It is very essential to keep in mind that the Air Canada Pet Policy is subject to change and may differ depending on the location and the specific flight. Pets are not allowed in the cabin on some flights, particularly those that are international. In this movie, there’s a brief discussion of tranquilizing the pets before air travel (the family and the pets are going to Canada for a camping trip). 
This was made in the 90s. I checked and these days, that would go against the recommendations of the AVMA due to health risks. And United and American, at least, for examples, don’t want you to that. And the same goes for Air Canada, which I’m also using as an example. (The airline the family uses is just called Canadian.)
Though, this is all moot because Chance, because of his past trauma (he was in the pound before being adopted), escapes from the carrier and Shadow and Sassy follow him.
