‘Special guests’ to share stage with Arvind Kejriwal at swearing-in today - india news

As a large crowd gathered on the lawns of the Aam Aadmi Party (AAP) head office in central Delhi’s Deen Dayal Upadhyay road on Saturday afternoon, Geeta Devi adjusted her crisply ironed khaki uniform. It was the first time she would face the camera.Devi, a 36-year-old homeguard employed with the Delhi government, is one of the 50 people chosen by the AAP to share stage with Delhi’s chief minister designate Arvind Kejriwal, as he takes oath for the third consecutive time in Ramlila Maidan on Sunday. On Saturday, Devi had come to the party office to collect her special invitation card, when she was swamped by a group of news reporters.In a first, Delhi’s chief minister designate Arvind Kejriwal on Sunday will be sharing stage with a group of commoners for his swearing-in event – under the banner ‘Delhi ke Nirmata’ (architects of Delhi) – a report on which was first published by HT on Saturday.While Devi helped in the arrest of a pickpocket, her colleague Arun Kumar (22), who is also among the special invitees for the event, had rescued a four-year-old girl from an abduction attempt in a bus in November. Both Devi and Kumar are among 5,000 new homeguard recruits who have been deployed in buses by the AAP government last year to enhance women security.The special invitees belong to different walks of life — doctors, teachers, sanitation workers, bus conductors, bus drivers, marshals deployed for women security, auto-rickshaw drivers, farmers, anganwadi workers, athletes, IIT and medical students enrolled under scholarships, PWD engineers, businessmen, mobile ambulance operator, relatives of fire officials and police officials who lost their lives on the line of duty and the chief architect of Signature Bridge Ratan Jamshed Batliboi, among others, have also been invited. “They are the people who make Delhi what it is. They are the true architects of the city,” senior AAP leader Manish Sisodia said as he elaborated on ‘Delhi ke Nirmata’ in a press conference earlier on Saturday.Another senior AAP leader said, “The special invitees will be chosen from a shortlist of around 60 people, which was prepared on the basis of performance in their occupations that have been recognised by the governments, civic agencies or media, or on the basis of reference from department heads in some cases.”“I am too happy to speak,” said Alka Chaudhary, the first doctor to have joined the AAP government’s flagship project of Mohalla Clinics in Delhi in 2016. She at present is posted at the Peeragarhi clinic, one of the 300-odd clinics that are currently functional. Chaudhary, who too is one of the special invitees for Sunday’s event, said, “There are several doctors like me who have quit their jobs and joined mohalla clinics where they get to serve the rich and the poor. This opportunity is a mark of respect for the entire community.”For Sonu Gautam, it is going to be his second meeting with the chief minister. The first meeting, he recalled, lasted for a second or two, when he was felicitated in an event by Kejriwal last year under a Delhi government scheme (Farishte Dilli Ke) which is meant to reward residents of the city who rescue accident victims.“This opportunity, I believe, will motivate more people to act as good samaritans and save lives,” said Gautam, who has saved seven lives in the last two years, including that of a police constable who had met with a scooter accident on National Highway- 24.Shashi, an 18-year-old Adivasi woman of the Gond community, said she was left both baffled and surprised when she received a phone call on Saturday morning. “I could not recall the name of the person but he repeated twice that I have been invited by the CM (designate) for the ceremony. I had goosebumps. I rushed to inform my parents,” said Shashi, failing to hide her excitement as she spoke to HT on the phone.On August 29, 2019, HT had published a report on Shashi — whose parents are daily wage labourers — being the first candidate to have cracked the National Eligibility cum Entrance Test (NEET), under a Delhi government scheme that allows students of scheduled caste and schedule tribes to avail classes at empanelled private coaching centres in the city for free.In the afternoon, one of her relatives had come to the AAP office to collect her special invite. The person who followed him was Murari Jha, teacher in a Delhi government’s Sarvodaya Vidhyalaya in RK Puram and recipient of the Education Minister’s Special Award in 2017 and Fulbright Teaching Scholarship in 2018. Jha also trains other government teachers. “In the last five years, the Delhi government prioritised the education sector and increased budget allocations manifold. The outcome reflected in the form of quality education and much better exam results. The CM (designate) inviting a teacher to share stage with him in the oath taking event will be a proud moment, I believe, for all teachers in government schools. It is needless to say how excited I am,” said Jha.The AAP, which won a thumping majority of 62 seats in the 70-member Delhi Assembly, is likely to repeat all its ministers in the Cabinet-led by Kejriwal in its third term, senior party leaders indicated. They added that deputy chief minister Manish Sisodia and five other ministers would also take oath in Ramlila Maidan. In 2015 too, during the start of its second term, the AAP had organised its oath taking ceremony at Ramlila Maidan — the place where the AAP was born out of an anti-corruption movement.While chief ministers of other states and leaders from other parties have not been invited for the grand ceremony on Sunday, an invitation has been sent to Prime Minister Narendra Modi and seven BJP MPs from the city, said senior AAP leader Gopal Rai, who examined the preparations at the venue on Saturday afternoon.Around 50,000 people are expected to be accommodated inside the premises of the central Delhi ground. As many as 3,000 AAP volunteers will be engaged in crowd management, said a senior AAP leader.Other senior party members said the invitation to the PM was “protocol”. All schools in Delhi to remain closed till 31 July, says Manish Sisodia
Schools in Delhi will remain closed till July 31 in view of the COVID-19 situation, while online classes and activities shall continue, Deputy Chief Minister Manish Sisodia announced on Friday. Sisodia, who is also the city's Education Minister, made the announcement after a meeting with officials of the Directorate of Education (DoE) on how to reopen schools. Among issues deliberated upon during the meeting were a 30 to 50 per cent reduction in syllabus to ease students' stress, and class-specific plans for online activities as well, ANI reported.

Railways say it spends Rs 2 lakh on each isolation coach
The Railways on Friday said it has estimated a cost of Rs 2 lakh per isolation coach for its maintenance, food and linen for patients on board and protective gear for the staff and it has already been allocated Rs 300 crore for the same.
Railway Board Chairperson VK Yadav said this was the budgetary estimate of the national carrier for the 5,213 coaches which have been modified as isolation coaches and the money for it has already been received from the central COVID care fund. He also said so far a total amount of Rs 620 crore has been sanctioned from the fund to the Ministry of Railways.

A batch of 250 Indian nationals stranded in Pakistan due to the lockdown returned to the country through the Wagah Border on Friday.
This is the second batch in as many days after 248 Indians returned home on Thursday. Now, around 250 Indians are stranded in Pakistan and will return to the country on Saturday, Pakistani officials said.
The Wagah Border in Lahore has been opened for three days, from June 25 to June 27, to facilitate repatriation of stranded Indians.

Congress leader and party spokesperson Abhishek Singhvi has home quarantined himself after testing positive for COVID-19, sources close to him said on Friday. While he has mild symptoms like fever, the sources said, his wife has also tested positive for the virus and has isolated herself at home as per the government guidelines.
After Singhvi tested positive, his son and other family members and staff are also being tested for the virus. Singhvi is the second Congress leader after Sanjay Jha to test positive for COVID-19. Jha has since recovered in Mumbai.

India’s largest two-wheeler and three-wheeler manufacturer Bajaj Auto’s Aurangabad manufacturing facility has been reportedly shut down after 79 employees tested positive for coronavirus. After a month-long shutdown, Bajaj Auto had reopened its plant at Aurangabad in Maharashtra on April 22 and due to the fear of virus the company was also working with a limited workforce. The Aurangabad plant handles a bulk of the exports of motorcycles and three-wheelers for the company, Business Insider reported.

Odisha registered a total of 6,180 confirmed cases on Friday after 218 more individuals tested positive for the novel coronavirus in the past 24 hours, said the health department on Friday.

Two more people, including a three-year-old girl, have tested positive for COVID-19 in Mizoram in the past 24 hours, taking the state's tally to 147, PTI quoted government sources as saying.
According to a statement issued by the information and public relations department, a total of 1,140 samples were tested at Zoram Medical College (ZMC) and Lunglei Civil hospital on Thursday, following which a three-year old girl and a 23-year-old woman, both from Aizawl, were found to have contracted the disease.

Modi praises Adityanath for his handling of coronavirus
Showering praise on Yogi Adityanath for his handling of COVID-19 pandemic, Prime Minister Narendra Modi on Friday said the vast preparations made by the Uttar Pradesh chief minister saved at least 85,000 lives, something that was unthinkable before 2017.
Modi, who launched the "Atma nirbhar Uttar Pradesh Rozgar Abhiyan" seeking to promote local entrepreneurship with industrial associations to provide employment, said Adityanath managed to turn the epidemic into an opportunity which the governments prior to 2017 would have avoided.
Modi said UP's population of 24 crore is same as that of four European countries put together but, in UP the death toll is 600 due to coronavirus and lauded the efforts of Adityanath in tackling the pandemic.
"UP's achievement is massive... The population of 24 crore is bigger than that of many countries. The population of England, France, Italy and Spain put together comes to 24 crore but they saw 1.30 lakh deaths due to coronavirus," he said, adding that these four countries lost more lives than UP even though they are developed nations and have no dearth of facilities.

The Supreme Court on Friday approved the Central Board of Secondary Education (CBSE) draft notification to cancel the pending Class 10 and Class 12 exams and gave a go-ahead to its scheme to award marks to students for the cancelled papers previously scheduled to be held in July.
This, after Exam Controller Sanyam Bhardwaj, told the apex court that CBSE Class 10 and 12 results would be declared by 15 July.

"In the last one week, the number of beds occupied has been around 6,000 despite almost 3,000 new cases daily as they do not require hospitalisation. COVID19 cases in Delhi are mild and most of them don't require hospitalisation. Right now, we have over 13,000 beds ready," said Kejriwal.
Delhi chief minister Arvind Kejriwal on Friday said that the testing capacity for COVID-19 has been increased by three times in the National Capital. He further said that at least 45,000 patients have been cured of the viral infection so far.
"Number of COVID-19 cases in Delhi is high but, the situation is under control and there is no need to worry. We've increased testing by three times but positive cases have increased by around 3000 per day only. Out of the total COVID-19 patients, approx 45,000 people have recovered," said Kejriwal.

COVID-19 cases spike in India, but recovery rate improves
The data updated at 8 am showed the daily COVID-19 cases increased by 16,922 to reach 4,73,105, while the death-toll climbed to 14,894 with 418 new fatalities. This was the sixth consecutive day when coronavirus cases increased by more than 14,000.
On 20 June, the country registered an increase of 14,516 cases. On June 21, the increase was of 15,413 cases; 14,821 cases on 22 June; 14,933 cases on 23 June; and 15,968 cases on 24 June.
Consequently, India has added 92,573 cases since 20 June, and over 2.82 lakh this month since 1 June.
However, the recovery rate has improved to 57.43 percent, according to the health ministry.
The number of active cases stands at 1,86,514 while 2,71,696 people have recovered and one patient has migrated. A total of 13,012 COVID-19 patients were declared cured in a single day on Thursday. The total number of 4,73,105 confirmed cases included foreigners.
According to ICMR, a total of 75,60,782 samples have been tested up to 24 June with 2,07,871 samples being tested on Wednesday.
Of the 418 new deaths, 208 were in Maharashtra, 64 in Delhi, 33 in Tamil Nadu, 25 in Gujarat, 14 in Karnataka, 11 in West Bengal, 10 each in Rajasthan and Haryana, nine in Madhya Pradesh, eight each in Uttar Pradesh and Punjab, five each in Andhra Pradesh, Telangana and Uttarakhand. Bihar, Goa and Jammu and Kashmir have reported one COVID-19 fatality each.
Of the total fatalities, Maharashtra tops the tally with 6,739 deaths followed by Delhi (2,365), Gujarat (1,735), Tamil Nadu (866), Uttar Pradesh (596), West Bengal (591), Madhya Pradesh (534), Rajasthan (375) and Telangana (225).
The COVID-19 death toll reached 188 in Haryana, 164 in Karnataka, 124 in Andhra Pradesh, 113 in Punjab, 88 in Jammu and Kashmir, 57 in Bihar, 35 in Uttarakhand, 22 in Kerala and 17 in Odisha.
Chhattisgarh has registered 12 deaths, Jharkhand 11, Assam and Puducherry nine each, Himachal Pradesh eight, Chandigarh six, Goa two and Meghalaya, Tripura and Ladakh have reported one fatality each.
More than 70 percent deaths took place due to comorbidities, the health ministry said.
Maharashtra has reported the highest number of cases at 1,42,900 followed by Delhi at 70,390, Tamil Nadu at 67,468, Gujarat at 28,943, Uttar Pradesh at 19,557, Rajasthan at 16,009 and West Bengal at 15,173, according to ministry data.
The number of COVID-19 cases has gone up to 12,448 in Madhya Pradesh, 12,010 in Haryana, 10,444 in Telangana, 10,331 in Andhra Pradesh and 10,118 in Karnataka.
It has risen to 8,209 in Bihar, 6,422 in Jammu and Kashmir, 6,198 in Assam and 5,752 in Odisha. Punjab has reported 4,627 novel coronavirus infections so far, while Kerala has 3,603 cases.
A total of 2,623 people have been infected by the virus in Uttarakhand, 2,419 in Chhattisgarh, 2,207 in Jharkhand, 1,259 in Tripura, 970 in Manipur, 951 in Goa, 941 in Ladakh and 806 in Himachal Pradesh.
Puducherry has recorded 461 COVID-19 cases, Chandigarh has 420, Nagaland has 347, Arunachal Pradesh 158 and Mizoram 142 cases. Dadra and Nagar Haveli and Daman and Diu together have reported 120 COVID-19 cases.
Sikkim has 84, Andaman and Nicobar Islands has registered 56 infections so far while Meghalaya has recorded 46 cases.
"Our figures are being reconciled with the ICMR (Indian Council of Medical Research)," the ministry said, adding, 8,493 cases are being reassigned to states. State-wise distribution is subject to further verification and reconciliation, it added.

Following opposition from parents against holding CBSE Class 10 and 12 papers, the Ministry of Human Resource Development and the board have decided to completely cancel pending papers for Class 10, which were to be held from 1 July. The exams for remaining subjects of Class 12 have been indefinitely postponed, and have also been made optional. Students who choose not to give exams will be assessed on the basis of their performance in the past three exams held at the school level.
Indian Certificate of Secondary Education (ICSE Class 10) and Indian School Certificate (ISC Class 12) have also declared that they will follow CBSE's pattern in according marks to students, and holding exams. Detailed guidelines by all boards are awaited on this.
Central Teacher Eligibility Test (CTET) examination to be conducted by CBSE on 5 July has also been postponed in view of the present circumstances.
Globally, infections near 10 million
Global coronavirus cases crossed 9.5 million on Thursday, a day after WHO predicted the world's tally will cross 10 million before the week ends. Worldometer reported that 48,618 people have died due to the virus so far.
The Chinese mainland has recorded 83,449 COVID-19 cases. A total of 97 asymptomatic patients are under medical observation. China's death toll stands at 4,647, including six from the Hong Kong SAR and seven from the Taiwan region. Indonesia crossed 50,000 cases today and the US has recorded over 2.3 million confirmed cases, with a death toll of over 121,000, John Hopkins University, which is also tracking global coronavirus cases said.
Europe has seen a resurgence of COVID-19 cases as many countries begin to ease restrictions for curbing the spread of coronavirus, the World Health Organization's (WHO) regional director for Europe Hans Kluge said on Thursday.
"While the European Region is reporting a decreasing proportion of global cases than earlier in the year, the region continues to report close to 20,000 new cases and over 700 new deaths daily. Last week, Europe saw an increase in weekly cases for the first time in months," Kluge told reporters. He said 30 countries have seen increases in new cases over the past two weeks.
The WHO also warned that the pandemic has not yet peaked in many countries and that it was "still intense," especially in America.

Patton is now preparing for the entrance exam again but this time through online classes that have eliminated the need for coaching centres in his village and many other rural parts of the country.
Several major platforms such as NEETprep, BYJU’s, ICA Edu skills and Youth4works have started offering online programmes for medical aspirants that prepare students for entrance exams through video streaming.
Patton has enrolled with NEETPrep and was provided with all study material — a pen drive and course work via email — at a much lesser price than what enrolling in a coaching centre in a city would cost.
According to online education providers, the concept of online video programmes for medical entrance has replaced brick-and-mortar classrooms with virtual classes and given multiple benefits to students especially in rural areas.
Kapil Gupta, CEO and co-founder of NEETPrep, who started the platform in 2016 along with his co-founders from IIT-Mumbai and IIM-Ahmedabad, said a classroom programme for a year at a well-known coaching institute for NEET preparation would cost approximately Rs 1-1.5 lakh per annum and additional expenses worth around Rs 2 lakh for accommodation and food if the student is not a city dweller.
The amount charged by NEETPrep for its video classes for medical entrance is only Rs 25,000 per year, he said.
Every year approximately 15 lakh students, including around 8 lakh from tier II and III cities, register for the NEET exam to secure admissions in medical colleges including the reputed All India Institute of Medical Sciences (AIIMS) as per their rankings.
Mrinal Mohit, chief operating officer of BYJU’s, told PTI, “The biggest benefit of integrating technology in education is that it makes learning highly personalized. With digital learning, students can learn at their own pace, in their own style and focus on strengthening their conceptual understanding instead of playing ‘catch up’ with rest of their batch”.
He said digital learning also gives students uninterrupted access to the best teachers from around the world, irrespective of their geography.
Rachit Jain, CEO & Founder of Youth4Work, said, “Online classes are less expensive than conventional classes as students only have to pay for course material and not the admission fees that coaching institutes charge for operational costs”.
Citing a survey by KPMG and Google, Manoj Kumar Jha, Director of GS Score, said the market for online education is expected to rise magnificently — up to USD 1.96 billion by 2021 from from USD 247 million in 2016.
Having expanded to almost every zone of India, NEETPrep currently has students in far flung areas such as in Nagaland, Mizoram, Andaman and Nicobar and Lakshadweep islands. So is the case with BYJU’s and ICA Edu.
According to Narendra Shyamsukha, founder-chairman, ICA Edu Skills, surveys have found that nearly 5.8 million people enrol in online college courses, with 28 per cent of all college students enrolling in at least one online course every year.
Rana Akoijam from Manipur had come to Delhi in 2018 for medical coaching but had to return soon due to financial crunch. In 2019 he got admission for MBBS thanks to enrolling in online entrance preparation classes.
“With the help of online classes, I could sit in the comfort of my home and get tutored by the country’s top faculties. Without wasting my time in commuting to coaching classes, I could spend more time focusing on studying,” he said.
Industry experts too believe that online video classes are a game changer for aspirants from rural parts.
Prof M C Misra, Former Director AIIMS, New Delhi, and now president of Mahatma Gandhi University of Medical Sciences and Technology in Rajasthan, has observed the drastic change in medical education and says online education could be highly effective.
“Such tele-video education could be very effective, particularly if there is a two-way communication and students are able to ask and clarify their doubts,” he told PTI.
His view was endorsed by Girish Tyagi, president of the Delhi Medical Council who said there was a time when practically every medical aspirant went for conventional coaching, but the constant pressure to study more made students put their physical and mental health at stake.
“But the time has changed and Internet has tremendous reach and speed. Video coaching has come as a blessing for aspirants living in remote areas,” he said.

of St. Stephens College to ask for directions.
Most students ignored me. Many sniggered. I wondered why. Well,
now I know. My accent. Back in 2004, my English was Bihari. I don’t
want to talk now like I did back then. It’s embarrassing. It wasn’t
English. It was 90 per cent Bihari Hindi mixed with 10 per cent really
bad English. For instance, this is what I had actually said: 'Cumty
room...bat!aieyega zara? Hamara interview hai na wahan... Mera khel
ka kota hai. Kis taraf hai?’
If I start speaking the way I did in those days, you’ll get a
headache. So I’m going to say everything in English, just imagine my
words in Bhojpuri-laced Hindi, with the worst possible English thrown
in.
‘Where you from, man?’ said a boy with hair longer than most
girls.
‘Me Madhav Jha from Dumraon, Bihar.’
His friends laughed. Over time, I learnt that people often ask what
they call a ‘rhetorical’ question—something they ask just to make a
point, not expecting an answer. Here, the point was to demonstrate that
I was an alien amongst them.
‘What are you interviewing for? Peon?' the long-haired boy said
and laughed.
I didn’t know enough English back then to be offended. Also, I
was in a hurry. ‘You know where it is?’ I said instead, looking at his
group of friends. They all seemed to be the rich, English types.
Another boy, short and fat, seemed to take pity on me and replied,
‘Take a left at the corner of the main red building and you’ll find a sign
for the committee room.’
‘Thank you,’ I said.This I knew how to say in English.‘Can you read the sign in English?’ the boy with the long hair said.
His friends told him to leave me alone. I followed the fat boy’s
instructions and ran towards the red building.
I faced the first interview of my life. Three old men sat in front of
me. They looked like they had not smiled since their hair had turned
grey.
I had learnt about wishing people before an interview. I had even
practised it. ‘Good morning, sir.’
‘There are a few of us here,’ said the man in the middle. He seemed
to be around fifty-five years old and wore square, black-rimmed
glasses and a checked jacket.
‘Good morning, sir, sir and sir,’ I said.
They smiled. I didn’t think it was a good smile. It was the high-
class-to-low-class smile. The smile of superiority, the smile of delight
that they knew English and I didn’t.
Of course, I had no choice but to smile back.
The man in the middle was Professor Pereira, the head of
sociology, the course I had applied for. Professor Fernandez, who
taught physics, and Professor Gupta, whose subject was English, sat
on his left and right respectively.
‘Sports quota, eh?’ Prof. Pereira said. ‘Why isn’t Yadav here?’
‘I’m here, sir,’ a voice called out from behind me. I turned around
to see a man in a tracksuit standing at the door. He looked too old to be
a student but too young to be faculty.
‘This one is 85 per cent your decision,’ Prof. Pereira said.
‘No way, sir.You are the final authority.’ He sat down next to the
professors. PiyushYadav was the sports coach for the college and sat
in on all sports-quota interviews. He seemed simpler and friendlier
than the professors. He didn’t have a fancy accent either.
‘Basketball?’ Prof. Fernandez asked, scanning through my file.
‘Yes, sir,’ I said.
‘What level?’
‘State.’‘Do you speak in full sentences?’ Prof. Gupta said in a firm voice.
I didn’t fully understand his question. I kept quiet.
‘Do you?’ he asked again.
‘Yes, yes,’ I said, my voice like a convict’s.
‘So...why do you want to study at St. Stephen’s?’
A few seconds of silence followed. The four men in the room
lpoked at me.The professor had asked me a standard question.
‘I want good college,’ I said, after constructing the sentence in my
head.
Prof. Gupta smirked. ‘That is some response. And why is St.
Stephen’s a good college?’
I switched to Hindi. Answering in English would require pauses
and make me come across as stupid. Maybe I was stupid, but I did not
want them to know that.
‘Your college has a big name. It is famous in Bihar also,’ I said.
‘Can you please answer in English?’ Prof. Gupta said.
‘Why? You don’t know Hindi?’ I said in reflex, and in Hindi.
I saw my blunder in their horrified faces. I had not said it in
defiance; I really wanted to know why they had to interview me in
English when I was more comfortable in Hindi. Of course, I didn’t
know then that Stephen’s professors didn’t like being asked to speak
in Hindi.
‘Professor Pereira, how did this candidate get an interview'?’ Prof.
Gupta said.
Prof. Pereira seemed to be the kindest of the lot. He turned to me.
‘We prefer English as the medium of instruction in our college, that’s
all.’
Without English, I felt naked. I started thinking about my return
trip to Bihar. I didn’t belong here—these English-speaking monsters
would eat me alive. I was wondering what would be the best way to
take their leave when Piyush Yadav broke my chain of thought.
‘Bihar se ho? Are you from Bihar?’ he said.
