Actually I think there's a scenario where Kel drags her ragtag team of refugees, former convicts, liberated Scanran villagers, defecting knights, and King's Own back to Tortall and the king doesn't pardon her for whatever reason, and while she's willing in her obsessively loyal way to lay her head down on the executioner's block, the rest of her people aren't, so she finds herself basically kidnapped into the (mostly) peasant rebellion.
