rarely expressed it.”
He, like other locals, believes many of the boys and men who protested at Wani’s killing joined the insurgency.
Adil Ahmad Dar spent more time praying and reading on the internet while recovering than mingling with his friends. He ran away from home to join the militants in March 2018.

The family found out about his involvement in the attack when his uncle, Abdul Rashid Dar, received a call from police. He says he was horrified to learn that his nephew – under the alias Waqas Commando – was behind the attack.
Some in the family’s village, Gundibagh, react similarly.
One said Dar had hardly talked to anyone after his cousin, Manzoor, a suspected militant, was killed in June 2016.

Others speak of his frustration with the political situation in Kashmir. “He was saddened by militants ‘dying like chickens’, without putting up a fight or inflicting casualties on the other side,” said Altaf, another relative, who arrived with hundreds of villagers to attend Dar’s funeral the day after the attack.
The support extended to the family is unsurprising given that many Kashmiris resent Indian security forces and accuse them of human rights violations. In the past few years, funerals of militants in south Kashmir have drawn large crowds.

Jibran Ahmad, a Pulwama resident, says: “You become a militant in a police station or an army camp, not inside the four corners of your house.
“Many of those arrested by police in 2016 joined the militancy. Perhaps they thought it was better than being humiliated every day.”
Some of the men joining the militants recently have been highly educated and come from financially stable families. A federal minister told India’s parliament in December that at least 26 of these new militants in 2018 were graduates and he referred to them as “misguided youth”.

Sushant Sareen, a senior fellow at the Observer Research Foundation, an independent think tank, says part of the problem is that violence is “glorified”.
“In most societies there is no social sanction given to people who indulge in violence. In Kashmir, however, there is social sanction – a certain amount of ‘coolness’,” he says.

He adds: “When stone pelting is happening, should the government hunker down and do nothing? When people pick up arms, should they do nothing?”
No army ever wants to fire on unarmed civilians, he says.
One policeman based in Kashmir who wished to remain anonymous says India’s approach has not worked. He said he did not want to be identified because he feared being rebuked by his superiors for speaking publicly about such a sensitive issue.
“When you kill one militant, two more are ready to join. Political outreach is important but in recent years we have focused on killing militants,” he says.
Author and counter-terrorism expert Ajai Sahni says India’s ruling Bharatiya Janata Party has demonised the valley and “created an enemy for the entire country” which may be a “successful election strategy but is disastrous for national security”.
In the days after Pulwama, sporadic incidents of harassment and violence were reported against Kashmiris in some north Indian cities.

LONDON: (Republican News) MQM Coordination Committee Deputy Convener Qasim Ali Raza called on Balouch Republican Party (BRP) chief Nawab Brahumdagh Bugti at his residence in Geneva, Switzerland.
MQM Legal counsel Adil Ghaffar, MQM CEC member Muhammad Saleem and BRP spokesperson Sher Muhammad Bugti were present.
MQM Deputy Convener felicitated Baloch leader on behalf of MQM founder leader Altaf Hussain and conveyed to them that Hussain has always held the Balouch people in high esteem and respect.
BRP Chief Nawab Bugti on the occasion hailed Hussain for his untiring efforts, support for the oppressed Baloch, Pashtun and Mohajir nations, slamming the demonic Pakistani military establishment and ISI over absolute human rights violations, arbitrary arrest, enforced disappearance and extrajudicial killings carried out by the Pakistani military establishment and the ISI.
Nawab Bugti praised Mr Altaf Hussain for his bold stances in support of oppressed nations, Balouch, Pashtun and Mohajir.
BRP Chief Nawab Brahumdagh Bugti told that Hussain’s four lectures on history of Baloch and Balochistan were highly impressive and that Balouch nation is thankful to him in that context.
He welcomed Hussain’s demand for the right of self-determination for Baloch and Mohajir nations and said that very soon, these oppressed nations would approach the Un for their right for the self-determination.
Raza on the occasion said that rights of Baloch, Sindhi, Pashtun, Seraiki, Gilgiti and Baltistani, Hazarwal and Mohajirs have been fully usurped and repressed and these nations have been declared traitors on restoration of their usurped rights.
He said that issues of all the oppressed nations are same and hence they should all join hands together to get rid the tyranny of the ghoulish Pakistani military.
MQM Deputy Convener on the ocaasion presented books on Hussain’s biography, pictorial biography and other MQM related literature to Baloch national leader Nawab Brahumdagh Bugti.

SRINAGAR: Indian Occupied Kashmir (IOK) continued to witness grave human rights violations during the year 2018 as Indian forces in their barbaric acts of state terrorism martyred 375 Kashmiris.
According to a report compiled by the Research Section of Kashmir Media Service, Indian troops conducted 2,939 cordon and search operations across the disputed territory during 2018.
The martyrs included highly qualified youth like Professor Dr Muhammad Rafi Butt, Dr Manan Bashir Wani, Dr Sabzar Ahmad Sofi, Dr Aijazud Din Khan and Dr Abdul Ahad Ganai. Those killed also included Hurriyet leaders Mir Hafizulla, Tariq Ahmad Ganie, Mohammad Yousuf Nadeem and Hakim-ul-Rehman Sultani.
A journalist, Shujaat Bukhari was among those killed by unidentified attackers. Of the martyrs, 21 were killed in custody.
As a result of the atrocities, 34 women lost their spouses and 78 children were orphaned while 75 women were molested by the men in uniform. Indian forces destroyed 605 residential houses as the vision of 1302 people was affected by pellets fired by the troops on peaceful protesters.
The report said resistance leaders including Shabbir Ahmad Shah, Nayeem Ahmad Khan, Syeda Aasiya Andrabi, Altaf Ahmed Shah, Aiyaz Muhammad Akbar, Peer Saifullah, Raja Merajuddin Kalwal, Shahid-ul-Islam, Farooq Ahmad Dar and Syed Shahid Shah continued to remain in detention in Delhi’s Tihar jail in fake cases. Over five hundred people including Hurriyat leaders, Masarrat Aalam Butt, Ghulam Muhammad Khan Sopori, Mushtaq-ul-Islam, Maulana Barkati, Muhammad Yousuf Mir, Farooq Ahmad Tawheedi, Hakim Abdur Rasheed, Gulzar Ahmad Gulzar, Nisar Hussain Rather, Umar Adil Dar, Shakeel Ahmad Bakshi and Feroz Ahmad Khan remained in different jails of IOK and India under Public Safety Act.
Meanwhile, a complete shutdown was observed in Pulwama district on a third consecutive day today (Tuesday) to mourn the killing of four youth by Indian troops.

Culprits Involved in Issuing Fake COVID-19 Certificates Arrested at Bacha Khan Airport
The Federal Investigation Agency (FIA) has arrested six laboratory staff members at the Bacha Khan International Airport for their involvement in the issuance of fake COVID-19 vaccination reports to travelers.
An FIA team raided the testing lab at the Peshawar airport on Thursday and apprehended 6 employees, including the lab head. The team also confiscated fake reports from the airport lab.
A Federal Investigation Agency official told media that they had acted on an intelligence tip-off. According to him, the lab had issued a negative report to a COVID positive passenger named Sher Ghani, who used it to board a domestic flight.

Acting promptly, the agency offloaded the passenger and started investigating the suspects.
“Both negative and positive COVID-19 reports were recovered from the passenger,” the official added.
In a separate development, the FIA on Thursday arrested two hospital employees in Lahore for adding a fake COVID-19 vaccination entry in the name of former Prime Minister Nawaz Sharif.

A hospital guard, Abdul Hassan, and a ward attendant, Adil Rafique, have been named in the FIR that accuses that these two used the login details of vaccinator Naveed Altaf to make a fake entry using Nawaz Sharif’s CNIC on 22 September.
The FIA also registered the case after completing an inquiry into the matter on the directives of the Punjab government.

A BJP candidate, contesting the urban local body polls in Bandipora district of Jammu and Kashmir, was Monday injured during stonepelting by miscreants, officials said. Adil Ahmad Buhru, BJP candidate for ward 15 of Bandipora Municipal Committee, was injured when miscreants pelted stones at him at Dachigam while he was on way to cast his vote at a polling station, the officials said. Buhru was rushed to a nearby hospital, the official said, adding stone pelting was reported from several areas of Bandipora during the polling. BJP spokesman Altaf Thakhur condemned the attack on the party candidate, saying those who indulge in violence are scared of democracy.
