Second Life for Shipping Containers: Selling Bao Buns and Baked Goods To drum up publicity for his downtown Indianapolis food hall, Craig Baker posted photos of orange, turquoise and hot pink shipping containers on Instagram. They might seem like an odd way to promote a food emporium and culinary incubator, but the steel boxes piqued locals’ curiosity. “They’re very much like Legos, right?” Mr. Baker, an entrepreneur and a chef, said of the shipping containers inside the AMP, an artisan marketplace and a former utility garage where vendors will sell PB&J sandwiches, Ethiopian cold-brewed coffee and chocolate-covered strawberries coated in edible glitter. “We’re building our own little village inside a giant garage,” he said of the 40,000-square-foot space, which also contains a full-service restaurant, an open-air bar, a community prep kitchen and a stage. “People want to see what you built.” Shipping containers have been heralded as a trend in residential design, where they are used for modular homes, but they’re also winning over commercial planners who have used them to liven up the bars, cafes and restaurants within developments anchored by food halls. When used in industrial areas or port cities, the containers give the projects a sense of community, critical in a pandemic when retailers and restaurants are shutting their doors. But the shipping containers also present challenges for developers, including adapting them for indoor uses and making them safe for guests and employees during a pandemic. Most food halls rely on shipping containers to populate the vendor stalls, but some also use them as a canvas for art installations or as common spaces. As food halls proliferate, builders are using forward-looking design to stand out from the pack to avoid resembling a sterile cafeteria. “Food halls are a dime a dozen these days; there’s a lot of them doing the exact same thing,” said David Weitz, a co-founder of Carpe Real Estate Partners, which this month opened Oasis, a food and entertainment hub built on the site of a former ship engine repair firm in Miami’s artsy Wynwood neighborhood. Six yellow, pink and lavender shipping containers are used to sell bao buns and gyros while 16 more form a 75-foot-tall central Tower Bar painted in the same colors by the Spanish artist Antonyo Marest. The Oasis is one of a dozen food halls that use shipping containers and one of several opening this year, along with the AMP in Indianapolis and BLVD MRKT near Los Angeles. There are 242 food halls operating in the United States, a jump from 222 at the start of the pandemic, and cities have been relying on their creative concepts and communal dining spaces to re-energize dormant neighborhoods. At least 190 more are in the works, according to a Cushman & Wakefield report. The trend started in 2013 with the Downtown Container Park, a project conceived by Tony Hsieh, the Zappos chief executive, who died last November. The development, which was central to the $350 million revitalization of downtown Las Vegas, inspired other developers like Barney Santos, who will open BLVD MRKT this summer in the predominantly Latino neighborhood of Montebello after seven years of planning. “I remember seeing the container park and feeling so inspired by the design,” Mr. Santos said of the Las Vegas development. “I wanted to recreate that experience in my neighborhood, to do something no one would expect to see.” Developers like Mr. Santos said using shipping containers was a design choice rather than a cost-saving one. Used shipping containers cost $2,000 to $3,000, but builders can expect to pay five times that amount to add windows, doors, support structures, and kitchen and other equipment to pass local health inspections. That makes the cost comparable to installing regular food stalls. Ms. Wilson chose colors that matched her brand, adding black-and-white floors and awnings to the hot pink shipping container as well as a sparkly chandelier that shines like her glitter-covered strawberries. The semi-enclosed space also allows her to tuck away most of her kitchen equipment. “I’m trying to make it look dainty and neat,” Ms. Wilson said. “I don’t like showing my refrigerator, microwave and the kitchen area.” The design choice makes sense in major port cities like Long Beach, Calif., where the developer Howard CDM built SteelCraft, one of the earlier incarnations of a shipping container dining venue. “There’s shipping containers everywhere” in Long Beach, said Kimberly Gros, the founder of SteelCraft, which manages two other Southern California locations, in Garden Grove and Bellflower. “So we thought we would create a structure that was different, that really connected to us.” Reusing materials appeals to many consumers, both from an environmental and aesthetic standpoint. “I think when you take an item and subvert its original intent and create an entirely new use for that item, that’s always interesting,” said Erik Rutter, a co-founder of Carpe Real Estate Partners. For indoor food halls like the AMP, bright hues liven up an otherwise gray space while maintaining an industrial feel. “The color palette for the containers really pops,” Mr. Baker said. But there are a few caveats to using shipping containers in food-centric destinations. Some developers advise sticking to outdoor uses to avoid complex retrofitting. In an outdoor setting, oven ventilation can go straight from the oven hood through the roof, which is the most common setup. But for a food hall at the bottom of a 50-story building, the process becomes more complicated because the venting may have to go up 50 stories, said Mr. Weitz of Carpe. Most developers have stuck to outdoor uses, but some food halls in the Midwest, such as the AMP, Detroit Shipping Company and Parlor Food Hall in Kansas City, Mo., have placed them indoors. Design experts say the key is to stick to bakeries and other light cooking uses indoors instead of, say, a shop that requires a deep fryer. That’s why the AMP used shipping containers for businesses with limited cooking requirements and conventional stalls for those that required more, said John Albrecht, a principal at the architecture firm DKGR, which designed the AMP. Coping with the pandemic is also a bigger challenge for indoor food halls where guests often jockey for coveted seats. Most have pushed takeout and delivery services and have reconfigured their seating to enable social distancing, said Phil Colicchio, a co-leader of Cushman & Wakefield’s food and beverage consulting group. But perhaps the biggest struggle for shipping container-led developments is staying relevant as more open. “The worry is that the more that go this route, the more the spaces start to look alike,” said Trip Schneck, also a co-leader of Cushman & Wakefield’s food and beverage group. Expect shipping container developments to keep popping up, especially as cities identify more industrial areas in need of revitalization. But it won’t be long before architects identify the next big thing, said Howard CDM’s president, Martin D. Howard. “Brilliant thinkers and creative minds will come up with other ways to make it interesting for people to come out and eat and drink and have a good time,” he said. BANGKOK — Thailand has closed all border crossings between its northern province of Tak and Myanmar after five people in the Thai border town of Mae Sot tested positive for the coronavirus.

The five, none of whom exhibited symptoms, are the first locally transmitted cases confirmed in Thailand since early September, when a prison inmate tested positive.

All five are members of a family of Myanmar nationals residing in Thailand. Two were initially confirmed to be affected and added to Saturday’s total of Thai cases, while three were officially added Sunday.

Along with cases found among people quarantined after arriving from abroad, seven additions on Sunday brought Thailand’s total number of cases to 3,686, including 59 deaths.

In response to the new cases, schools in the Mae Sot area were ordered closed for seven days and only take-out service is allowed at restaurants and food stalls. Shops, malls and fresh markets remain open but must take temperature checks and enforce social distancing.

Thai authorities in the past two months have sought to tighten crossings in northern Thailand, which shares a long border with Myanmar, where there has been a surge of coronavirus cases since August.

HERE’S WHAT ELSE IS HAPPENING:

NEW DELHI — India has added 61,871 new confirmed cases in the past 24 hours, raising its total to about 7.5 million.

The Health Ministry on Sunday also registered 1,033 new fatalities, taking the death toll to 114,031.

The country is continuing a downward trend in new cases, but virus-related fatalities jumped after recording the lowest daily figure of 680 in nearly three months on Friday.

Some experts say India’s numbers may not be reliable because of poor reporting and inadequate health infrastructure. India is also relying heavily on antigen tests, which are faster but less accurate than traditional RT-PCR tests.

Health officials have warned about the potential for the virus to spread during the religious festival season beginning later this month. New Delhi is also bracing for high air pollution levels, making the coronavirus fight more complicated in upcoming months.

Prime Minister Narendra Modi has asked officials to prepare cold storage chains and distribution network for vaccine delivery along the lines of conducting elections, involving all levels of government and citizen groups.

According to Indian officials, three vaccines are in advanced stages of development.

MELBOURNE, Australia — Australia’s second-largest city, Melbourne, has loosened lockdown restrictions as new and active COVID-19 continue to decline.

From midnight Sunday, Melbourne residents will no longer face limits on the time they can spend away from their homes for education or recreation. Previous restrictions allowing Melburnians to travel only 5 kilometers (3 miles) from home will increase at midnight to 25 kilometers (15 miles).

Outdoor gatherings of up to 10 people from two households will be allowed and golf and tennis can resume.

Victoria state reported only two new cases of COVID-19 on Sunday and no deaths. The rolling 14-day average of cases dropped to eight, the lowest in four months.

There were only 137 active cases across Victoria state on Sunday with 12 people receiving hospital treatment, none in intensive care.

Regulations will be further loosened on Nov. 2 with the partial reopening of shops, bars and restaurants.

WINDOW ROCK, Ariz. — The Navajo Nation, which sprawls across Arizona, New Mexico and Utah, reported 53 new coronavirus cases and no new deaths Saturday.

The total number of cases on the reservation is now 10,913. The total number of deaths remains at 571.

FAIRBANKS, Alaska — State officials say an outbreak of coronavirus has infected 33 inmates at a prison in Fairbanks, causing the facility to go into quarantine for 14 days.

The Alaska Department of Corrections says 32 of the cases at the Fairbanks Correctional Center are men and one is a woman. All of those infected were housed in the general population.

Other inmates are being tested for coronavirus, with results expected by Monday. The inmates with coronavirus are being isolated in a separate unit of the prison.

The facility serves northern Alaska and has male and female inmates, some of whom are serving sentences and others of whom are awaiting trial.

Pennsylvania is reporting 1,857 new COVID-19 cases, the second-highest daily total since the beginning of pandemic, days after officials said the commonwealth was seeing a “fall resurgence” of the coronavirus.

The numbers announced Saturday by the state health department are exceeded only by the 1,989 cases reported April 9 and bring the statewide total to almost 181,000. Nine new deaths were reported, bringing the total number of deaths associated with the virus to 8,466.

On Wednesday, the state’s health secretary pronounced Pennsylvania “at the start of the fall resurgence” of COVID-19 but said there were no plans to reimpose a stay-at-home order or shut down businesses again in response.

Dr. Rachel Levine said Pennsylvania is more prepared for such an influx than it was in the spring, citing a contact tracing program in place, more personal protective equipment supplies and enough hospital beds available.

OKLAHOMA CITY — The number of hospitalizations due to the coronavirus remained near a record high in Oklahoma on Saturday while the number of reported cases increased by 1,195 and deaths rose by 14.

Some 792 people were hospitalized, the state Department of Health said Saturday, one fewer than the one-day record of 793 reported Friday. There are 106,503 total cases reported since the pandemic began in March and 1,168 deaths due to COVID-19, the illness caused by the virus.

The department said that there were 8,272 new coronavirus cases during the week ending Thursday, an increase of 15% from the previous week, and 58 additional deaths from the previous week due to COVID-19.

INDIANAPOLIS — Indiana’s daily average of new coronavirus infections continued growing at record levels with Saturday’s update from state health officials, who also added 31 more COVID-19 deaths to the state’s toll.

The state health department’s daily update showed Indiana’s seven-day rolling average of newly confirmed COVID-19 infections reached 1,799 as of Friday. That is the highest level the state has seen during the pandemic and has more than doubled over the past three weeks.

The 2,521 new infections reported Saturday, a daily high, marked the second straight day that figure topped 2,000 in a single day. The health department said the number was inflated by about 100 cases that weren’t previously included because of technical issues. The newly recorded deaths raise Indiana’s death toll to 3,918, including confirmed and presumed coronavirus infections, according to the health department.

Gov. Eric Holcomb cited the increase in cases on Wednesday when he said he would continue the statewide mask mandate for another month. Holcomb chastised those who resist wearing masks as disregarding the safety of others.

NEW YORK — Movie theaters in New York state can reopen beginning next Friday with restrictions on audience size and other precautions in place, Gov. Andrew Cuomo said Saturday.

Theaters in New York City aren’t included, and counties must have a positivity rate below 2% on a 14-day average and have no “cluster zones.”

Audiences will be restricted to 25% of capacity with a maximum of 50 people per screen, Cuomo said at his briefing. Masks will be required and there will be assigned seating to ensure social distancing.

This week, the Global Cinema Federation sent an open letter to Cuomo urging him to let theaters reopen, saying Hollywood studios may continue delaying their remaining 2020 releases if theaters remain closed. The group asked Cuomo to adopt a county-by-county plan for theater openings based on virus data, similar what it said California Gov. Gavin Newsom has done.

How to Choose the Right Type of AC Unit for Your Home

Window Units

These are the most common types of AC units for single rooms. All of the components are enclosed in a single box with a single thermostat gauge that is fitted in a slot made in the wall or window sill where the unit sits.

Portable Units

This is similar to a window system, but it can be moved from room to room. It’s self-contained and freestanding on the floor so you can move it from room to room or apartment to apartment. It only uses an outlet to power on and a window to funnel out the exhaust air.

Hybrid Air Conditioner

Hybrid type of AC unit systems alternate between burning fossil fuels and using electricity to save money and energy while running your system. In the summer, the heat pump works as it normally does, pulling heat from your home and distributing it outdoors. In the winter, your hybrid heat pump system works in reverse, pulling heat from the outside environment and distributing it into your home.

Geothermal Heating and Cooling

As a newer method of heating and cooling, geothermal technology is able to extract the heat from below the ground and transfer it into your home. A geothermal coil is installed deep in the ground and can be used to heat and cool your home. In the winter, heat is extracted from the Earth; in the summer, heat is extracted from your home and distributed back into the ground. What Type of Unit is Best for My Home?

Once you know what types of AC units are available, it’s time to decide which one is best for your home. This depends on your budget, square footage, SEER ratings, warranties, and features.

Budget:

$: The cheapest option is a window or portable AC unit that cools a single room. Of course, this is also the least effective option. It’ll cool the space similar to a good room fan, but won’t do much more.

$$: A ductless system can be cost effective if you’re only cooling a few rooms. If you do a whole home on a ductless system, it can add up costs very quickly.

$$$: A central air conditioning unit is more expensive, but also more effective and will last longer than the portable or window options.

$$$$: The most expensive option is a geothermal unit, but it could last you nearly the rest of your life.

Home Square Footage:

This should be your first consideration when choosing types of AC units. You will need an air conditioner that has the output capacity to cool the entire home it is intended for. The central air conditioners that are installed in your home range from 1.5-ton to 5-ton units.

A 1,600-square-foot home will generally require a 3-ton air conditioning unit. Anything over 5-tons is generally considered a light commercial HVAC unit. If your house requires an AC unit of this size, you’ll need to install multiple AC units in tandem.

SEER Ratings:

When comparing central air conditioners, one term you’ll see repeatedly is the seasonal energy efficiency ratio, or SEER rating. The SEER rating is a measure of how much energy the air conditioner uses to cool a home. Central air conditioners range from 13 to 24 SEER. Experts recommend that people who live in hot and humid climates choose an air conditioner with a SEER of at least 15. They also note that if you have an older system with a SEER of 10, upgrading to a SEER 15 model could cut your air-conditioner utility costs significantly.

Warranties:

With reopenings, might coming months bring big crime spike (and will modest jail and prison releases be blamed)?

The question in the title of this post is my pessimistic first thought in response to this optimistic New York Times article headlined "A Pandemic Bright Spot: In Many Places, Less Crime." Here are excerpts from the lengthy piece:

The absence of people during the coronavirus pandemic has produced a rare payoff in Fargo and most American cities — a steep drop in major crimes. “The dynamics of street crimes, of street encounters, of human behavior are changing because people are staying home,” said Philip M. Stinson, a former police officer turned criminal justice professor at Bowling Green State University.

Crime, say those who study it and those who fight it day to day, requires three things — a perpetrator, a victim and an opportunity. With tens of millions of Americans off the streets, would-be victims and opportunities for crimes have vanished, causing a drop in the number of perpetrators committing infractions. The dip in crime is compounded by the fact that some police departments have been hampered by quarantines, or have made fewer arrests to limit interactions or to avoid filling the jails.

Arrests in Chicago, where the Cook County jail became one of the nation’s largest-known virus hot spots, were down more than 73 percent during roughly the initial month of the lockdown, said Deputy Chief Thomas Lemmer of the Chicago Police Department.

Crime did not entirely disappear, of course, and some of the worst offenders remained undeterred. Homicides in numerous cities remained flat or even rose. Burglaries of commercial properties and auto thefts have often multiplied, as criminals exploited shuttered stores and unattended cars.

Young men, considered the most violent demographic, have adopted a certain swagger in many places, police officers and criminologists said. With fewer witnesses around and with the police less likely to stop them, they feel less vulnerable to being caught. The men also find it easier to track down rival drug lords or gang leaders, who are mostly sheltering at home like everyone else.

In Las Vegas, where police said crime fell more than 22 percent during the initial two months of the lockdown, the Strip area, with its crowded nightclubs and bars, had traditionally had its problems with crime. Since it was largely devoid of tourists for weeks, crime migrated to some residential streets....

History indicates that hard times often reduce crime. Chicago showed a marked drop in murders in 1918, when America faced the devastating Spanish flu, according to records analyzed by Leigh Bienen, a law professor at Northwestern University. After 293 killings in the city in 1917, the number fell to 260 in 1918 before rising to 345 the following year. The flu might not have been the only factor, she said. Yet other municipalities also reported a decrease.

Crime rates similarly fell during the Great Depression that started in 1929, as well as during the 2008-9 recession, said Richard Rosenfeld, a criminologist at the University of Missouri-St. Louis. “That runs contrary to common perception that as misery spreads, crime rates should go up,” Dr. Rosenfeld said. “When there are fewer potential victims on the streets, there will be few potential crimes, regardless of the increases of the level of economic distress or misery.”...

For the month ending on May 17, most major crimes in New York City were down 21 percent from the same period last year, according to department statistics, although murders were unchanged, burglaries were up, and car thefts jumped almost 68 percent. There were no clear patterns across all cities, according to Christopher Herrmann, a professor of law and police science at the John Jay College of Criminal Justice. Murders this year were up 14 percent in Philadelphia and 85 percent in Nashville but fell 2 percent in Baltimore and 11 percent in Atlanta. Nashville was a rare city with increased crime over all....

Besides crime, many police departments reported that they are dealing with a higher number of drug overdoses and suicidal callers. Police officers in Kalamazoo, Mich., responded to one overdose in December, said David Boysen, assistant chief for public safety. In April, there were 26, and two of those people died.

One drop in crime statistics may actually be worrisome: Some cities indicated a decrease in both domestic abuse and child abuse calls. The police in those cities said they suspected that abuse was actually more prevalent, given that most people are stuck at home. But with no teachers to spot bruises in the classroom, and nowhere for people to escape their abusers, such crimes were less visible, they said.

With the country gradually reopening, experts wonder whether crime will rebound to its previous levels, as perpetrators and victims interact again. Large American cities last experienced a sustained slide in crime for some 13 years after 1992, said Wesley G. Skogan, a professor emeritus at Northwestern University who studies police programs, calling the reasons “one of the great mysteries of the end of the 20th century.”

Dr. Herrmann, of John Jay College, has a paper set to be published this fall detailing how crime fell near a Bronx subway station during its reconstruction. It took about two weeks after the station reopened for the numbers to rebound to previous levels, he said, but the post-lockdown rise will likely be slower because people are still hesitant about going outside.

Still, police officers are bracing for what happens next. “I don’t know what the future holds,” said Chris Bailey, assistant chief at the Indianapolis Metropolitan Police Department. “It makes me a little nervous from the crime perspective.”

It is nice to hear that crime has mostly been down during the pandemic, and this reality is especially notable because pre-pandemic crime rates were already relatively low (historically speaking). But, in addition to highlighting how mixed (and mysterious?) the latest crime numbers are, I wanted this post to flag the real possibility that a crime spike could be coming soon.

Around this time of year under normal circumstances, crime tends to spike because of warmer weather. This Governing article, looking at lots of crime data from a few years ago, reports: "On average, monthly crime for seven major offense types increased nearly 10 percent between June and August from the rest of the year." In 2020, the we will have the coming usual summer crime spike combining with more people emerging from lockdown combining with police forces and other crime-fighting infrastructure returning to more normal operations. These realities lead me to worry about a big crime spike over the next three months, particularly if and when compared to the crime decline over the last three month.

A crime spike is inherently bad for everyone, particularly victims. But a crime spike in summer 2020 may also create extra challenges for criminal justice reform advocates eager to see decarceration efforts continue to gain momentum. As this recent post from Michael Rushford at Crime & Consequences highlights, opponents of criminal justice reforms will be quick to try to pin any and all uptick in crimes on any and all decarceration efforts.

But many states and thousands of local governments have flatly rejected it.

Nearly 12 years after the first person was cured of H.I.V., the virus that causes AIDS, researchers reported that they had cured a second patient. While this is an unrealistic treatment option for millions of people living with H.I.V., rearming the body’s immune cells might work in the future.

Among men who are at high risk for H.I.V. infection, only about one in three is taking a drug to prevent transmission of the virus, the Centers for Disease Control and Prevention says. One of the main reasons has to do with cost. In May, the Trump administration reached a deal with the makers of Truvada and Descovy to donate pre-exposure prophylaxis, or PrEP, drugs to 200,000 patients annually for more than a decade. Experts said the donation was a good start, but it filled only one-fifth of the need in the United States.

The median medical education debt held by graduates in 2018 was $200,000. That does not include credit card debt, which can also pile up as students purchase stethoscopes and study-aid subscriptions, register for licensing exams and travel for testing. These costs can be especially prohibitive for some students, driving young doctors away from lower-paying specialties, such as pediatrics and psychiatry, as well as jobs in rural or less wealthy areas.

Researchers have found that inhaling carbon dioxide at levels that are probably not uncommon in crowded spaces like small conference rooms might affect productivity and decision-making skills. This suggests that the recommended minimum air flow for such rooms might not actually be optimal. Instead, it might be worth cracking a door or a window, when possible.

As genetic testing becomes more widespread, parents, or sometimes their donor-conceived children, are discovering that the wrong sperm was provided by a sperm bank or fertility clinic. Facilities often use poor record keeping, writing sperm vial numbers in pen and ink rather than digitizing the sample data. This traditional ritual, which ranges from nicks to extreme damage to the female anatomy, can cause pain during sex and child birth, and reduced sexual sensation. As some women move to the United States, demand is growing for surgery that can repair the damage.

One surgery, clitoral reconstruction, is viewed with caution by some medical experts. But some women who have had the procedure found that it helped relieve pain and made them feel more whole.

Researchers learned that tuberculosis had evolved a terrifying new strain in 2006 that is resistant to antibiotics typically used to fight the disease. Now, a clinical trial in South Africa is showing that a new regimen can cure most patients. The Food and Drug Administration has effectively endorsed the approach, giving scientists hope that other regulatory agencies will soon approve it worldwide.

In mice and human patients with pancreatic cancer, fungi seem to proliferate 3,000-fold compared with healthy tissue. Scientists have found that one fungus that can cause skin irritation and dandruff is also linked to inflammatory bowel diseases. Another study found that it was also present in extremely high numbers in pancreatic cancer patients. Administering an antifungal drug got rid of the fungi in mice and kept tumors from developing further.
