A Triple Whammy of Crises Tests Trump’s Support Ahead of November’s Election
Battered by crisis after crisis, President Donald Trump appears to be in political peril as never before.
Since taking office in 2017, Trump has weathered storm after storm, always emerging with a fighting chance at being re-elected. After he survived an impeachment trial that saw him acquitted by the Republican-led Senate on Feb. 5, things looked up.
Now Trump’s Teflon shield is being put to an acid test as he faces a triple whammy – the biggest public health crisis in a century, the worst economic downturn in generations and the largest civil unrest since the 1960s.
This week, Trump’s calls for a crackdown on nationwide protests over police brutality have drawn rebukes from civil rights advocates, religious leaders, opposition Democrats and some fellow Republicans.
Even former Republican president George W Bush felt the need to issue a statement that the protesters be heard.
Perhaps of more concern to Trump and his re-election campaign, however, is that almost every opinion poll points to clear signs of erosion of his electoral support since the novel coronavirus pandemic, which has taken almost 109,000 American lives since February and led to 40 million jobless claims.
At the same time, his Democratic opponent in the Nov. 3 election, Joe Biden, has re-emerged in public from a coronavirus lockdown, with a message of unity and civic healing that stands in marked contrast to Trump’s talk of “thugs” and “lowlifes” and “law and order.”
So far, Trump’s aggressive tone does not seem to be matching the moment. An opinion poll by Reuters/Ipsos this week showed that a bipartisan majority of Americans, including twice as many independents, sympathize with protesters and disapprove of Trump’s bellicose response.
REFRAME DEBATE
Republicans say he has time to turn things around, particularly if the economy begins to rebound. And, they note, if the protests persist and become unruly, voters may become more responsive to Trump’s hardline approach.
“As awful as this is, it does allow Trump the opportunity to reframe the debate the way he wants it to be – law and order versus chaos,” said Doug Heye, a former Republican National Committee official and frequent Trump critic. “That is part of the conversation that he wants.”
A source close to the Trump campaign said the protests have taken attention away from the government’s often-criticized handling of the pandemic. And Trump could ultimately benefit if states continue to re-open their economies and job numbers improve in the fall, said the source, who asked for anonymity to speak candidly.
Right now, though, the numbers are against him.
More than 55% of Americans said they disapproved of Trump’s handling of the protests, including 40% who “strongly” disapproved, while just one-third said they approved – lower than his overall job approval of 39%, the poll showed.
A separate Reuters poll this week showed Biden’s lead over Trump among registered voters expanded to 10 percentage points – the biggest margin since the former vice president became his party’s presumptive nominee in early April.
This week, for the first time since Biden became the likely nominee, betting markets favored him to beat Trump in November. Both Smarkets, based in the U.K. and PredictIT, based in New Zealand, had previously said the odds were with Trump.
With five months to go until the election, there’s plenty of time for those odds to change.
Tim Murtaugh, spokesman for the Trump campaign, said the campaign’s internal data shows the president is “running strong” with Biden in battleground states. “Everyone knows public polling is notoriously wrong about President Trump,” he said.
LOSING GROUND
An analysis of Reuters/Ipsos polling since March shows that Trump’s approval, which has remained remarkably consistent over more than three years, has slipped among some demographic groups of voters who will be crucial in deciding the election.
An increasing number of Americans who make more than $100,000 a year, those between the ages of 35 and 54 years old and white women with college degrees said they were considering Biden.
Trump’s approval among those earning six-figure salaries dropped 15 percentage points between March and May while Biden’s lead with that group expanded by 9 points.
College-educated white women, meanwhile, support Biden over Trump by a 23-point margin, up from 19 points in March. Hillary Clinton, the Democratic presidential nominee in 2016, won this group by seven points. They helped power Democrats to large gains in 2018’s congressional elections.
Biden’s 10-point lead in the head-to-head poll matched two other national polls by Monmouth University and The Washington Post and ABC News. At this point in 2016, Clinton led Trump generally by less than five points.
Trump’s upset victory then still gives his supporters hope he can do it again.
“I still think he gets re-elected,” said Craig Robinson, a former political director of the Iowa Republican Party. “And I know what all the polls say.”
Robinson pointed to the U.S. stock market being up almost 40% since the coronavirus lockdowns in March as an indicator that “things are not as bad as we thought.”
David Wasserman, an elections analyst with The Cook Report, noted that Trump’s campaign has not been able to fully unleash its attacks on Biden and his record while dealing with the pandemic and protests. That could change this summer.
In addition, because of the makeup of the Electoral College, which dictates the outcome of the election and currently gives Republicans a structural advantage, Wasserman said Biden could be up by as much as 5% in national polls in November and still lose to Trump.
“This lead is not safe,” Wasserman said.

U.S. House Republican Says It Would Be Illegal To Release Full Mueller report
“Attorney General Barr is following his word in publicly releasing the special counsel’s report to the maximum extent permitted by law and department policy,” Collins said in a statement on Twitter.“(Nadler) stands alone in setting arbitrary deadlines for that release and in calling the attorney general to break the law by releasing the report without redactions,” he added.Collins was referring to a statement issued earlier by Nadler in which the panel chairman reiterated a Democratic demand that Barr provide Congress with an unredacted version of the report and underlying evidence by April 2.WASHINGTON (Reuters) - The top Republican on the U.S. House Judiciary Committee said on Friday that Attorney General William Barr would “break the law” if he released Special Counsel Robert Mueller’s Russia report without redactions, as Democrats are demanding.
The lawmaker, Representative Doug Collins, also criticized the panel’s Democratic chairman Jerrold Nadler for not accepting Barr’s offer to testify in early May, but said he looked forward reviewing the Mueller report’s classified material with Nadler.
Barr plans to make public a redacted copy of Mueller’s nearly 400-page investigative report into Russian interference in the 2016 election by mid-April, “if not sooner,” he said in a letter to lawmakers on Friday.
Nadler had also said he would take Barr’s offer to testify on May 1 and May 2 to Senate and House committees under advisement but wants Barr to testify immediately.
“I also welcome the attorney general’s testimony before the committee on May 2,” Collins said.

Canadian populist Doug Ford sworn in as Ontario province premier
TORONTO (Reuters) – Populist leader Doug Ford was sworn in as Ontario’s new premier on Friday, ending 15 years of Liberal rule in Canada’s most populous province, and he promised to drop a program aimed at reducing greenhouse gas emissions.

Ford and his Progressive Conservative party swept to power in Ontario’s parliamentary elections earlier this month with a vow to cut personal and corporate taxes. Ford, 53, is the brother of the late mayor of Toronto Rob Ford, who made headlines in 2013 when he admitted to smoking crack cocaine.
During his campaign Ford said he wanted to scrap Ontario’s cap-and-trade system designed to reduce greenhouse gas emissions, and repeated the promise at Friday’s ceremony, a policy that is at odds with the Liberal party federal government. SAN FRANCISCO (Reuters) – Uber has shut down its self-driving car operation in Arizona two months after a fatal crash involving one of its vehicles, the company said on Wednesday.
Uber Technologies Inc [UBER.UL] is not shuttering its entire autonomous vehicle program and will focus on limited testing in Pittsburgh, Pennsylvania, and two cities in California, a spokeswoman said.
The ride-hailing company aims to resume self-driving operations this summer, likely with smaller routes and fewer cars, she said.
“We’re committed to self-driving technology, and we look forward to returning to public roads in the near future,” the spokeswoman said.
Arizona’s wide, flat roads, good weather and corporation-friendly regulations are considered ideal to test autonomous vehicles. Uber now faces the challenge of testing in congested, urban cities with rain, fog, snow and ice.
It must also repair its relationship with regulators in California, where it lacks a testing permit, and in Pittsburgh.
Uber has said it considers self-driving technology important to the future of its ride services, although it is not clear how it fits into the plans of new Chief Executive Dara Khosrowshahi. He has revamped the company structure and cut certain expenses as Uber prepares for an initial public offering next year.
Uber suspended its program in Arizona and elsewhere immediately after one of its SUVs operating in autonomous mode hit and killed a woman crossing the street on a March night in Tempe, marking the first fatality involving a self-driving vehicle.
Arizona Governor Doug Ducey suspended Uber’s self-driving testing – a little more than a year after giving the company a warm reception and poking fun at California’s stricter regulations.
“The governor’s focus has always been on what’s best for Arizonans and for public safety, not for any one company,” Daniel Scarpinato, a spokesman for Ducey, said on Wednesday.

Elaine Herzberg, 49, was walking her bicycle outside the crosswalk on a four-lane road when she was struck by the Uber vehicle traveling at about 40 miles (64 km) per hour. A safety operator behind the wheel appeared to be looking down, and not at the road, moments before the crash, according to video from inside the car released by police.
The crash is under investigation by the National Transportation Safety Board. Uber will wait until the agency issues its preliminary report on the crash, expected within the next couple of weeks, before it puts its self-driving cars back on the road. The company is also undergoing a review of its autonomous car program and has hired former NTSB Chair Christopher Hart to advise on safety.
Uber’s self-driving Volvo SUVs in Arizona will be moved to other cities and employees will be offered assistance in finding another job, the company spokeswoman said.
Pittsburgh was Uber’s first city for autonomous car testing, starting in 2016. However, Pittsburgh Mayor William Peduto said in a statement Wednesday that Uber had not told him its plans to resume testing.
“I made it clear to Uber officials after the Arizona crash that a full federal investigation had to be completed, with strong rules for keeping streets safe, before I would agree with the company to begin testing on Pittsburgh streets again,” Peduto said.
The Uber spokeswoman said the company was in discussions with California regulators, the governor and city officials to operate in San Francisco and Sacramento, although it does not have a timeline.
“Sacramento stands as a willing partner,” said Louis Stewart, the city’s chief innovation officer.
Sacramento has held conversations with many autonomous vehicle developers, and is not deterred by Uber’s crash in Arizona. The city wants to work with Uber to make sure its technology is safe, but sees no need “to jump right in and regulate even more how these cars operate,” Stewart said.

Uber briefly had an autonomous car program in California in late 2016, but the state Department of Motor Vehicles shut it down after about a week because Uber had failed to obtain the necessary permits. The company had argued that state laws did not apply to its self-driving program, but its defiance was met with threats of legal action from the DMV and the state attorney general. Uber moved its cars to Arizona.

Trump Renews Partisan Pandemic Commentary as Texas Moves to Further Ease Shutdown
President Donald Trump on Tuesday accused Democrats of hoping his coronavirus response fails “so they can win the election,” as the Republican governor of Texas moved to further relax business shutdowns aimed at quelling the pandemic.
Trump’s latest partisan commentary on the public health crisis and resulting economic meltdown engulfing his presidency came hours before he visited a face-mask factory in Arizona, where he defied infection-control guidelines by not wearing a mask himself.
At the plant, Trump said he planned to wind down the White House coronavirus task force led by Vice President Mike Pence as the country shifts into a new phase focusing on the aftermath of the outbreak.
“We can’t keep our country closed for the next five years,” Trump said, when asked why it was time to wind down the task force.
He said two leading medical experts who have played prominent roles on the task force – Dr. Anthony Fauci and Dr. Deborah Birx – would stay on as advisers after the group was dismantled.
Fauci, the National Institute of Allergy and Infectious Disease director who has at times openly contradicted Trump’s assertions about the pandemic, has become a lightning rod of scorn from the president’s supporters on the far right.
Before departing the White House, Trump was asked by a reporter why he would allow Fauci to testify next week before a committee of the Republican-controlled U.S. Senate but not the Democratic-majority House of Representatives.
“Because the House is a setup. The House is a bunch of Trump haters,” the Republican president answered. “They, frankly, want our situation to be unsuccessful, which means death, which means death, and our situation is going to be very successful.”
Trump, who had staked his November re-election bid on a robust U.S. economy before the pandemic struck, said Democrats “want us to fail so they can win an election, which they’re not going to win.” He offered no evidence to support his assertions.
Despite Trump’s efforts to steer Fauci away from what the president sees as hostile territory on Capitol Hill, a House panel will likely be the next battleground in a separate controversy over the recent ouster of the physician who led a U.S. biomedical agency.
Dr. Rick Bright filed a whistleblower complaint on Tuesday accusing the Trump administration of removing him in retaliation for concerns he tried to raise about the coronavirus threat in January. A spokeswoman for Bright said he would testify before a House panel on May 14.
PANDEMIC RESPONSE POLITICIZED
Debate over how and when to ease restrictions on commerce and social life have grown increasingly politicized, with Trump and his supporters agitating to loosen social-distancing measures more swiftly than medical experts deem prudent.
Democratic governors of states hardest hit by the outbreak have taken a more cautious stance, abiding by public health officials – and guidelines from the White House itself – warning that vastly expanded coronavirus testing and other safeguards be put in place first.
But dozens of U.S. states, many led by Republicans in the South, Midwest and mountain West, have begun in recent weeks ease stay-at-home orders that have paralyzed their economies.
Texas, one of the largest, allowed restaurants, retail stores and shopping malls to resume business on a limited basis last Friday. On Tuesday Governor Greg Abbott, a Republican, announced he was expanding that partial reopening to hair salons, barber shops and nail parlors this Friday, to be followed by fitness clubs and office buildings on May 18, subject to occupancy restrictions and workplace social-distancing.
He also recommended individuals 65 and over, as well as people with chronic health conditions, largely remain at home.
Widespread relaxation of social-distancing measures was a key factor cited by an influential coronavirus mortality model on Monday in predicting nearly 135,000 Americans would die from COVID-19 by early August, almost double previous projections.
The research model from the University of Washington’s Institute for Health Metrics and Evaluation has become a closely watched data point often cited by the White House and public health authorities in gauging the coronavirus crisis.
The highly contagious virus, which emerged in China late last year before spreading around the globe, already is known to have infected more than 1.2 million people in the United States. At least 70,000 Americans have died from COVID-19, according to a Reuters tally.
In Arizona, marking his first trip in weeks beyond the greater Washington area, Trump visited a Honeywell International Inc <HON.N> aerospace facility in Phoenix that is making protective N95 face masks for healthcare workers.
But the president, who has consistently declined to wear a mask in public despite White House guidelines urging people to do so, showed up at the facility without any face covering. Most of the workers were wearing masks.
Arizona, a battleground state that could decide the election outcome, has also joined the ranks of partial economic reopenings, after protesters rallied in the capital Phoenix demanding Republican Governor Doug Ducey loosen restrictions.

WASHINGTON (Reuters) – Tesla Inc (TSLA.O) chief Elon Musk told employees on Monday the company was undergoing a “thorough reorganization” as it contends with production problems, senior staff departures and recent crashes involving its electric cars.
In his email to staff, Musk said Tesla was “flattening the management structure to improve communication,” combining functions and trimming activities “not vital to the success of our mission” in the reorganization.
The company confirmed the contents of the email, which was first reported on by the Wall Street Journal.
Tesla is at a critical juncture as it tries to fix an inauspicious launch of the Model 3 sedan, a mid-market car crucial to its success and future profitability that has been plagued by early production problems.
Tesla shares fell 3 percent to close at $291.97 on Monday.
Amid the manufacturing problems, senior Tesla executives have departed or cut back work. Waymo, Alphabet Inc’s (GOOGL.O) self-driving unit, said on Sunday that Matthew Schwall had joined from Tesla, where he was its main technical contact with U.S. safety investigators.
Last week, Tesla said Doug Field, senior vice president of engineering, was taking time off to recharge.
The company is developing multiple new vehicles, including a semi truck, and has registered a new car firm in Shanghai in a likely step toward production in China.
On a May 2 earnings call, Musk said Tesla would conduct “a reorganization restructuring” this month, without providing more details.
He added that he would reduce the number of third-party contracting companies engaged by Tesla, equating them with “barnacles” needing to be scrubbed off.
Tesla will still rapidly hire people to fill critical positions “to support the Model 3 production ramp and future product development,” Musk said in Monday’s email.
Tesla faces a slew of other issues, from increased skepticism over its finances to safety probes by regulators.
Investors gave a rare rebuke to Musk after he cut off financial analysts on the earnings call, sending shares down 5 percent despite promises that Model 3 production was on track.

The company changed the terms of its borrowing agreement with banks to allow it to pledge its Fremont, California, auto plant as collateral.
A U.S. traffic safety regulator on May 2 contradicted Tesla’s claim that the agency had found that its Autopilot technology significantly reduced crashes.
Autopilot, a form of advanced cruise control, handles some driving tasks and warns those behind the wheel they are always responsible for the vehicle’s safe operation, Tesla has said.
In a Twitter post on Monday, Musk denied a Wall Street Journal report that Tesla had rejected a system that would have tracked driver eye movement when using Autopilot for cost reasons.
“This is false,” Musk wrote. “Eyetracking rejected for being ineffective, not for cost. WSJ fails to mention that Tesla is safest car on road, which would make article ridiculous. Approx 4X better than avg,” Musk said. He said Tesla’s record of a fatality every 320 million miles compared with last year’s national average of 86 million miles, per safety regulators.
Tesla’s record of miles driven could not be confirmed by Reuters.
In another Twitter message on Monday, Musk said the “probability of fatality is much lower in a Tesla,” saying Tesla would begin reporting safety numbers beginning in the second quarter.
On Monday, firefighters in Switzerland said a fatal accident involving a Tesla may have set off a fire in the car’s battery. [L5N1SL7R8] It was the latest accident involving a Tesla.
A Tesla Model S sedan was traveling at 60 miles (97 km) per hour when it smashed into a fire truck stopped at a red light about 20 miles south of Salt Lake City, Utah, on Friday night, according to police. [L3N1SL52C]
Police said on Monday that the driver, who suffered a broken ankle, said she had been using Autopilot before the crash.
The National Transportation Safety Board said it was not investigating the Utah crash.
Tesla said it had not yet received car data and did not yet know the facts, including whether Autopilot was engaged.
The NTSB said last week it was investigating a Tesla accident in Fort Lauderdale, Florida, on May 8 that killed two teenagers and injured another – the agency’s fourth active probe into crashes of the company’s electric vehicles.

SAN FRANCISCO (Reuters) – Uber has shut down its self-driving car operation in Arizona two months after a fatal crash involving one of its vehicles, the company said on Wednesday.
Uber Technologies Inc [UBER.UL] is not shuttering its entire autonomous vehicle program and will focus on limited testing in Pittsburgh, Pennsylvania, and two cities in California, a spokeswoman said.
The ride-hailing company aims to resume self-driving operations this summer, likely with smaller routes and fewer cars, she said.
“We’re committed to self-driving technology, and we look forward to returning to public roads in the near future,” the spokeswoman said.
Arizona’s wide, flat roads, good weather and corporation-friendly regulations are considered ideal to test autonomous vehicles. Uber now faces the challenge of testing in congested, urban cities with rain, fog, snow and ice.
It must also repair its relationship with regulators in California, where it lacks a testing permit, and in Pittsburgh.
Uber has said it considers self-driving technology important to the future of its ride services, although it is not clear how it fits into the plans of new Chief Executive Dara Khosrowshahi. He has revamped the company structure and cut certain expenses as Uber prepares for an initial public offering next year.
Uber suspended its program in Arizona and elsewhere immediately after one of its SUVs operating in autonomous mode hit and killed a woman crossing the street on a March night in Tempe, marking the first fatality involving a self-driving vehicle.
Arizona Governor Doug Ducey suspended Uber’s self-driving testing – a little more than a year after giving the company a warm reception and poking fun at California’s stricter regulations.
“The governor’s focus has always been on what’s best for Arizonans and for public safety, not for any one company,” Daniel Scarpinato, a spokesman for Ducey, said on Wednesday.

Elaine Herzberg, 49, was walking her bicycle outside the crosswalk on a four-lane road when she was struck by the Uber vehicle traveling at about 40 miles (64 km) per hour. A safety operator behind the wheel appeared to be looking down, and not at the road, moments before the crash, according to video from inside the car released by police.
The crash is under investigation by the National Transportation Safety Board. Uber will wait until the agency issues its preliminary report on the crash, expected within the next couple of weeks, before it puts its self-driving cars back on the road. The company is also undergoing a review of its autonomous car program and has hired former NTSB Chair Christopher Hart to advise on safety.
Uber’s self-driving Volvo SUVs in Arizona will be moved to other cities and employees will be offered assistance in finding another job, the company spokeswoman said.
Pittsburgh was Uber’s first city for autonomous car testing, starting in 2016. However, Pittsburgh Mayor William Peduto said in a statement Wednesday that Uber had not told him its plans to resume testing.
“I made it clear to Uber officials after the Arizona crash that a full federal investigation had to be completed, with strong rules for keeping streets safe, before I would agree with the company to begin testing on Pittsburgh streets again,” Peduto said.
The Uber spokeswoman said the company was in discussions with California regulators, the governor and city officials to operate in San Francisco and Sacramento, although it does not have a timeline.
“Sacramento stands as a willing partner,” said Louis Stewart, the city’s chief innovation officer.
Sacramento has held conversations with many autonomous vehicle developers, and is not deterred by Uber’s crash in Arizona. The city wants to work with Uber to make sure its technology is safe, but sees no need “to jump right in and regulate even more how these cars operate,” Stewart said.

Uber briefly had an autonomous car program in California in late 2016, but the state Department of Motor Vehicles shut it down after about a week because Uber had failed to obtain the necessary permits. The company had argued that state laws did not apply to its self-driving program, but its defiance was met with threats of legal action from the DMV and the state attorney general. Uber moved its cars to Arizona.
