MANILA – Department of Science and Technology (DOST) Undersecretary Rowena Cristina Guevara on Wednesday said research and development (R&D) has been a strong solution provider in the fight against the coronavirus disease 2019 (Covid-19) pandemic.
"We needed research to understand the virus, and later on to develop diagnostic kits, treatments, and vaccines. Our researchers and scientists developed technologies that track the virus in a more accurate and faster manner," she said during the virtual annual scientific conference of the National Research Council of the Philippines (NRCP).
Covid-19, she said, disrupted the systemic ways of societal institutions.
She said the Philippine government has redirected science and research as a response to the people's needs during the pandemic, citing three of the DOST-supported projects that were repurposed to be of use for Covid-19.
One project is the locally-developed reverse transmission-polymerase chain reaction (RT-PCR) detection kit, GenAmplify. This offers a real-time detection of Covid-19 using a one-step multiplex PCR platform, she said.
Guevara added that GenAmplify has an advantage against foreign counterparts, as it was packaged completely with an RNA extraction device and viral transport medium.
Another one is the Feasibility Analysis of Syndromic Surveillance using Spatio-Temporal Epidemiological Modeler (FASSSTER) study for early detection of diseases. FASSSTER app was developed for visualizing the spread of diseases, using data from the Philippine Integrated Disease Surveillance and Response (PIDSR) system, Electronic Medical Records, and SMS-based reports of primary care facilities.
This app might be able to predict how long this Covid-19 problem will last.
Third example, she added, was the RxBox, a biomedical device that measure temperature, blood pressure, heart rate, oxygen saturation, uterine contractions, and electrocardiogram readings of Covid-19 patients.
The device protects both the patients and health workers since it minimizes contacts between them.
These three projects were used for different purposes prior to the Covid-19 pandemic, Guevara reiterated.
"We also need to take part, channel our resources, and join the efforts of the government, the academe, industry and civil society in the fight against Covid-19,” she said. “We should not only think about short-term solutions to address the pandemic. We need to accelerate competitiveness; invest on economic activities of MSMEs (micro, small medium enterprises), strengthen our healthcare system, and most importantly, invest in R&D."
The conference carried the theme, “Pagbangon at Pananaig: National Recovery and Rebuilding”, in support to the global initiative as countries take steps to respond and rebuild from the Covid-19 pandemic. (PNA)

Ninety-one years ago, the Ninth Philippine Legislature Act No. 4120 (December 8, 1933) laid the foundation for the "National Research Council of the Philippine Islands" to advance research in various fields. This initiative was further strengthened by Republic Act No. 2067 (June 13, 1958), also known as the Science Act of 1958, which established the National Science Development Board (NSDB) and designated the NRCP as the official scientific adviser to the Government of the Philippines.
The evolution of the NRCP continued with the reorganization under Executive Order No. 784 (March 17, 1982), which transformed the National Science Development Board into the National Science and Technology Authority (NSTA) and solidified the NRCP's role in advising on scientific policies and programs. Subsequent changes under Executive Order No. 128 (January 30, 1987) and Republic Act No. 6974 (December 8, 1990) led to the renaming of the agency to the Philippine National Science Society (PNSS) and eventually back to the National Research Council of the Philippines.
With a membership exceeding 6000 individuals, the DOST-NRCP is dedicated to promoting and supporting fundamental research, advising on national issues, cultivating a culture of research across society, and building partnerships with local and international research organizations for collaboration and knowledge sharing.
The DOST- NRCP Divisions are: I Governmental, Educational, and International Policies; II Mathematical Sciences; III Medical Sciences; IV Pharmaceutical Sciences; V Biological Sciences; VI Agriculture and Forestry; VII Engineering and Industrial Research; VIII Social Sciences, IX Physics; X Chemical Sciences; XI Humanities; XII Earth and Space Sciences; and XIII Veterinary Medicine. These divisions reflect the agency's commitment to advancing research and innovation across various disciplines. Each division plays a crucial role in contributing to the country's overall research landscape and driving progress in knowledge and discovery.

Before our respective presentations at the Department of Science and Technology-National Research Council of the Philippines (DOST-NRCP) Legislative Capacity for Research in Evidence-Informed Policymaking (C-REIP) event on 23-25 May 2024, at the Conference Hall, Athletics Stadium, New Clark City Sports Complex—With Dr. Maria Lourdes G. Rebullida (”Case Analysis: Research Evidence in Legislation”) and Dr. Amaryllis T. Torres (”Using Research Approaches to Inform Policy: Disciplinal, Inter-Disciplinary, Multi-Disciplinary, Transdisciplinary Approach, Cross-Disciplinary”). As DOST-NRCP Governing Board Member-at-Large and Regular Member of its Humanities Division, I discussed “Unlocking The Power of Research for Informed Policymaking in the Arts and Humanities.”
Dr. Rebullida and Dr. Torres are Regular Members of DOST-NRCP’s Social Science Division. Dr. Rebullida is a retired UP professor of political science and a distinguished member of the Academic Council of the Development Academy of the Philippines (DAP). She received research fellowships at UCLA, the University of Hawai’i and the University of Michigan. In UP Diliman, she served as Department of Political Science Chair, College of Social Sciences and Philosophy(CSSP) Associate Dean, and Deputy Director of the Center for Integrative and Development Studies (CIDS).
Dr. Torres is a UP College of Social Work and Community Development (CSWCD) Professor Emerita and former Dean. She was a National Academy of Science and Technology (NAST) Outstanding Young Scientist (OYS) and later, UP Diliman Vice Chancellor for Academic Affairs, Commissioner of the National Commission on the Role of Filipino Women (NCRFW), Executive Director of the Philippine Social Science Council (PSSC), Chairperson of the UNESCO National Commission of the Philippines, and President of the Psychological Association of the Philippines (PAP).
Representatives from the Senate, the House of Representatives, and the Mindanao Development Authority attended our presentations. Hopefully, our discussions enhanced the advisory capacity of the DOST-NRCP in assisting the government, particularly the legislature, in making evidence-informed policy decisions.

After my presentation (”Unlocking The Power of Research for Informed Policymaking in the Arts and Humanities”) at the Department of Science and Technology-National Research Council of the Philippines (DOST-NRCP) Legislative Capacity for Research in Evidence-Informed Policymaking (C-REIP) event on 24 May 2024, at the Athletes Village, New Clark City Sports Complex in Capas, Tarlac. I hope to have touched on the crucial role of the Arts and Humanities in fostering effective linkages between government, educational institutions, and various sectors to ensure the optimal utilization of resources and the dissemination of research outcomes.
Representatives from the Senate, the House of Representatives, and the Mindanao Development Authority attended my presentation. The primary objective of this project is to enhance the advisory capacity of the DOST-NRCP in assisting the government, particularly the legislature, in making evidence-informed policy decisions.
