Fuwa is so funny as a character because he was just some guy picked seemingly at random to test the Kamen Rider technology from ZAIA. Like legit not even chosen because of some impressive military background or anything. Probably even chosen because he was so normal to see if the system could be used by anyone. They did fuck with him to "give him the drive" to fight HumaGear, but I don't think they expected Fuwa would be Like That. 

Just fucking stumbled upon a man with grip strength that can crush even a Nokia 3310 and a willingness to stand on broken bones if the moment is right.
