Exercise Bersama Lima, an annual military exercise between the five nations in the Five Power Defence Arrangements, has concluded. Singapore —  Britain and four Asian members of the Commonwealth have announced efforts to expand and re-energize the Five Powers Defense Arrangements (FPDA), a 51-year-old series of mutual assistance agreements embracing the U.K, Malaysia, Singapore, and New Zealand.

At its core, the pact commits the members to consult with one another in the event or threat of an armed attack on any of the FPDA members and to mutually decide what measures should be taken, jointly or separately. There is no specific obligation to intervene militarily.

The pact was established in 1971, following the termination of the United Kingdom's defense guarantees for what was then known as Malaya.

The issue arose at a breakfast meeting of the Five Power Defense Ministers' Meeting — which is the core body of the FPDA — on the sidelines of the three-day Shangri-La Dialogue which ended in Singapore on Sunday.

"At the FDMM, the Ministers discussed ways to deepen existing cooperation in conventional domains, as well as grow collaboration in non-conventional and emerging domains, to ensure that the FPDA remained relevant in addressing contemporary security challenges," Singapore's Ministry of Defense said in a statement.

"The FDMM also discussed the important role of the FPDA in building confidence, promoting a rules-based international order, and providing reassurance amidst a climate of heightened geopolitical tensions," it said.

Malaysia's senior minister for defense, Hishammuddin Hussein, said at the meeting that his “biggest concern is unintended incidents and accidents that may spiral out of control and make it bigger than what it is."

Though he did not mention any country by name, the most immediate security threats in the region include a possible attack on Taiwan by China and an accident involving North Korean nuclear missiles.

"If these platforms [such as the FPDA] did not exist, there wouldn't be any opportunity to manage incidents that do sometimes go out of control," Hussein said.

Besides Hussein, those attending the meeting were Singapore Defense Minister Ng Eng Hen, Australia Deputy Prime Minister and Minister for Defense Richard Marles, New Zealand Defense Minister Peeni Henare and British High Commissioner to Singapore Kara Owen. All five reaffirmed their commitment to the FPDA.

"Australia is deeply committed to the FPDA," Marles told journalists at the venue. "It's not something we take for granted."

Marles also said FPDA is looking at maritime security and counterterrorism, as well as how to work together to deal with humanitarian issues and the securing of supply chains.

"All of these are fields in which we can work to give the FPDA modern relevance, which we are really keen to do," he said.

The renewed interest in FPDA follows the establishment in 2007 of the Quad — an informal security dialogue involving Australia, India, Japan, and the United States — and AUKUS, a 2021 security pact among the United States, Britain and Australia.

Despite those newer arrangements, Marles said FPDA remains relevant because it “is based on 50 years of history."

"AUKUS and the Quad have their roles, and we're obviously committed to that architecture as well, but something which is as enduring as the FPDA is really precious to Australia."

Singapore's Ministry of Defense said that FPDA will continue to promote regional cooperation and contribute constructively to the regional security architecture through regular exercises, dialogues and platforms for professional interaction.

Besides Taiwan and the North Korean nuclear threat, there is also continuing concern in the region about China’s expansive claim to jurisdiction over most of the South China Sea.

"Indeed, the contemporary context of the FPDA leads inescapably to the South China Sea, where China is rubbing up against Malaysia's offshore claims, raising the possibility that external aggression and conventional warfare could again revisit Southeast Asia," wrote Euan Graham, Shangri-La Dialogue Senior Fellow for Asia-Pacific Security at the International Institute of Strategic Studies (IISS) in Singapore.

"As the powers cast five wary sets of eyes on the next 50 years, it is far from clear that their long-term vision is aligned," Graham wrote on the Shangri-La Dialogue website.

김환식 장로 / (제 1093 칼럼) 인도·태평양 지역에서 영국과 일본의 군사 협력이 가속화되고 있다. 테리사 메이 영국 총리는 지난 10일 런던에서 아베 신조(安倍晋三) 일본 총리와 정상회담을 갖고, “호위함 몬트로스(F236)를 일본 근해에 배치하겠다”고 밝혔다. 지난해 영국이 강습상륙함 앨비언(L14)을 도쿄(東京) 근해에 파견해 대북 감시 활동을 도운 적이 있는데, 이때 남중국해 파라셀 군도 해역에서 ‘항행의 자유’ 작전을 펼치는 바람에 중국이 강력히 항의한 바 있다. 이러한 영·일 양국의 군사적 밀착과 관련, ‘제2의 영·일(英日) 동맹’이란 평가가 나오고 있다. 1902년 동맹이 러시아를 공공의 적으로 삼은 것이었던 반면, 이번 동맹은 중국을 대상으로 한 것이다. 물론 영국의 최근 위상은 ‘해가 지지 않는 제국’이었던 1902년에 비해 크게 위축된 것은 분명하다. 그러나 아직도 미국 다음으로 많은 해외 군사기지를 유지하고 있는 국가이다. 올해 철수 예정인 독일 기지를 포함해 현재 모두 16개 해외기지를 운영하고 있다. 그리고 오만에 새로운 군사 기지를 건설하고 있으며, ‘싱가포르나 브루나이에 새 군사기지를 만들 계획’이라고 개빈 윌리엄슨 영국 국방장관이 밝힌 상태다. 싱가포르나 브루나이 한 곳을 ‘영구합동작전기지(PJOB)’ 수준으로 끌어올려서 태평양 지역을 담당하게 하려는 의도로 보인다. 현재 영국은 키프로스의 아크로��리 데켈리아, 지브롤터, 포클랜드, 영국령 인도양 지역의 디에고 가르시아에 등 4곳에서 PJOB를 운영하고 있다. 영국 보수당은 독일 주도의 유럽연합(EU)에서 벗어나 미·일과 손잡고 유럽 국가가 아닌 ‘글로벌 해양 국가’로 나간다는 노선을 추구하고 있다. 과거 일본이 아시아를 벗어나 유럽국가를 추구했던 탈아입구(脫亞入歐)에 빗대, 영국이 ‘탈구입아(脫歐入亞)’ 한다는 이야기도 나오고 있다. 이러한 노선은 데이비드 캐머런 내각이 2015년 11월에 발표한 ‘국가안전보장전략’에 잘 나타나 있다. 캐머런 내각을 계승한 메이 총리는 2017년 8월 일본에서 아베 총리와 정상회담을 갖고 ‘안보협력에 관한 영·일 공동선언’을 채택했다. 중심 내용은 ‘인도-태평양 지역에서 협력을 강화한다’는 것이다. 당시 메이 총리는 일본 해상자위대를 방문해 사실상 경항공모함인 이즈모에 승선했는데, 오노데라 이쓰노리(小野寺五典) 방위상이 메이 총리에게 “이즈모는 과거 러일전쟁 때 일본제국 해군의 기함으로 러시아 함대를 격파했던 이즈모와 이름이 같은 군함”이라면서 “러일전쟁 당시 영국이 제조해 준 이즈모 덕분에 일본이 승리할 수 있었다”고 말해 화제가 되기도 했다. 일본은 ‘적극적 평화주의’란 이름하에 중국의 팽창을 저지하는 데 총력을 기울이고 있다. 이즈모와 같은 기존 보유 함정에서 이·착륙할 수 있는 스텔스 전투기 F-35B를 도입하기로 결정하는 등 군사력을 대폭 증가시키면서, 미·일 동맹 강화에 적극적인 것도 이 때문이다. 그런데 미국은 ‘리버럴 헤게모니’ 유지에 지친 듯한 모습을 보이고 있다. 이런 미국을 붙잡기 위해서 영국을 끌어들이는 것이 절실한 것이다. 또, 영국은 호주·뉴질랜드·말레이시아·싱가포르 등과 함께 ‘영국 연방 5개국 방위협정(FPDA)’을 맺고, 이 협정에 따라 싱가포르에 군사시설을 유지하고 있다. 영국뿐만이 아니다. 원교근공(遠交近攻) 원칙에 따라 ‘대유럽 전략적 제휴 외교’를 펼치고 있다. 프랑스도 지난 11일 일본과 외교·국방장관 2 + 2회담을 열고 해상초계기와 호위함을 일본에 파견하기로 발표했다. 미국이 다소 피로감을 보이고 있긴 하나, 세계 패권을 내려놓고 그냥 집으로 돌아갈 가능성은 희박하다. 일본과 영국을 양 날개로 ‘좌일우영(左日右英) 동맹’을 통해 그동안 쌓인 과부하를 줄이는 방식으로 중국과 러시아의 현상 변경 시도를 저지하려 할 것이다. 나아가 중국·러시아·이란이 지역 패권국으로 성장하는 것 자체를 막으려 들 것이다. 그리고 이 과정에서 이스라엘의 별동대 역할도 중요할 것으로 보인다. 제2 영·일 동맹은 미국의 뒷받침이 없으면 그 한계가 명백하다. 21세기 영·일 동맹은 미국의 세계 전략구도 속에서 진행될 수밖에 없을 것이다. 어쨌든 일본은 미·영을 등에 업고 중국에 맞서면서 아시아의 소(小) 맹주 역할을 하려 할 것이다. 북한이 대륙간탄도미사일(ICBM)을 폐기하는 선에서 미국이 북핵을 용인할지도 모른다는 우려 때문에, 일본이 북한의 중·단거리 미사일에 대한 한·일 공조를 제안했으나 한국 정부가 거부했다고 한다. 일본은 이러한 한국 정부의 태도를 ‘위북척일(衛北斥日)’ 노선으로 받아들이고, 한국과의 협력을 사실상 포기한 것으로 알려지고 있다. 이렇게 한·미·일 삼각동맹은 무너지고 있다. 그런데 북·중·러 관계는 더욱 돈독해지고 있다. 위기의식이 들지 않을 수 없다.(끝) 2019-1-30

(Bloomberg) — Malaysia joined Indonesia in expressing concern that a new security pact involving Australia, the U.S. and the U.K. may spark a nuclear arms race in the Indo-Pacific region.

Australia’s Prime Minister Scott Morrison called his Malaysian counterpart Ismail Sabri Yaakob on Friday to explain that the formation of the tripartite group -- known as AUKUS -- was to help it acquire nuclear-powered submarines, according to a statement from the Malaysian government.

Ismail told Morrison he was concerned AUKUS could provoke other powers to act more aggressively in the region, especially in the South China Sea. The two leaders renewed commitments to ensure peace, especially in the Indo-Pacific, according to the statement.

Indonesia earlier said it was “deeply concerned” over the continuing arms race and power projection in the region, and called on Australia to meet its nuclear non-proliferation obligations and to uphold the rule of law as set out in the United Nations Convention on the Law of the Sea 1982, or UNCLOS. Singapore struck a neutral tone, with the city-state saying it hopes the deal “would contribute constructively to the peace and stability of the region and complement the regional architecture.”

The AUKUS alliance will see Australia, the U.S. and the U.K. exchanging technology and intelligence. The agreement, announced Wednesday, canceled a 2016 deal that Australia sealed with France to acquire 12 diesel-powered subs from French shipbuilder Naval Group, a move viewed in Paris as a betrayal that damaged trans-Atlantic ties.

Malaysia will seek China’s view on a security pact that helps Australia acquire nuclear-powered submarines amid concerns of regional instability, Defense Minister Hishammuddin Hussein said in parliament.

The so-called AUKUS partnership announced last week will see U.S. and Britain support Australia in building nuclear-powered submarines. China has since warned that the alliance will spur an arms race in the region.

“We need to get the views from the leadership of China, especially China’s defense, on what was announced by the three countries and what is their (China’s) action” on the AUKUS partnership, Hishammuddin said on Wednesday. He proposed an immediate working visit to China.

Hishammuddin said he has advised his Australian counterpart to seek views from Brunei and countries close to China. He said he shares Prime Minister Ismail Sabri Yaakob’s view that parties should avoid the use of military action to prevent an arms race in a region riven by maritime territorial disputes.

The focus now is to balance AUKUS with the Five Power Defence Arrangement, a bilateral defense relationship between Malaysia, Singapore, Australia, New Zealand, and the U.K., Hishammuddin said. Signed in 1971, the accord provides for the five countries to consult each other immediately following an armed attack against any of them.

“What we have built since 50 years ago from FPDA can be used as a leverage to balance the big powers,” he said

Sita Kumari, 26, a PDS beneficiary, is in distress, as she has no ration at home and her husband, who works as a driver, is jobless due to the ongoing lockdown.

“The government has announced distribution of subsidised ration for April and May in view of the hardship in lockdown. But I have not received the ration of even March. My family of six members is surviving anyhow on borrowed ration from neighbours,” said Kumari, a resident of Sukurhuttu village in Ranchi’s Kanke block.

She is not alone but hundreds of beneficiaries are struggling due to alleged improper distribution of subsidised ration, especially in the time of lockdown where majority of poor and underprivileged families is facing job crisis, including in MGNREGA.

“I have not got any job under MGNREGA this year. Now, all work under the scheme has come to a standstill due to lockdown. I am a widow and only bread earner for my three children. I have no money to even buy subsidised ration,” said Sukhmani Devi, an MGNRGA labourer from Kutte village in Latehar’s Manika block.

She said the government had said the ration would be given free for two months but ₹1 per kg is taken by PDS dealer here.

Similarly, Babita Devi, 25, a resident of Manjholi village in Palamu’s Chhatarpur block, is also struggling for the subsidised ration for last couple of months. “My husband is differently abled. I used to work in a crusher unit, which is shut due to lockdown. I am struggling to eke out two square meals for my two children and husband,” she said.

The PDS dealers blamed the poor-supply system for the delay, while the food, public distribution and consumer affairs department alleged non-cooperation from some PDS dealers in proper distribution of ration.

“The supply chain is affected due to shortage of labourers in godowns. There are 530 PDS shops only in Ranchi. But ration has reached to only 20% shops by now, while we had to begin distribution from April 1,” said Sanjay Kundu, general secretary of Fair Price Dealers Association (FPDA). He said few shops have received ration but only for a month.

“There was an issue of labourer but that has been sorted out. We are receiving reports that some dealers are not distributing ration, despite its availability,” said Sanjay Kumar, food and public distribution director. “We have lifted the ration for April by 98.7% from the godown and it has already reached to dealers, while the lifting for May is 35% by now. The May’s ration will completed be lifted from godown in a week,” Kumar added.

He said the department on Friday asked all the vigilance committees across the state to report against the dealers, who are not distributing ration to beneficiaries or practising unfair means. “The vigilance committee will face action if they fail on it,” he said.

Over free ration distribution, he said consumers would have to pay nominal charge of ₹1 per kg for the ration they will receive in April. “But the two months ration, which will be allotted in May, will be free, as the Centre is providing it free,” he said.

The state government has announced to offer two months’ ration to the beneficiaries enrolled under National Food Security Act (NFSA) and the people who are eligible for subsidised ratio but they do not have the ration cards.

Around 2.64 crore people from 57 lakh households are covered under NFSA in Jharkhand. However, there are many who are still deprived of ration cards. More than 6.97 lakh applications for ration cards are pending with the department.

The food, public and consumer affairs department has also allotted ₹30 lakh to each district to take care of the poor people. Besides, it has also directed the district authorities to provide 10kg rice to needy families, if they are lacking ration cards.
