Philippines Officials Learn Green Technology in UK Visit

Amidst the chilly grip of winter, a heartening partnership has taken root between the Philippines and the United Kingdom. Spanning from January 30th to February 2nd, a delegation of twenty officials from the Government of the Philippines undertook an Infrastructure Financing Study Visit to London. Organized by the British Embassy in Manila, this initiative was not just a meeting of minds but a fusion of aspirations toward sustainable development.

Among the bustling streets of London, the Philippine officials engaged in profound discussions with their UK counterparts, delving into the intricacies of infrastructure financing, technical expertise, and innovative project design.   A Learning Expedition The core of the visit was imbued with learning sessions led by the UK's Infrastructure Projects Authority (IPA), which shared invaluable insights into the National Infrastructure Assessment's design and the execution of the National Infrastructure Plan. The delegation also explored the architectural marvels of the Silvertown Tunnel and the Elizabeth Line rail route, offering a glimpse into the potential future of Philippine infrastructure.   Synergy and Shared Visions British Ambassador to the Philippines, Laure Beaufils, encapsulated the essence of the visit, emphasizing the shared commitment to developing infrastructure that is not only sustainable but inclusive. The collaboration paves the way for projects that cater to the immediate and long-term needs of the Filipino people, fostering an environment conducive to private sector investment.   Unlocking Potential Through Partnership The dialogue between His Excellency Teodoro L. Locsin Jr., Philippine Ambassador to the UK, and UK officials highlighted the eagerness of both nations to explore investment opportunities and finance priority projects. The potential execution of an export credit Framework Agreement stands as a beacon of hope, aiming to mobilize additional capital for the Philippines' infrastructure ambitions.

Drax Bioenergy's Milestone in Carbon Capture
The UK's drive towards Net Zero has achieved a significant milestone with the Secretary of State for Energy Security and Net Zero granting development consent to the Drax Bioenergy with Carbon Capture and Storage (CCS) Project. This groundbreaking decision, announced today, 16 January 2024, marks a pivotal moment in the nation's energy and climate strategy.  
A Leap Forward in Sustainable Energy
The Project's Innovative Approach The Drax Project proposes the installation of post-combustion capture technology to capture carbon dioxide emissions from two existing biomass units at Drax Power Station. This includes the construction and operation of carbon capture technology and associated equipment, seamlessly integrating into the existing Common Services at the power station.   Consultation and Examination Process The application, submitted by Drax Power Limited on 23 May 2022, underwent a thorough examination process. It involved public engagement, input from statutory consultees, and interested parties. This inclusive approach ensured a comprehensive review and consideration of diverse perspectives.  
Planning Inspectorate’s Role
Ensuring Community Involvement The Planning Inspectorate played a crucial role in examining the project, emphasizing community involvement and local impact. Chief Executive Paul Morrison highlighted the importance of local community participation in the six-month examination process. He stated, “Local communities continue to be given the opportunity of being involved in the examination of projects that may affect them.”   A Testament to Infrastructure Planning This project is the 130th Nationally Significant Infrastructure Project and the 76th energy application examined by the Planning Inspectorate under the Planning Act 2008. The process underscores the UK's commitment to robust and inclusive infrastructure planning.  
Transparent Decision Making
In line with transparency principles, the decision, recommendations by the Examining Authority, and the evidence considered are publicly available on the National Infrastructure Planning website.
