How Will a No Deal Brexit Affect Driver CPCs?
As of the time of writing, there remains the possibility of a ‘no deal’ Brexit when the U.K. leaves the EU in March 2019. This could affect current holders of, or people who wish to obtain, driver CPCs.
What is Happening?
Following the Brexit referendum in June 2016 and the decision to leave the EU, roles which would require travelling in EU countries may have to change how they operate. Today (25th September 2018), the U.K. Government has released guidance advising how a potential ‘no-deal’ Brexit will affect the road haulage industry. One element of this are driver CPCs.
What is Currently the Case Before Brexit?
Driving large vehicles such as lorries professionally requires all drivers who have obtained their lorry licence since 10 September 2009 to hold a valid Driver CPC qualification. A U.K. CPC is currently recognised by the EU meaning that a holder of a U.K. CPC can drive lorries professionally for operators in other EU countries without another qualification. Likewise, EU CPC holders can also drive for U.K. operators.
What Will Happen With Brexit With Or Without a Deal?
Both EU transport manager and driver CPCs will be recognised in the U.K. This means that drivers with an EU CPC will be able to continue working for UK operators on their current qualification. Additionally, U.K. drivers should still be able to drive lorries for U.K. operators in the EU.
What Will Happen If No Deal is Reached?
EU recognition of U.K. CPCs will end automatically; however, some individual EU countries may choose to continue accepting it. If there is no deal and the EU does not recognise U.K. CPCs, U.K. drivers wishing to drive for an EU operator will need to acquire an EU CPC alongside their U.K. one. Other deals and agreements (e.g. possessing an ECMT permit) should mean that U.K. drivers can use their U.K. CPC to drive lorries for U.K. operators in EU countries. Additionally, prior to March 2019, drivers with a U.K. CPC can swap it for an EU CPC  by applying to the relevant body in an EU country.
What About the CPC Application Process?
Very little will change with the CPC application process. It will be amended accordingly based on the fact that the U.K. will no longer be a part of the EU; however, driving standards will remain the same. All current CPC qualifications will remain valid until further notice with plenty of warning given if or when this changes.
What About Driving In the U.K.?
The U.K.’s CPC scheme will be the same after Brexit as it was before; i.e. a CPC will still be required to drive for a U.K. operator in the U.K. There will be no difference in this regard.
