Apparently there's no upper limit as to how long cryobanks store sperm. So a modest proposal:

When they turn 18, all cismen and others with sperm producing capacity are provided with free lifetime storage for an amount sufficient to make 117 babies and a free sterilization.

Everybody capable of becoming pregnant will be freely provided with the necessary medical assistance, with sperm from a chosen partner or chosen from an "open source" pool designated as such by the donors, if and when they so desire - and only when they themselves desire.

Presto: a world with no abortions except the medically necessary ones that nobody can entirely prevent.
