The state government of Telangana has started pitching for ‘Make in Telangana’ initiative and has set out its vision of doubling investments to pharma, healthcare and life sciences sectors to $100 billion by 2030, by attracting investors from across the globe.

Advocating state government’s vision, Shakthi Nagappan, director of life sciences, government of Telangana, said that in the next 10 years, the state of Telangana is going to become the global hub for innovation and research. Accordingly the government has taken pro-active measures and taken historical decisions to set up Asia’s largest Pharma City project, in addition to establishing Genome Valley 2.0, Medical Devices Park, Digital Medicines Hub, B-Hub, among others.

“Telangana has the apt platform to invest in pharma, healthcare and life-sciences sectors. Not just established the right infrastructure but has also come out with a new Industrial Policy to ensure ease of doing business in the state for the investors,” said the life sciences director.

While speaking at a panel discussion organized by the Confederation of Indian Industry (CII) on the topic of ‘Make in Telangana’, Nagappan highlighted that Telangana is having infinite opportunities and world class infrastructure particularly for pharma, life sciences, healthcare sectors and shed light on the strengths, policies and the right ecosystem for the investors particularly in the life-sciences segment.

Talking about how Hyderabad has emerged as the vaccine capital of the world in the presence of good institutes such as CCMB, Dr. K Anand Kumar stated that the city was driving growth of the pharma industry which came in very handy for early manufacturing in vaccine.

Krishna Kanumuri stated that the ecosystem of Hyderabad facilitated the growth of Sai Life Sciences. Institutes such as Indian Institute of Chemical Technology (IICT) in Hyderabad have been instrumental in starting a lot of companies in Hyderabad. Speaking on the overall policy landscape for the life sciences sector in India and Telangana, he mentioned that while the policy environment in India is absolutely up to the required standard, the government needs to work on the publicity of the policy. He also pointed out that the focus areas should be innovation, training, and the next generation research.

Another expert Madan Krishnan noted that the talent pool, consistent policies and supporting business environment in Hyderabad have been primary reasons for Medtronic’s choice to make one of their largest investments here. He also pointed out that the center in Hyderabad has over 150 patents and more than 400 IP disclosures to its name. He stated that with “Make in India”, the idea of design, research and development in India should also be considered as the real transformative engines. He pointed out that continuity and predictability policy in India can go a long way in inviting foreign investors.

“Companies across the globe are extensively looking at India for their expansion plans mainly because of conducive factors such as proximity to R&D, stability of policy and reasonable tax regime, partnership potential with the government etc.”

He also pointed out that making available the required plug and play infrastructure for companies to start their operations quickly will attract more investments and Telangana taking up gigantic projects like the Hyderabad Pharma City and Medical Devices Park, the state is definitely moving in the right direction to realize its goal of ‘Make in Telangana’.

Preparations are underway at a hospital in Bhubaneswar for the commencement of the second phase of human clinical trial of 'Covaxin', India's indigenous COVID-19 vaccine, officials said.

"The Phase I of the trial is still continuing as we are planning for the start of the Phase II trial shortly," Dr E Venkata Rao, Principal Investigator of the trial at Institute of Medical Sciences and SUM Hospital, faculty of medical sciences, said.

The blood samples collected from the volunteers who received the vaccine were to ascertain how effective the vaccine was in terms of the level of antibodies developed, Dr Rao said, adding that there had been 'no side effects' in the first phase trial of the vaccine.

India's recovery rate rises to 76.62%

The novel coronavirus tally in India crossed 36 lakh on Monday with 78,512 new cases, while the number of recoveries surged to 27,74,801, pushing the recovery rate to 76.62 per cent, the Health Ministry said.

The toll climbed to 64,469 with 971 more people succumbing to the infection in a span of 24 hours, according to the ministry data.

There are 7,81,975 active cases of the coronavirus disease (COVID-19) in the country, while 27,74,801 people have recovered. The total coronavirus cases rose to 36,21,245, it said. The recovery rate has increased to 76.62 per cent, while the fatality rate has declined to 1.78 per cent.

India reported 1,55,233 new cases over the weekend

A week after India's coronavirus cases crossed 30 lakh, the total cases on Sunday raced past 35 lakh, with a record single-day spike of 78,761 cases. This is also the biggest single-day spike in the world since the pandemic began, according to news agency The Associated Press.

The COVID-19 count in India crossed 34 lakh on Saturday after 76,472 more cases were reported in the past 24 hours, said the health ministry. With 1,021 more patients succumbing to the contagious disease, the toll reached 62,550.

Supreme Court judge Justice Arun Mishra, who is superannuating on 2 September, has declined farewell invitations of bar bodies citing "severe situation and sufferings the world over" on account of the COVID-19 pandemic.

Justice Mishra, who became an apex court judge on 7 July, 2014, is demitting office on Tuesday and is all set to pronounce key judgements in cases including timelines for payment of AGR dues by telcos and the award of punishment to activist-lawyer Prashant Bhushan in a contempt case.

The Supreme Court Bar Association and the Confederation of Indian Bar have extended the invitations for the farewell functions to the outgoing judge.

UP govt issues Unlock 4.0 guidelines

All schools, colleges and educational institutes in Uttar Pradesh will remain closed till 30 September, the state government said on Sunday, a day after the Union home ministry issued the Unlock 4.0 guidelines. Chief Secretary RK Tiwari said online and distance learning will be encouraged.

Metro trains will be allowed to resume from 7 September in a phased manner, an official order said. For this, the standard operating procedure will be issued separately.

Cinema halls, swimming pools, entertainment parks, theatres, auditoriums and similar places will remain closed. However, open-air theatres will be allowed to open from 21 September.

India's COVID-19 caseload went from 20 lakh to 30 lakh in 16 days and from 10 lakh to 20 lakh in 21 days. It took 110 days for COVID-19 cases in the country to reach one lakh while just 59 days more to surpass 10 lakh, India's COVID-19 tally had crossed the 20-lakh mark on 7 August and went past 30 lakh on 23 August.

The grim record of highest daily cases comes a day after the Central government announced Unlock-4.0 guidelines, allowing further loosening of restrictions outside containment zones. As per the fresh guidelines, states cannot implement localised lockdowns outside containment zones without first consulting the Centre.

In keeping with the Unlock-4 rules, the Haryana government withdrew its 28 August order directing malls and shops in marketplaces of urban areas in the state to remain closed on Mondays and Tuesdays and eased curbs imposed earlier.

Tamil Nadu extended lockdown till 30 September but announced furthers relaxations, including scrapping of e-passes and canceling Sunday lockdowns. The state government also allowed clubs, hotels, parks and places of worship to reopen.

Meanwhile, Delhi and Madhya Pradesh reported their highest daily jumps in cases while Gujarat's case count surpassed 95,000. Maharashtra reported 16,408 and 296 fatalities, taking the total to 7,80,689 and toll to 24,399.

With more than 10,000 new cases detected for the fifth straight day, Andhra Pradesh overtook Tamil Nadu to reach the second spot behind Maharashtra.

Recovery rate now 76.61%, fatality rate at 1.79%, says health ministry

As per the health ministry's data updated at 8 am, India witnessed a surge of 78,761, propelling its total caseload to 35,42,733. The country has been registering over 70,000 cases for the last four days.

The toll due to the disease rose to 63,498 with the death of 948 people in a span of 24 hours. The recovery rate improved to 76.61 percent with 64,935 patients recuperating from COVID-19 in 24 hours. A total of 27,13,933 persons have recovered so far and the country now has 7,65,302 active cases, the data showed.

Active cases now comprise only 21.60 percent of the total caseload, the ministry highlighted while adding that case fatality rate has further dropped to 1.79 percent.

Over 4.14 crore samples tested so far, says ICMR

According to the Indian Council of Medical Research (ICMR), a cumulative total of 4,14,61,636 samples have been tested up to 29 August, with a record 10,55,027 samples being tested on Saturday.

The exponential jump in daily testing capacity and the number of tests has resulted in an upsurge in Tests Per Million to 30,044 as on date, the health ministry said.

Tamil Nadu does away with Sunday lockdowns, e-pass system

Following the Centre's Unlock 4 guidelines, Tamil Nadu on Sunday announced major relaxations including the resumption of bus services and reopening of hotels, resorts and shopping malls from 1 September while extending the lockdown till 30 September. According to a News18 report, the requirement of e-pass for intrastate travel has also been scrapped but e-passes will be mandatory for those arriving in the state and for visitors to Udhagamandalam, Kodaikanal, and other tourist attractions.

Metro services in Chennai will restart from 7 September and a total of 50 flights will be allowed to land at Chennai airport per day. Playgrounds and public spaces can be used for exercising said the state government. Malls have been allowed to re-open but theatres will remain shut.

Intra-district bus services (both government and private) and Chennai Metropolitan bus services will be operated from 1 September by following Standard Operating Procedure.

Inter-State rail services will be allowed only in select routes and no intra-state services permitted until 15 September.

Industries, government offices and banks will be allowed to function with full staffing but work-from-home has been advised wherever possible.

Other relaxations include the scrapping of "total lockdown" on Sunday and allowing shops outside containment zones to stay open till 8pm.

Haryana issues orders under Unlock-4

The Haryana government, too, revoked its recent order on keeping marketplaces in urban areas shut on Mondays and Tuesdays instead of the weekends.

"Under Unlock-4, the Central government has said that state governments shall not impose any local lockdown (outside containment zones), so the Haryana government has withdrawn the order issued on August 28 to keep the markets closed on Monday and Tuesday. Therefore, there will be no lockdown now," Haryana Home Minister Anil Vij tweeted in Hindi.

The revised instructions on 28 August had come a week after the government had ordered offices and shops to remain closed on weekends throughout the state.

The state government also issued orders to implement the guidelines of Unlock-4. These orders will remain in force till 30 September, a state government statement said.

As per the guidelines, all activities will be permitted outside the containment zones, but schools, colleges, educational and coaching institutions will continue to remain closed for students up to September 30. However, online/distance learning shall continue to be permitted and shall be encouraged.

In line with then MHA guidelines, students of Classes 9 to 12 may be permitted to visit schools and skill and entrepreneurship training will also be permitted. These will be allowed from 21 September and SOPs will be issued by the Centre.

Social, academics, sports, entertainment, cultural, religious functions and other congregations with a ceiling of 100 persons will be permitted from 21 September, with precautionary measures in place. However, marriage-related gatherings with number of guests not exceeding 50 and funeral/last rites related gatherings with number of persons not exceeding 20 will continue to be allowed up to 20 September, after which the ceiling of 100 persons will apply, the order stated.

Cinema halls, swimming pools, entertainment parks, theatres and similar places will remain closed but open air theatres can open from 21 September, the statement said.

Lockdown shall remain in force in the containment zones till 30 September.

Andhra Pradesh overtakes Tamil Nadu

Meanwhile, several states continued reporting newer cases and deaths. With the addition of 10,603 fresh cases in 24 hours ending 9 am on Sunday, Andhra Pradesh's coronavirus caseload reached 4,24,767. The state is now second only to Maharashtra in the total number of infections recorded, according to news agency PTI.

The overall toll mounted to 3,884 while the total recoveries stood at 3,21,754, according to a state health bulletin. The number of active cases in the state is now just short of the one-lakh mark, at 99,129.

Tamil Nadu on Sunday registered 6,459 new cases and 94 deaths, pushing the tally to 4,22,085 and death count to 7,231.

Delhi, Madhya Pradesh see record spikes in fresh cases

Delhi recorded its highest single-day spike of 2,024 fresh COVID-19 cases on Sunday, taking the total to over 1.73 lakh, while the toll mounted to 4,426 with 22 fresh fatalities, authorities said. This is the highest single-day spike in the national capital in the last nearly 50 days, according to PTI.

A total of 1,249 patients have recovered in the last 24 hours, said a Delhi government bulletin. The number of containment zones has gone up to 820 from 803 the previous day.

Madhya Pradesh also saw its highest single-day surge of 1,558 COVID-19 cases, taking the count of infections in the state to 62,433, The toll rose to 1,374 with 29 patients succumbing to the viral infection since Saturday evening.

Maharashtra reported 16,408 new cases and 296 deaths while Gujarat's overall case count shot up to over 95,000.

1. the NITI Aayog constituted an Expert Task Force to create new jobs.

With an aim to create new jobs by enhancing India’s export, the NITI Aayog constituted an Expert Task Force.

The task force will be chaired by the NITI Aayog Vice Chairman, Dr. Rajiv Kumar.

The task force that also includes Secretary Department of Commerce; Secretary, Department of Industrial Policy and Promotion among others have been asked to submit its report by November 2017.

The steps outlined by the task force to address this challenge of creating well-paid, formal sector jobs, include:

1. Proposing a comprehensive plan of action to generate employment and alleviate under-employment in both goods and services sectors and low wages by boosting India’s exports in key labour-intensive industries

2. Recommending sector-specific policy interventions in key employment sectors

3. Recommending measures to enhance trade in services with high employment potential

4. Identifying key macro economic factors constraining exports and suggesting methods to address these constraints

5. Assessing the effectiveness of existing schemes to promote exports

6. Addressing issues related to logistics, export credits and trade facilitation

7. Suggesting ways to enhance the availability of data on trade such that it is reliable, globally comparable and timely, particularly with respect to trade in services.

Why was the task force formed?

A majority of the workers in indian workforce are still employed in low-productivity, low-wage jobs in small, micro and own-account enterprises.

An urgent and sustained expansion of the organized sector is essential to address India’s unemployment and under-employment issue.

An important strategy is also to enable a shift towards more labour-intensive goods and services that are destined for exports.

Given the importance of exports in generating jobs, India needs to create an environment in which globally competitive exporters can emerge and flourish.

2. Central governmemt asks banks to restrict accounts of 2.09 lakh firms

The finance ministry has advised all banks to take immediate steps to restrict transactions in bank accounts of more than 2.09 lakh companies, whose names have been struck off the Register of Companies.

‘Not compliant’

Prima facie, those companies are not complying with their mandatory statutory obligations to file vital information for availability to its stakeholders.

On July 1, Prime Minister Narendra Modi had first revealed the government’s decision to cancel the registrations of one lakh companies that had suspicious and questionable operations, identified on the basis of data mined from the deposit of bank notes following last November’s demonetisation of ₹500 and ₹1,000 notes.

The PM had promised more action would follow on two lakh similar firms and 38,000 shell companies.

The existing directors and authorised signatories of such struck-off companies will now become ex-directors or ex-authorised signatories.

These individuals will therefore not be able to operate bank accounts of such companies till such companies are legally restored under Section 252 of the Companies Act by an order of the National Company Law Tribunal.

3. Railways to take up cleanliness drive

As part of an intensive drive to ensure cleanliness on trains and station premises, Railway Board Chairman Ashwani Lohani has called for a sanitation strategy for immediate action.

Some of the actionable items are creating awareness on the use of bio-toilets, washing of trains/ stations at night, disposal of garbage en route and at destination points aand display of anti-littering rules.

The Board has authorised its frontline staff to rope in the expertise of Eureka Forbes, one of the leading health and hygiene brands in the country, for the sanitation programme.

Urging officers to make field visits and check cleanliness by adopting a “smell/feel and check dust by touch” approach.

Officers were also told to interact with the cleaning staff, address their grievances and respect their self-esteem.

In September, the Board said there should be visible improvement at 107 stations identified across the country.

These stations included two from each zone that were rated lowest in the Station Cleanliness Survey conducted in 2017.

In Southern Railway, the two stations (A-category) that stood last were Ernakulam North and Kollam.

Among A-1 category stations, New Delhi, Hazrat Nizamuddin, CST Mumbai, Hyderabad, Visakhapatnam, Chennai Central, Chennai Egmore, Chandigarh, Ahmedabad, Bhubaneswar, Lucknow, Jodhpur, Bengaluru and Thiruvanthapuram stations were among 75 major stations chosen for the plan to bring about visible improvement in cleanliness.

Swachatha Pakhwada

The Indian Railways had conducted a fortnight-long sanitation programme called Swachatha Pakhwada from August 16 in compliance with the directions issued by the Ministry of Drinking Water and Sanitation.

With a slogan ‘Swachh Rail Swachh Bharat’, railway employees and volunteers drawn from various organisations were engaged in cleaning up station premises and trains.

CCTV footage was used to identify areas vulnerable to litter and action taken to create awareness among passengers/visitors on the upkeep of railway assets.

4. Chemical, fertiliser, pharma turnover at ₹ 13.5 lakh crore

Union Minister for Road Transport and Highways Nitin Gadkari launched a fleet of first batch of 1000 E-rickshaws from Huda City Centre metro station in Gurugram.

The e-rickshaw fleet will provide cost effective and pollution free substitute in transport system of Gurugram along with generating employment opportunities for marginalised youth.

Key Highlights

• These e-rickshaws were manufactured in India and are fitted with GPS and tracking system.

• The E rickshaw fleet is operated by Treasure Vase Ventures Private Limited in partnership of Delhi Metro under the ‘SmartE’ brand name.

• SmartE will provide the last mile transport connectivity to metro commuters in the area and will provide meaningful self-employment for over 100000 marginalised youths in next 4-5 years.

• SmartE established strategic partnerships with the Haryana government (HSIIDC) and Delhi Metro Rail Corporation to launch 1000 vehicles in Gurugram and Faridabad in 2017.

6. India and Myanmar signed eleven agreements

India and Myanmar signed eleven agreements following delegation-level talks headed by Indian Prime Minister Narendra Modi and Myanmar State Counsellor Aung San Suu Kyi at Nay Pyi Taw, Myanmar.

Highlights of the 11 Agreements

• A Memorandum of Understanding (MoU) was signed between the Election Commission of India and Union Election of Myanmar.

• An MoU was signed on cooperation between Myanmar Press Council and the Press Council of India.

• Both the sides signed an agreement for cultural exchange programme for the years 2017 to 2020.

• Two MoUs were signed on establishment of the India-Myanmar Centre for Enhancement of IT Skill and the Myanmar Institute of Information Technology (MIIT).

• Two other MoUs were signed on medical products regulation and in the field of health and medicine.

• Another MoU was signed on enhancing cooperation for upgrade of the Women’s Police Training Centre at Yamethin, Myanmar.

• The two sides also signed an agreement for sharing white shipping information to improve data sharing on non-classified merchant navy ships or cargo ships.

• An MoU on Maritime Security Cooperation was also signed.

• A Technical Agreement was signed between both the sides for providing Coastal Surveillance System.

7. NITI Aayog on launched the National Nutrition Strategy

To make sure that malnutrition is eliminated India, NITI Aayog launched the National Nutrition Strategy aimed at Kuposhan Mukt Bharat.

Under the strategy, the problem of malnutrition will be eradicated in a phased manner.

The strategy intends at bringing nutrition to the center-stage of the National Development Agenda.

The nutrition strategy calls for convergence between four proximate determinants of nutrition - food, health services, income & livelihoods and drinking water & sanitation.

The Nutrition Strategy framework envisages a Kuposhan Mukt Bharat - linked to Swachh Bharat and Swasth Bharat.

It enables states to make strategic choices, through decentralized planning and local innovation, with accountability for nutrition outcomes.

Currently, there is a lack of real time measurement of these determinants, which reduces the capacity for targeted action among the most vulnerable mothers and children. The Strategy lays down a roadmap for effective action, among both implementers and practitioners, in achieving our nutrition objectives.

This is especially relevant in view of enhanced resources available with states to prioritise focused interventions with a greater role for panchayats and urban local bodies.

In India 20 per cent of children under five years of age suffer from wasting due to acute undernutrition and it pays an income penalty of 9 to 10 per cent due to a workforce that was stunted during their childhood.

A report by NITI Aayog says that every third child in India suffers from stunting or wasting or from malnutrition which is a big number.

The recently published NFHS-4 results reflect some progress, with a decline in the overall levels of under nutrition in both women and children.

Moreover, India pays an income penalty of 9 per cent to 10 per cent due to a workforce that was stunted during their childhood.

8. Disability pension of Defence personel tonbe in par with civilians.

The Union government has accepted the recommendations of National Anomaly Committee that recomended penision for defence personel to be in oar with civilians.

The move was undertaken after an increased request from the armed forces to revert back to the percentage-based regime for disability pension instead of the slab-based system conceived under the 7th CPC.

The Ministry of Defence had referred the matter to the NAC in order to decide methodology for calculation of disability element of the disability pension under the 7th CPC.

With this, the Government has decided to continue with an earlier system of disbursing disability pension and not to go ahead with a new regime recommended by the 7th CPC.

The armed forces personnel had felt that the new slab-based system would result in a reduction in the amount of disability pension for existing as well as future retirees compared to percentage-based disability pension.

New Scheme for Defence Veterans

The Ex-Servicemen Health Contributory Scheme (ECHS) has launched Complaint and Litigation Reduction Scheme (CLRS) for grievance redressal of veterans and their dependents.

India's COVID-19 caseload went from 20 lakh to 30 lakh in 16 days and from 10 lakh to 20 lakh in 21 days. It took 110 days for COVID-19 cases in the country to reach one lakh while just 59 days more to surpass 10 lakh, India's COVID-19 tally had crossed the 20-lakh mark on 7 August and went past 30 lakh on 23 August. The grim record of highest daily cases comes a day after the Central government announced Unlock-4.0 guidelines, allowing further loosening of restrictions outside containment zones. As per the fresh guidelines, states cannot implement localised lockdowns outside containment zones without first consulting the Centre. Tamil Nadu does away with Sunday lockdowns, e-pass system Following the Centre's Unlock 4 guidelines, Tamil Nadu on Sunday announced major relaxations including the resumption of bus services and reopening of hotels, resorts and shopping malls from 1 September while extending the lockdown till 30 September. According to a News18 report, the requirement of e-pass for intrastate travel has also been scrapped but e-passes will be mandatory for those arriving in the state and for visitors to Udhagamandalam, Kodaikanal, and other tourist attractions. Metro services in Chennai will restart from 7 September and a total of 50 flights will be allowed to land at Chennai airport per day. Playgrounds and public spaces can be used for exercising said the state government. Malls have been allowed to re-open but theatres will remain shut. The state government also issued orders to implement the guidelines of Unlock-4. These orders will remain in force till 30 September, a state government statement said. As per the guidelines, all activities will be permitted outside the containment zones, but schools, colleges, educational and coaching institutions will continue to remain closed for students up to September 30. However, online/distance learning shall continue to be permitted and shall be encouraged. In line with then MHA guidelines, students of Classes 9 to 12 may be permitted to visit schools and skill and entrepreneurship training will also be permitted. These will be allowed from 21 September and SOPs will be issued by the Centre. However, marriage-related gatherings with number of guests not exceeding 50 and funeral/last rites related gatherings with number of persons not exceeding 20 will continue to be allowed up to 20 September, after which the ceiling of 100 persons will apply, the order stated. Lockdown shall remain in force in the containment zones till 30 September. Andhra Pradesh overtakes Tamil Nadu Meanwhile, several states continued reporting newer cases and deaths. With the addition of 10,603 fresh cases in 24 hours ending 9 am on Sunday, Andhra Pradesh's coronavirus caseload reached 4,24,767. The state is now second only to Maharashtra in the total number of infections recorded, according to news agency PTI. The overall toll mounted to 3,884 while the total recoveries stood at 3,21,754, according to a state health bulletin. The number of active cases in the state is now just short of the one-lakh mark, at 99,129. Tamil Nadu on Sunday registered 6,459 new cases and 94 deaths, pushing the tally to 4,22,085 and death count to 7,231. Delhi, Madhya Pradesh see record spikes in fresh cases Delhi recorded its highest single-day spike of 2,024 fresh COVID-19 cases on Sunday, taking the total to over 1.73 lakh, while the toll mounted to 4,426 with 22 fresh fatalities, authorities said. This is the highest single-day spike in the national capital in the last nearly 50 days, according to PTI. A total of 1,249 patients have recovered in the last 24 hours, said a Delhi government bulletin. The number of containment zones has gone up to 820 from 803 the previous day.
