Archivists on the Issues is a forum for archivists to discuss the issues we are facing today. Today’s post is by Burkely Hermann (me), Metadata Librarian for National Security Archive and current I&A Blog Coordinator. There are spoilers for each of the books, animated series, films, and other media he will be discussing. It was originally published on the Issues and Advocacy blog on Jan. 3, 2023. While bureaucracies are famously criticized in novels like Catch-22 and The Trial, they are a major part of other media, like the acclaimed animated series, Futurama. In the series, Hermes Conrad (voiced by Phil LaMarr), is a bureaucrat who works for the Central Bureaucracy, which manages legal, financial, and business matters in the city of New New York. In one episode, "Lethal Inspection", a physical file archive is shown, with Hermes taking a folder out of a file cabinet. It is later revealed that he was the inspector who approved a defective robot named Bender (voiced by John DiMaggio), after be burns the file.
Brad Houston, a Document Services Manager for the city of Milwaukee, said the physical file archive is really a records center because it has semi-active records. He described how the Milwaukee records center works, noting the importance of filling out transfer forms correctly, pointing out that records are organized by box with specific assigned numbers, and importance of records management training. As another archivist put it, information and records management is as much about understanding bureaucratic processes and human behavior as it is about the records and information.
While there are many other examples of fictional bureaucracies, [10] one specifically comes to mind: the Elven bureauacracy in the children's adventure and supernatural comedy-drama animated series, Hilda. An elf named Alfur (voiced by Rasmus Hardiker) is a series protagonist. Like the other elves in the series, they can only be seen if their tiny paperwork is signed and filled out. In the first episode, the protagonist, Hilda (voiced by Bella Ramsey), tries to come to peace with the elves, who see her as a menace because she stepped through their houses for years without realizing it. In the process, she goes through various Elven political officials who declare there is nothing that can be done and that the matter is out of their hands.
As the series continues, Alfur becomes a correspondent in the city of Trolberg, and files reports about his daily activities in the city, where Hilda is now living. Characters such as Frida (voiced by Ameerah Falzon-Ojo) and Deputy Gerda (voiced by Lucy Montgomery) are shown to care about paperwork as much as him, as does the witchy librarian named Kaisa (voiced by Kaisa Hammarlund). In other episodes, Alfur proudly tells a legendary Elf story about a fight over a real estate contract, he meets a society which doesn't use paperwork, and emphasizes the importance of reading the fine print. The series also features elf-mail, known as "email", which is sent from the countryside into the city with various couriers. Alfur later states that elves pride themselves on the accuracy of historical records and says he is impressed by how Hilda uses loopholes. In the next to last episode of the show's second season, Alfur convinces an elf sent as his replacement to write an eyewitness confirmation form, confirming that his reports from Trolberg, said to be "the most requested from the official archive", are accurate and true.
Hilda, emphasizes importance of accountability within hierarchies more than fictional bureaucracies shown in The Hitchhikers Guide to the Galaxy and Futurama. Alfur is graded on a performance management system and experiences some level of bureaucratic accountability. The latter is achieved, within institutions, through strategies, administrative rules, budget reviews, and performance management. It can also be accompanied by citizen accountability, which attempts to hold government administrators accountable through forums and laws, using communication technologies to directly access bureaucratic information, monitor government activities, and give feedback on delivery of public services. However, Futurama and Hilda make clear the value of records managers (and archivists) who have developed strategies and experience with relationship-building and negotiating bureaucratic politics.
Many archives, these days, are not "faceless" or "nameless" as those in fiction, nor do they encourage falsification of information to protect individuals. Instead, some likely came into existence during the Progressive Era to "lessen anxiety" about issues such as race. While some bureaucratic records, within archives, may be considered "cold", there have been efforts to humanize the files, especially those about human atrocities. Even so, some archivists remain impatient with "inanities" of bureaucracies they are part of. [11]
Bureaucracy remains part and parcel of archives. There have been efforts, in recent years, to reduce bureaucracies said to be "overlapping" and related claims that government by bureaucracy is dead or no longer necessary. Despite this, committing information to paper, then managing, or shuffling, that paper within a bureaucracy remains a "source of an essential power." After all, records have the power to legitimize bureaucracy, while promoting political hegemony and constructing social memory. In fact, in the 1985 film, Brazil, a controlling bureaucracy rules people's lives and crushes spirits. [12] The film's protagonist, Sam Lowry, has been described by some as an archivist who has "dreamlike moments" and sees himself as a winged superhero. He tries to tamper with data in order to save the woman he loves before his vision is shown to be an illusion.
While there won't be any "bureaucratic cock-ups" or Vogan Constructor Fleets demolishing Earth to make way for a hyperspace expressway, [13] sophisticated and complex bureaucracy will remain an integral part of archives, whether we like it or not.

Very rough regional divisions in the United States. I've been doing a lot of Domestic Travel since the COVID-19 pandemic has largely abated....it's still out there, to be sure, but I'm fully vaccinated & boosted and wear a mask in large gatherings. I didn't used to care about Domestic Travel and always pined for European travel like I did in my 20s but the airfare was just so godawful expensive. Vienna, Austria remains a pipe dream. But Domestic Airfare, I found, was a lot more reasonable. When Biden first took office, it felt like Happy Days Were Here Again and I celebrated by attending Otakon 2021 in Washington DC, then later Anime NYC in November of 2021. Washington DC is one of my favorite vacation destinations and I've been multiple times now. But I'd NEVER been to New York City in my life and finally decided to just freaking GO already. People in the South complain that New Yorkers (NYC residents they mean, mostly) are "rude"; I did not find that to be the case. New Yorkers are stressed and busy and get annoyed if you waste their time, but they're generally alright people and can be quite funny. I fell in love with the 20-something girl who ran the pizza joint I stopped at for lunch a few blocks north of the Ferry Terminal on Staten Island. I loved her genuine New York accent & sass. She was a brunette with piercings, probably a college student. I had my first New York pizza at her establishment and it was incredible. I learned the secret to New York pizza is in the expertise put into making the crust. It was SO flavorful and made you take notice of it! No pizza I've had since has ever measured up. In 2022 I went to Seattle, Washington for the first time, for SakuraCon. I loved the PNW! Got to visit with some old friends from Houston who moved to Seattle and the con was great too. I enjoyed exploring Pike Place Market and riding the Monorail to the Seattle Space Needle park. A few months later in 2022 I went to Anime Boston...my first ever trip to Boston, MA ever. The convention was a blast but I also took in a lot of sight seeing in and around Boston. The highlight of my trip was visiting the USS Constitution, the oldest ship still in active service with the US Navy. It felt so amazing riding the water shuttle back across Massachusetts Bay...cooling breeze, beautiful sunny Spring Day...SO relaxing...Glad to finally see this great American city, having already visited New York (2021) and Chicago back in 2006. At the tail end of 2022, I ventured out to Portland, Oregon for Kumoricon for the first time. I loved it so much I came back in 2023, the very next year. And like in 2022, I had lunch at PDX before hopping on the Red Line MAX train downtown....at the same place with the same bartender. I told her there's no way she would remember me, but that she had been my bartender exactly one year ago for this same convention. She was amused by this and said "welcome back!". I loved Portland at this time of year in late fall....the leaves are so beautiful. The weather is cool but not cold. And Kumoricon is like the Platonic Ideal of an anime convention for me....not too small but not too big either.....just right in terms of size. In 2023 I got really adventurous and decided it had been far too long since I last visited Canada (for my honeymoon in 2003--in Montreal, Quebec). So I flew myself up to Calgary, Canada for Otafest. I had known Calgary as the site of the Winter Olympics in my youth. I really enjoyed Calgary very much and was delighted how diverse it actually is, much more than I was expecting. It's a beautiful city and I would love to go back someday. Or live there, if I could ever get used to Canadian winters, hehe.

Defendant in Animal Cruelty Case to Appear in Court Monday

Terri, like many other dog owners, thought she was doing the right thing. Her 11-month-old Pomsky puppy was getting overwhelmed in the company of Terri’s other dogs. She decided to return Scooby to the care of his breeders, Lisa and Israel Moyet, in Hollywood, Florida. With the rising temperatures and increased delays, Terri did not like the idea of Scooby flying. She concluded that her only other option was a dog transportation service.
Terri (who asked to only be referred to by her first name) chose CitizenShipper, an online company that connects shippers with couriers and provides animal transportation services. The shipping service quickly matched her up with a courier, who according to the company, was a man from the Bronx named Isaiah Gonzalez.
However, when Scooby was picked up from Terri’s residence on June 20, a woman showed up on her doorstep.
The woman said her name was T.J. Terri welcomed her in, giving her food and drink, and allowing her other dogs — three mastiffs and one French bulldog — to meet their guest.
“She was very friendly, well-spoken, she did nothing that would raise my spidey-senses,” Terri said. “The only thing that I thought was weird was her U-Haul.”
According to Terri, the U-Haul smelled like urine. TJ told Terri she usually stayed in the U-Haul with the dogs during overnight stops in transit.
TJ stayed in contact with Terri throughout the early stages of transportation, even sending photo updates of Scooby. Then on the morning of June 22, Scooby’s estimated arrival, all communication came to a halt.
Terri attempted to contact who TJ had said was her dispatch for the business, a woman named Taylor. There was no response from TJ or Taylor. After several Facebook searches, Terri realized what was happening.
TJ’s real name was Tiara Alsaid, there were several Facebook posts discussing her services. Customers of her services claimed that Alsaid either failed to deliver the dogs or delivered them in seriously neglected conditions.
Alsaid was arrested in The Woodlands on August 30 by Montgomery County sheriff deputies on charges of animal cruelty and theft.
This morning, Alsaid, who has remained in Montgomery County Jail, is slated to appear for her hearing to obtain counsel.
“When you read their [CitizenShipper] ad, it says they do background checks and all that, so that is what I thought I was paying them for,” Terri said.
The Houston Press contacted CitizenShipper concerning the switch between couriers but hasn’t received a response. Update: A representative of CitizenShipper issued this statement Monday afternoon in response to the Houston Press inquiry:
“We want to clarify that Tiara was not transferred to be the courier. She was banned from CitizenShipper in 2019, and the driver who was selected for the transport assigned it to Tiara without the customer’s permission and in direct violation of our Terms of Use. As soon as we learned about the violation, we also banned this account. Our priority is the safety and security of our customers and their beloved pets; we take breaches like this very seriously and will always do everything in our power to protect our customers.
“We operate as a two-way marketplace, facilitating the connection between shipping customers and drivers. Drivers are independent contractors and never employees of CitizenShipper. We offer shipping customers powerful resources — such as driver background checks, driver profiles and reviews from past customers — so they can gain insight when selecting their transporter, but we’re never involved in the actual shipment. We also provide our shipping customers with Pet Protection Coverage — an industry first — and in the last year, we’ve helped facilitate over 30,000 successful transports throughout the country.”

Terri paid $116 to CitizenShipper for these security services. She was supposed to pay Alsaid $450 in total for the transportation services but paid her only $154.50 up front. Terri had told Alsaid she would provide the rest after Scooby’s safe arrival.
Terri was finally contacted around 2 a.m. on June 23, by Lisa Moyet, one of the breeders who was taking Scooby. He was dropped off to his destination, dead and already decomposing in his crate.

“Immediately, the breeders where he was dropped off called me,” Terri said. “They told me Scooby was dead and I told them to call the police.”
Terri called everyone she knew. She contacted CitizenShippers, the Broward County police department in Florida and the Houston Police Department.

According to Sgt. Jason Smith of Montgomery County Constables Office Precinct 2, sheriff’s deputies ran the plates of Alsaid’s U-Haul and pulled her over once they confirmed the vehicle was listed as stolen.
The deputies performed a routine stolen vehicle inspection, finding four dogs in the back of the U-Haul covered in feces, urine, and without food or water.
“Our primary focus was making sure we got the dogs cared for, then trying to identify who the dogs belonged to,” Smith said.
According to Terri, Smith contacted her in the days following Alsaid’s arrest. He had found a bottle of Scooby’s pills with her name on it. Terri agreed to help in the investigation.
The Montgomery Police Department found multiple notified complaints to the Houston Police Department concerning Alsaid’s dog transportation services. They also uncovered outstanding drug warrants in Brazos County.
“Our agency had no knowledge of her until she was arrested,” Smith said. “The investigation that we are looking at now are any other cases that she has done this type of behavior.”
Smith has been in active contact with CitizenShipper and several of the customers of Alsaid’s transportation services. He has also forwarded the information to the IRS Criminal Investigations Division, as Alsaid funded the business through a $20,787 PPP loan granted to her by Cross River Bank in February 2021.
Cross River Bank did not respond when asked to comment on the contents or application process of acceptance of the loan.
The night of the arrest, Alsaid was accompanied by Houston resident Anthony Johnson. Johnson was arrested with Alsaid for possession of marijuana. According to Smith, the department is looking into the level of involvement he had with Alsaid’s business. Despite other media reports, it has not been confirmed that Johnson is an employee of Alsaid’s.
“We don’t know exactly what his official relationship with her is yet,” Smith said. “I expect it will probably take several months before we get completed with this case.”
Investigators have identified three of the dogs’ owners. The county has the last dog because officials have been unable to determine the owner. If the fourth dog is not relocated, it will go to Montgomery County Animal Shelter in hopes that it will be matched with an adoptive family.
Others affected by Alsaid’s services are still asking questions. Dyaisha Jordan, a resident of Palmetto, Florida is still missing her Belgian Malinois-German Shepherd, Blackie. Upon finding all the information concerning Alsaid’s activities, she has contacted the shelter multiple times. Blackie has not been registered through the shelter’s relocation services.
“It is just a question that we have no closure for,” Jordan said. “We are hopeful he will be turned into the shelter, but we still don’t have a clue as to whether he is even dead or alive.”
