via Today Bharat nbsp; nbsp; Telangana Finance Minister T Harish Rao presented the Telangana Budget for the year 2020-21 in the state's Legislative Assembly on Sunday. Harish Rao, who is presenting the Budget for the first time as Finance Minister since the TRS swept into power in 2018, began his speech with a reference to the 'overall economic slowdown gripping the Indian economy.' Stating that there were delays and shortfalls in the release of Telanganarsquo;s share in Integrated Goods and Services Tax (IGST) and GST compensation, Harish Rao said that "the growth of the statersquo;s own revenues in 2019-20 (till the end of February) is estimated to be at 6.3%, much below the growth of 16.1% achieved in 2018-19." He added that there was a slight decline in the growth of GSDP, from 14.3 % in 2018-19 to 12.6% in 2019-20, due to an economic slowdown being witnessed by the country. "However, the decline is much lower than that of the decline in national GDP growth from 11.2% to 7.5 % in the corresponding period. Thus, to a great extent, the state economy has withstood the shocks of the economic slowdown across the country and maintained a double digit growth rate," Harish Rao said. The Telangana government also said that agriculture and allied sectors recorded an 'impressive growth' in 2019-20 and also highlighted that the per capita income in the state was greater than the per capita income of the country. "Per capita income for 2019-20 for Telangana is estimated at Rs.2,28,216 whereas the per capita income of our country is Rs.1,35,050. The progress of our state can be understood by the fact that the per capita income of Telangana is Rs.93,166 higher than the per capita income of the country," Harish Rao said. Agriculture For agriculture, the TRS government said that it would continue its popular 'Rythu Bandhu', an investment support scheme for farmers and Rs 14,000 crore was proposed to be allocated for it. It also proposed Rs 1,141 crore for 'Rythu Bima', an insurance scheme for farmers, for 2020-21. Speaking about farm loan waivers, the government said that it had identified 5,83,916 farmers in Telangana who have outstanding loans below Rs 25,000. "Government has decided to waive their loans completely in one go. In March 2020 itself, the government has decided to release Rs 1,198 crore to waive off the loans which are below Rs.25,000," Harish Rao said. Stating that the waiver of loans above Rs 25,000 and up to Rs 1 lakh per farmer require Rs 24,738 crores, Harish Rao said that it would be taken up in four installments through the financial year. The government also said that it had increased the storage capacity of godowns, and was stocking fertilizers and seeds every year. Development of 'Rythu Bandhu Samthis' (Farmers Coordination Committees) and 'Rythu Vedikas', was also on the anvil while Rs.1,000 crore was proposed towards a Market Intervention Fund. Irrigation Speaking about the irrigation sector, Harish Rao was all praise for the Kaleshwaram project taken up by the state. "Irrigation water is now available till the last mile. The first results of Kaleshwaram Project are being experienced by the farmers of Karimnagar, Warangal, Mahabubabad, Jangaon, Suryapet and Khammam districts," he told the House. nbsp; He also highlighted Mission Kakatiya, under which defunct water bodies in the state were rejuvenated, and Mission Bhagiratha, under which the state is providing piped drinking water to every household. Highlighting various irrigation projects undertaken by the state government, Harish Rao said that an amount of Rs.11,054 crores was proposed in the Budget for the irrigation sector. Welfare schemes Speaking about the welfare schemes of the TRS, Harish Rao said that an amount of Rs11,758 crore is proposed in this Budget for Aasara Pensions, a welfare scheme of pensions for senior citizens, people with disabilities, serious illnesses, widows, beedi workers, handloom weavers, toddy tappers and many others. This was an increase compared to an amount of Rs 9,402 crore proposed for Aasara pension in the previous budget. Highlighting various steps taken for the welfare of Scheduled Castes (SCs) and Scheduled Tribes (STs) in the state, Harish Rao said, "Rs 16,534.97 crore is proposed in this Budget for SC Special Development Fund and Rs 9,771.27 crore is proposed in this budget for ST Special Development Fund." An amount of Rs 1,518.06 crores was proposed for the welfare of minorities in this Budget, which would be used for fee reimbursements and scholarships to students, honorarium to imams and the 'Kalyana Lakshmi-Shaadi Mubarak' scheme, which provides Rs 1 lakh for the marriage of women from poor families. nbsp; On the whole, Rs 4,356.82 crore was proposed for the welfare of Backward Classes (BCs) in the Budget. This includes Rs 1,586.38 crore for the development of Animal Husbandry and Fisheries Department, which would be used for welfare schemes for people belonging to the BC communities. An additional allocation of Rs 650 crores in 2020-21 was also made for BC's to avail the Kalyana Lakshmi-Shaadi Mubarak scheme. An amount of Rs 500 crore was proposed for the Most Backward Classes (MBC) Corporation. Women and Child Welfare The state government said that it was providing adequate nutritious food like eggs and milk to pregnant women, lactating women and children through the 'Aarogya Laxmi' programme on a daily basis. "Financial assistance is being provided to pregnant women through KCR Kits. In Market Committees, 50% of reservation is provided for women. 33% reservation is being implemented in police recruitment. The government is running 53 Degree Gurukul Colleges for SC, ST and BC girl students," Harish Rao said. He also said that Women Protection Cells, SHE Teams, Special Women Police Forces were working to tackle crimes against women The government proposed to provide Rs 1,200 crore as interest-free loans to women self-help groups. Read: Telangana Women's Commission headless since 2018, NCW issues orders to fill up post Education Stating that the government was running 959 Residential Educational Institutions for SC, ST, BC and Minority students, Harish Rao added that the state was also providing overseas scholarships up to Rs 20 lakh for SC, ST, BC and Minority Students studying overseas and an amount of Rs.2,650 crore was proposed in the budget towards fee reimbursement. "An amount of Rs 10,421 crore is proposed in this Budget for School Education Department, while an amount of Rs 1,723.27 crore is proposed in this Budget for Higher Education Department," Harish Rao said. An amount of Rs 100 crore was proposed to improve the literacy rate of the state. Health The state government has decided to enhance the number of 'Basthi Dawakhanas' (Neighbourhood clinics) to 350. "Thus, the government will start another 232 Basthi Dawakhanas shortly. Apart from starting 2 dawakhanas for every Division, government will establish more Basthi Dawakhanas in places where SCs, STs, Minorities and poor people are residing," Harish Rao said. An amount of Rs 6,186 crore is proposed in the Budget to the health sector. nbsp; Road Transport Corporation (RTC) The Telangana State Road Transport Corporation (TSRTC), which saw the death of several of its employees last year, as they went on strike demanding the state government's intervention, was allocated Rs 1,000 crore in the Budget. "The TSRTC, which is meeting public transport requirements, is slowly treading into a profitable path due to mitigation measures taken up by the government. RTC started cargo and parcel services and the government enhanced superannuation age of RTC employees to 60 years," Harish Rao said. He added that an Employee Welfare Board to resolve the issues of RTC employees was also being formed.

అర్హతా నిబంధనలు...
1. ఎంచుకున్న వృత్తిలో రాణించడానికి వీలుగా ఒక్కో లబ్ధిదారుడికి రూ.లక్ష ఆర్థిక సాయాన్ని అందిస్తారు.
2.ఒక కుటుంబంలో ఒక్కరికి మాత్రమే ఈ పథకం వర్తిస్తుంది.
3 2023 జూన్‌ 2 నాటికి 18-55 ఏళ్ల మధ్య వయస్కులు మాత్రమే అర్హులు.
4. లబ్ధిదారుడి వార్షిక ఆదాయం గరిష్ఠంగా గ్రామాల్లో రూ.1.50 లక్షలు, పట్టణాల్లో రూ.2 లక్షలు మించకూడదు.
5, గత అయిదేళ్లలో ఇతర ప్రభుత్వ సంక్షేమ పథకాల ద్వారా రూ.50 వేలు అంతకంటే ఎక్కువ మొత్తాన్ని ఇప్పటికే పొందిన లబ్ధిదారులు ఈ పథకానికి దరఖాస్తు చేసుకోవడానికి అనర్హులు.
7. మండల స్థాయిల్లో ఎంపీడీఓలు, పురపాలికల్లో మున్సిపల్‌ కమిషనర్లు ఈనెల 20 నుంచి 26 వరకు దరఖాస్తులను పరిశీలించాలి.
8. జిల్లా కలెక్టర్‌ నేతృత్వంలోని కమిటీ జిల్లాస్థాయిలో ఎంపిక పూర్తి చేయాలి. దీనికి సంబంధించిన అనుమతులను ఈనెల 27 నుంచి జులై 4 వరకు సంబంధిత జిల్లా ఇన్‌ఛార్జి మంత్రుల ద్వారా పొందాలి.
9. లబ్ధిదారులను దశల వారీగా ఎంపిక చేసి, ఆ సమాచారాన్ని గ్రామాలు, మండలాల వారీగా వెబ్‌సైట్‌లో పొందుపరుస్తారు.
10. ఎంపికైన లబ్ధిదారులకు ప్రతినెలా 15న ఏక మొత్తంలో రూ.లక్ష ఆర్థిక సాయాన్ని విడుదల చేస్తారు.
11. ఏ వస్తువులు, పరికరాలు కొనాలనేది లబ్ధిదారుల ఇష్టమే.
12. ఆర్థిక సాయం పొందిన లబ్ధిదారులు నెల రోజుల్లోపు తమ వృత్తిని ప్రారంభించాలి. అవసరమైన సహాయ సహకారాలను అందించేందుకు జిల్లా కలెక్టర్‌ ఒక ప్రత్యేకాధికారిని నియమించాలి. లబ్ధిదారుడు ప్రారంభించిన వృత్తికి సంబంధించిన ఫొటోలను వెబ్‌సైట్‌లో అప్‌లోడ్‌ చేయాలి.

via Today Bharat nbsp; In an exclusive interview with TNM, Nizamabad MP Kavitha Kalvakuntla says TRS is confident of winning more than 100 seats in Telangana Assembly Elections. The female face of the TRS, a party which has a sub-par gender balance in its senior leadership, Kavitha Kalvakuntla has a distinct identity. She is seen as the key Delhi representative of the party, being a Member of Parliament and although Kavitha is not contesting herself in the upcoming Telangana Assembly elections, she is one of the frontline campaigners in key districts. It helps that she is the Chief Minister K Chandrasekhar Raorsquo;s daughter, but she also has competition from within her family ranks in her brother KT Rama Rao and her cousin T Harish Rao. TNM caught up with the Lok Sabha MP from Nizamabad at her residence in Hyderabad, during a short break from the hectic election schedule. In a candid, exclusive chat with TNM, she explains why the TRS is so confident of a clean-sweep in the state, and responds to critical and controversial questions with alacrity, and in some cases, tactful side-stepping. Here are excerpts from the interview. Telangana CM KCR says that the TRS will win more than 100 seats in the upcoming polls, what gives him this confidence? There has been no unrest in the state under our tenure, because we ensured that nobody sleeps hungry. After state formation, we were hit with two dry spells (drought), but our welfare schemes like pension and ration had ensured that there was no one was hungry. Earlier, there was a cap on ricemdash;20 kg rice was given to a family, but we increased the social safety net by providing six kg rice for each person and enhancing the pension from Rs 200 to Rs 1000. We have fulfilled the needs of the people and hence we are confident. TRS promised 1 lakh government jobs in the run up to the previous elections. But with only 33,000 filled in the last 4 years, even if many more have been sanctioned and notified, is it not slow progress? We have already sanctioned 1.07 lakh, but there is a delay only because of due process followed by the State Commission. We are strengthening the government departments in a constructive way. We have decided not to rely on private contractors. Out of the 1.07 lakh jobs, the government has notified 84,000 jobs. Anybody in the world knows that the recruitment has to be through due process. You must have seen students saying that the service commission is not doing things as fast as it can. But you wouldn't have seen any student saying that there was some graft for which we didn't jobs in a fair way. You must note that there have been no complaints that jobs are being handed out as favours or in return for bribes. We have also added private jobs by inviting close to 9,000 companies. Already 3.5 to 5 lakh people have taken private jobs. You promised free education from KG to PG ahead of the previous polls. Why has that not been achieved? When we came to power, we realised that the education system in the state is in shambles. We had to first rectify the basic problems. The administration of government schools is fragmented as a few schools fall under the village panchayat, some under the central government and many under the state government. We took one year to understand and integrate this. Now, we have started model schools from class 5 to 10. We have even plans to bring Anganwadi into the model schools. We have invested heavily on public schools. We are on the right track. Are farmers in the state happy with the TRS? Yes, absolutely. Then why is there such criticism on Rythu Bandhu? The poor tenant farmers, who actually need the help, are complaining that they are not receiving the benefits of the scheme, and it is the landowners who do, most of who are not even involved in tilling the land. Is it a policy problem or an implementation problem? There is no problem at all. Wersquo;ve been extremely correct. Can the government directly engage with the tenant? Now if you own a house, can the government tell the tenant that the government will give tax exemption etc. to him. Will you accept it? The scheme is for the small land owners and 98% of those who avail the scheme are small and marginal farmers with land less than 5 acres. The governmentrsquo;s decision is to support them, and the money is indeed reaching them. Then what about the poor tenant farmers? As a policy we took a decision that the government will not intervene in the private business. The government cannot keep identifying who is a tenant farmer. The money we give to the landowners will be passed on to the tenant farmers. Land is the private property of an individual, we canrsquo;t intervene in their private business. CM KCR has recently received flak for stating that there are no farmer suicides in the state. Opposition puts the number of suicides at 4000 and above. According to NCRB data, there were 1358 farmer suicides in 2015 and 632 in 2016. Are you trying to whitewash the issue? There is no such attempt. Like other state governments we donrsquo;t fudge the data. Prior to 2014, there has been more than 3,500 farmer suicides every year. There were 1,000 suicides as you said. You have to look at the positive side, it has gone down from 1,000 to 500. If you look at the subsequent year data, Irsquo;m sure it must have come to zero. But you do agree that there were farmer suicides in the state I can only say that you should look up to the latest data. You are giving me a figure which is two years back. In these two years, we were able to give water to more than 20 lakh acre across Telangana. Have the BJP and Congress created a challenge for the TRS online, in managing to create the perception that it wonrsquo;t be as easy a win for the TRS as it claims? The TRS is on a silent campaign on WhatsApp. Both of them are national parties. They have a huge social media team, as they have openly claimed. If Uttam Kumar Reddy tweets something, there would be thousands of retweets and favourites from other states. The fact is no villager uses Twitter, people use Facebook and extensively WhatsApp. We have collected 80 lakh to 1 crore phone numbers, which includes close to one lakh village heads and prominent people with considerable influence to spread the welfare brought in by the TRS. We collected contact numbers of these prominent people across the state with their consent, and regularly share the development programmes and welfare schemes brought by the TRS. But this campaign is invisible. After dissolving the cabinet, KCR labelled the TDP as an lsquo;Andhra partyrsquo; and has repeatedly attacked Chandrababu Naidu and his alliance with the Congress. Does the TRS view TDP and Chandrababu Naidu as a threat? We donrsquo;t see him as a threat. The people of Telangana have dismissed the TDP, the bye-elections are testimony to it. We just want the people to know about the unethical alliance of the Congress and TDP. Has the TRS been going soft on the BJP as a strategy? In this state, the BJP doesnrsquo;t exist. They have five seats now, they wonrsquo;t even have one seat after this election. So why would we want to exhaust our time, energy and resources on a party which doesnrsquo;t even exist. A party which potentially could damage the TRS in two or three seats is the Congress. We want our people to focus on the Congress so that they wonrsquo;t even win those seats. BJP doesnrsquo;t matter and doesnrsquo;t exist in Telangana. When it will come to the other elections, probably it will matter. There is an accusation that TRS is closing ranks with the Reddys. Out of 107 candidates announced by TRS for the polls, many are from the Reddy community. Is TRS becoming a party of the Reddys? We were actually accused the other way around. When we formed the party in 2001, we formed a policy that at least 51% of the members in all committees must be from SCs, STs and BCs. We are the only party in this region with such a policy. We will ensure that the final list is a fairly balanced list. There is a criticism that the TRS has turned into a dynasty party and the government is being run as a family enterprise, donrsquo;t you think it is valid criticism? The CM didnrsquo;t give a long rope to anyone including my brother, cousin or anyone. All of them were elected by public, they were no backdoor entries, through nominations. If the ministers were inefficient, they wouldnrsquo;t have been part of the cabinet. We have run the government very professionally, thatrsquo;s the reason we achieved these results. When it comes to the party, all of us were part of the movement and were later elected by public. If you are not elected by the people, the public will give their verdict someday. Is KTR the next CM? TRS has only one leader. We arenrsquo;t inclined for an alternative. I want KCR sir to be the Chief Minister forever. Is there an infighting between KTR and Harish Rao? It is all media speculation. All their moves are under scrutiny. If they are together on a dais there's a speculation, if they are not there's a speculation. As an insider I can say that everything is cool between them. What are your personal ambitions in the party, what do you see in your political future? We come from a different background, where we donrsquo;t put the needs of the individual above the party. In our party, anybody has no set options or personal agenda. We just keep working, whatever role party gives and wherever we are thrown, we are happy to work. If they throw in Delhi or in the USA we will work in the interest of the state. nbsp; nbsp;

On Friday morning, a list of 60 Congress candidates for elections to the Telangana Assembly started doing the rounds. Most of the names were known leaders who had represented those constituencies in the past. Among them was KR Suresh Reddy from Armoor constituency in Nizamabad district.The list was fake but in the world of WhatsApp forwards, it acquired a life of its own. Which is why it was embarrassing when by noon, Suresh Reddy, the former Speaker of the erstwhile Andhra Pradesh Assembly declared that he was shifting loyalties to the Telangana Rashtra Samiti (TRS). The Congress confirmed that Armoor would have been allotted to Reddy, a four-time MLA, if he had not moved sides. Though the party is annoyed that a senior leader who enjoyed the perks of office during the Congress regime, chose to part ways when elections are at the doorstep, a section is also happy with Reddy's exit, calling him a ldquo;spent forcerdquo;. ldquo;It will be one Reddy less from the Factory of Reddys as the Congress is derisively referred to,rdquo; said a Congress leader, hoping that the Armoor ticket can now be given to a young BC candidate.It was not so much Chief Minister K Chandrasekhar Rao's decision to dissolve the Assembly and go in for early polls that surprised the Congress. It was KCR's bravado in announcing the list of 105 candidates that helped mould the media narrative in his favour as it suggested that the captain of the TRS ship was high on confidence, going into battle.Which is why the Congress has started work on releasing its candidates list as soon as possible. Former bureaucrat K Raju, who heads the core team in Rahul Gandhi's office, reportedly has a list of three to five candidates for each constituency and a team is poring over the names to grade the options. The effort is as much to keep pace with the TRS but also to ensure that those who are potential candidates like Reddy, do not shift sides. The other ploy is to make former MPs contest the Assembly Election to reap the benefits of a larger mass base. For instance, former Karimnagar MP Ponnam Prabhakar is likely to try his luck from Karimnagar Assembly constituency. Realising that KCR plans to train his guns on Congress President Rahul Gandhi, the party wants UPA Chairperson Sonia Gandhi to make her presence felt during the campaign, even if it means addressing just a couple of public meetings. The Congress believes there is positive sentiment for Sonia Gandhi as she is seen as having kept her promise to deliver Telangana. The Congress-Telugu Desam alliance, both parties believe is a mutual need. The TDP faces the risk of extinction in Telangana and for the Congress, the intention is to ensure the anti-TRS vote does not split. The hope is that the Andhra settler vote in urban pockets and the TDP cadre would help the Congress and the transfer of vote can happen seamlessly. To make that happen will be the biggest challenge for the alliance because both partners are being thrown into the relationship and the lack of chemistry is apparent.In 2014, at the height of the Telangana sentiment, the TRS won 63 Assembly seats out of 119. The opposition vote was then splintered between the Congress and the TDP-BJP alliance. The hope is that if the electorate can be convinced about the narrative of a TRS-BJP tacit understanding and the alliance works on the ground, there is a reasonable chance of upsetting the KCR applecart. The Congress is also banking on TRS elements turning rogue. In the last four years, KCR ensured the TRS strength swelled to 90 by poaching MLAs from the opposition ranks, including 12 from the TDP. This means in every constituency, apart from the sitting MLAs, 88 of whom have been re-nominated, many other aspirants have been left high and dry. Most of them are original TRS leaders who rose from the Telangana movement and resent the paratroopers from the TDP and the Congress who will get to fight the election again. There is no guarantee that these leaders will want to work for the intra-party rivals and the opposition wants to tap their potential to create mischief. Work on the Congress manifesto to do one better than the TRSnbsp; is on. Among the promises is to extend the Rythu Bandhu scheme to the 14 lakh tenant farmers in Telangana. The KCR government is giving Rs 8000 per acre to 58 lakh landowners, incurring an expenditure of Rs 12000 crore every year. But there is resentment that the real tillers of the land are not benefiting and the money is being pocketed by landlords who reside in the cities. Though on the face of it, it seems that the TRS has stolen a march over the Congress, the opposition believes this may well turn out like the hare and tortoise story. In the Telangana version of this fable, the tortoise can also take a lift from the TDP lsquo;bicyclersquo; (election symbol).
