Lone LJP MLA in Bihar visits residence of key aide of Nitish Kumar

PATNA: Many eyebrows were raised in the political circles of Bihar on Monday when the lone MLA of Chirag Paswan’s LJP walked into the residence of a senior JD(U) leader and key aide of chief minister Nitish Kumar. Ashok Choudhary, an influential member of the state cabinet who had handled the JD(U)s affairs during the assembly elections as the then working president of state unit, however, sought to make light of the presence of Matihani MLA Raj Kumar Singh. “He (Singh) is a personal friend. He has been known to me for more than 15 years. He was simply here to attend the launch of a book based on a revolutionary, on the eve of the Republic Day, Choudhary said in reply to queries from journalists. He also said “you need to ask him whether his visit here marks a change in equations between the LJP and the JD(U). It is not for me to answer such a question”. Singh had wrested the seat from JD(U) MLA Narendra Kumar Singh whom he beat by a slender margin of less than 100 votes. When asked about his visit to Choudhary’s place, he said he has known the minister since the days both of them were in college. He also flinched when asked about his party president Chirag Paswan‘s belligerent stance against Nitish Kumar which the JD(U) has squarely blamed for the sharp fall in its tally in the assembly elections. “Please do not expect me to comment on what my party president says or does”, the MLA pleaded. When asked whether his visit implied that the LJP in Bihar was now reconciled to the fact that Nitish Kumar would continue to lead the NDA in the state, he replied evasively “the NDA is led by Prime Minister Narendra Modi at the Centre and by Nitish ji in the state. The NDA is not two different entities at national and state levels”. The MLAs stance was, notably, at variance with that of Paswan who has repeatedly expressed satisfaction over having “weakened” the JD(U) and squarely blamed Kumar for Bihar failing to reach its potential. Paradoxically, though, the LJP chief continues to swear by his loyalty towards the BJP and the Prime Minister. Singh’s visit to Choudhary’s house came barely a few days after he hosted a press conference at his residence where the lone MLA of Mayawati’s BSP Zama Khan announced that he was joining the JD(U), quitting the alliance that comprised motley groups like Asaduddin Owaisis AIMIM and former NDA ally Upendra Kushwahas RLSP. Besides the LJP MLA, those present at Choudhary’s residence included Sumit Singh, the Independent MLA from Chakai who has announced his full support to the NDA. He was asked about speculations that Khan and he had been offered ministerial berths in exchange for the support they were lending to a weakened JD(U). “I do not know of any such offer”, Singh replied coyly. Expansion of the two months old cabinet is expected shortly.

Upendra Kushwaha will be Quit NDA to Join 'Grand Alliance'

Patna : The important meeting of the major alliance will be held in Delhi on Thursday for seat sharing under the forthcoming Lok Sabha elections 2019. RLSP President Upendra Kushwaha can also announce the joining of the grand alliance on Thursday.

This meeting will include leaders of all the constituent parties of the ‘Maha Coalition’. After the meeting all the leaders can make a press conference.

In this meeting, Bihar Congress in-charge Shaktisinh Gohil, Congress State President Madan Mohan Jha, Rajya Sabha MP Akhilesh Singh, besides Sharad Yadav, RJD leader Taski Yadav and we will also be included in the President Jeetan Ram Manjhi and RLSP President Upendra Kushwaha.

In the Maha coalition in Bihar, Congress can get 8-12 seats and RJD 18-20 seats. Ralospa, who recently quit the NDA, could get 4 to 5 seats. Left parties in which CPM, CPI one seat, Jeetan Ram Manjhi’s one or two seats and Sharad Yadav’s party, Lajad can get one to two seats.

Significantly, Rolospa’s president Upendra Kushwaha had announced the release of the NDA after the frustration in the Bihar NDA over seat sharing. Since then, speculation is being made to consistently join their general coalition.

Bihar polls: 34.82 per cent voter turnout till 1 pm

PATNA: A voter turnout of 34.82 per cent till 1 pm was recorded in the third and last phase of Bihar Assembly polls on Saturday, according to the Election Commission of India. Polling is currently underway on 78 Assembly constituencies across 16 districts in the state. About 2.35 crore voters are eligible to exercise their franchise and the Election Commission has made adequate arrangements and taken precautionary measures against the Covid-19 pandemic. The electoral fate of 1,204 candidates will be decided in the elections. Rashtriya Janata Dal (RJD) has fielded the maximum number of 46 candidates, followed by the Chirag Paswan-led Lok Janshakti Party (LJP) at 42, Janata Dal (United) at 37, Bharatiya Janata Party at 35, and Congress at 25. Apart from NDA, Mahagathbandhan and a third front comprising Rashtriya Lok Samta Party (RLSP), BSP, AIMIM, and some other parties are contesting the election. There are also new entrants and smaller parties in the fray. The prominent candidates include Vikassheel Insaan Party (VIP) president Mukesh Sahni, Assembly Speaker Vijay Kumar Choudhary, and former Union minister Sharad Yadav’s daughter Subhashini. Eight ministers from JD-U are in the fray, namely Bijendra Prasad Yadav from Supaul, Madan Sahni from Bahadurpur, Maheshwar Hazari from Kalyanpur, Narendra Narayan Yadav from Alamnagar, Ramesh Rishideo from Singheshwar, Khurshid alias Firoz Ahmed from Sikta, Bima Bharti from Rupauli and Lakshmeshwar Roy from Laukaha. Four ministers from the BJP — Pramod Kumar from Motihari, Suresh Sharma from Muzaffarpur, Binod Narayan Jha from Benipatti, and Krishnakumar Rishi from Banmankhi — are also contesting. The Election Commission has already mandated face masks, hand sanitisers, thermal scanners, gloves, face shields and PPE kits during the electoral process while ensuring social distancing norms. It also laid down guidelines for each polling station, including sanitisation a day before the poll, markers for social distancing, putting up of Covid-19 awareness posters and availability of hand gloves. Polling was held for 71 and 94 constituencies in the first and second phases on October 28 and November 3 respectively. The counting of votes will take place on November 10. Bihar recorded a voter turnout of 55.69 per cent in the first phase and 53.51 per cent in the second phase of polls for 243 member assembly.

बिहार की राजधानी पटना से सटा हुआ जिला है वैशाली। इसके महनार ब्लॉक में है जावज गांव। बिहार की शिक्षा व्यवस्था को ध्वस्त बताते हुए मायावती की बहुजन समाज पार्टी और असदुद्दीन ओवैसी की एआईएमआईएम के साथ गठबंधन कर मौजूदा विधानसभा चुनाव में खुद को मुख्यमंत्री का कैंडिडेट घोषित करने वाले उपेंद्र कुशवाहा का गांव है यह। बिहार की शैक्षणिक व्यवस्था में क्रांति की बात कर रहे कुशवाहा केंद्र में मानव संसाधन विकास राज्यमंत्री रहे हैं, लेकिन इस जमाने में भी यहां की छात्राओं के चार घंटे सुनसान रास्ते से 6 किलोमीटर दूर हाईस्कूल की यात्रा में बर्बाद हो जाते हैं।

लॉकडाउन में ढील के साथ एक बार फिर छात्राओं के जीवन में यह दर्द तब उभरा, जब भास्कर की टीम ने उनका हालचाल लिया। बच्चियों के माता-पिता भी बताने लगे कि केंद्र में उनके मंत्री रहते वक्त गांव के लोगों ने कई बार फरियाद लगाई, लेकिन सारी उम्मीद धरी की धरी रह गई।

दूरी बनी मजबूरी, बेटियों की पढ़ाई यहां रह जाती है अधूरी इंटरमीडिएट तक की पढ़ाई पूरी करने के लिए गांव की ज्यादातर बेटियों को करीब 6 किमी दूर पानापुर के मकनपुर स्थित रामशरण राय इंटर कॉलेज जाना पड़ता है। इस दूरी को बेटियां साइकिल से या पैदल ही तय करती हैं। ऐसे में सवाल उनकी सुरक्षा का होता है। खेत-खलिहानों वाला इलाका होने के कारण रास्ता काफी दूर तक सुनसान है। सुरक्षा का ख्याल रखते हुए ही दुकानदार प्रमोद कुमार सिंह ने चार में से दो बेटियों की पढ़ाई बीच में ही रोक दी। पहली और दूसरी नंबर की बेटियां ग्रेजुएशन करना चाहती थीं। नौकरी के लिए आगे पढ़ना चाहती थीं, लेकिन गांव में सुविधा नहीं होने की वजह से इंटरमीडिएट तक ही पढ़ पाईं।

प्रमोद कहते हैं- “गांव के बहुत सारे ऐसे परिवार हैं, जिनकी बेटियां मैट्रिक से आगे नहीं पढ़ पाईं। अगर गांव में इंटर तक का गर्ल्स स्कूल रहता तो ऐसा नहीं होता। इसके लिए कई बार उपेंद्र कुशवाहा से कहा गया, लेकिन उनके केंद्र में मंत्री होने के बाद भी कुछ नहीं हुआ।”

जो पढ़ाई की अच्छी व्यवस्था करेगा, उसे देंगे वोट गांव की प्रीति कुमारी अपने नेताओं से खफा हैं। पढ़ाई की अच्छी व्यवस्था नहीं होने के कारण हर दिन उनके 4 घंटे बर्बाद होते हैं। उन्हें 6 किमी दूर इंटर कॉलेज जाना पड़ता है। प्रीति अब 18 साल की हो चुकी हैं। उसका नाम वोटर लिस्ट में जुड़ गया है। वह इस चुनाव में पहली बार वोट डालेगी। प्रीति ने प्रण लिया है कि वह जातीय और लोक-लुभावन वादे के आधार पर वोट नहीं करेंगी। कहती हैं- “गांव के अंदर बेटियों के लिए बेहतर शिक्षा और पढ़ाई की व्यवस्था करने वाले नेता को ही वोट देंगे।”

राजनीति के लिए कुशवाहा ने कॉलेज से ले रखी है छुट्‌टी वैशाली के जंदाहा में मुनेशर सिंह मुनेश्वरी समता कॉलेज है। मुनेशर सिंह उपेंद्र कुशवाहा के पिता और मुनेश्वरी देवी उनकी मां का नाम है। उपेंद्र कुशवाहा प्रोफेसर हैं। राजनीति में आने से पहले वह इसी कॉलेज में राजनीति विज्ञान पढ़ाया करते थे। इस कॉलेज में वह आज भी प्रोफेसर के पद पर हैं।

कॉलेज के सीनियर क्लर्क राकेश कुमार के अनुसार 2019 के लोकसभा चुनाव के बाद से ही कुशवाहा लगातार छुट्‌टी पर चल रहे हैं। लोग सीधे मुंह सवाल नहीं करते, लेकिन तीन-चार युवकों ने कहा कि बेहतर शिक्षा की बात करने वाले प्रोफेसर साहब इतनी लंबी छुट्टी पर रहते हुए स्टूडेंट्स के बारे में क्यों नहीं सोचते हैं?

गांव में सड़क तो है, लेकिन उस पर गाड़ी चलाना खतरे से खाली नहीं है।

सड़कों को देखकर मानेंगे नहीं कि इसने केंद्रीय मंत्री दिया था हाजीपुर के पासवान चौक से समस्तीपुर जाने वाली सड़क पर जंदाहा से ठीक पहले दाईं ओर अंबेडकर द्वार बना हुआ है। इसी रोड से जावज गांव जाने के लिए एक पीसीसी सड़क बनी हुई है। कुछ दूर आगे बढ़ने पर सड़क ठीक है। लेकिन, बाया नदी के किनारे पहुंचने पर एप्रोच रोड की स्थिति बेहद जर्जर मिली। एक बड़ा हिस्सा टूटा हुआ मिला। पुल के पास भी स्थिति ठीक नहीं थी।

गांव में जाने पर ऐसा लगा ही नहीं कि ये इलाका केंद्र में रहे किसी मंत्री का है। हालांकि, किसान अरुण कुमार सिंह बताते हैं कि गांव आने वाली पीसीसी सड़क और नदी पर पुल तो उपेंद्र कुशवाहा ने ही बनवाया था।

घर में नहीं दिखी कोई चुनावी तैयारी, सिर्फ प्रचार गाड़ी दिखी उपेंद्र कुशवाहा का घर काफी बड़े हिस्से में बना हुआ है। वहां उनकी प्रचार गाड़ी खड़ी मिली। घर के अंदर-बाहर चुनाव प्रचार को लेकर कोई तैयारी नहीं दिखी। आगे बढ़ने पर बड़ा दालान है। वहीं बाईं तरफ पुश्तैनी घर भी है, जहां गेट पर ताला लटका हुआ था। सामने के हिस्से में एक ऑफिस बना है।

गांव आने पर उपेंद्र कुशवाहा इसी ऑफिस का इस्तेमाल करते हैं। दालान से सटे हुए हिस्से में गौशाला है, जहां 11 गायें और भैंसें हैं। इनकी देखभाल के लिए केयरटेकर भी है। चुनावी मैदान में हुंकार भरने वाले उपेंद्र कुशवाहा के घर का वातावरण पूरी तरह से शांत मिला। किसी प्रकार का चुनावी शोर देखने को नहीं मिला।

ये उपेंद्र कुशवाहा का घर है। यहीं ऑफिस भी बना है। जब उपेंद्र गांव आते हैं, तो यहीं से काम करते हैं।

पुराने मार्केट को तोड़ बनवा रहे मॉल, इसी पर लगा आरोप जंदाहा में उपेंद्र कुशवाहा का एक पुराना मार्केट था, जिसे तोड़कर भव्य तरीके से मॉल बनवाया जा रहा है। गांव से लेकर जंदाहा तक इस मॉल की चर्चा है और कारण यह कि कुशवाहा की पार्टी राष्ट्रीय लोक समता पार्टी में प्रदेश महासचिव रहीं सीमा कुशवाहा ने चुनाव में टिकट नहीं मिलने पर कहा था कि उपेंद्र बाबू टिकट बेचने पर आए पैसे से मॉल बनवा रहे। टिकट बेचकर कई मॉल बनवा सकते हैं।

सीमा कुशवाहा अब पूर्व सांसद राजेश रंजन उर्फ पप्पू यादव की पार्टी ज्वाइन कर चुकी हैं। पूर्व केंद्रीय मंत्री नागमणि ने भी पिछले लोकसभा चुनाव के वक्त उपेंद्र कुशवाहा का साथ छोड़ते समय गंभीर आरोप लगाए थे।

1985 में रखा था राजनीति में कदम उपेंद्र कुशवाहा ने 1985 में राजनीति की दुनिया में पहली बार कदम रखा था। 1985 से 1988 तक वे युवा लोकदल के राज्य महासचिव रहे। 1988 से 1993 तक राष्ट्रीय महासचिव रहे। 1994 में समता पार्टी के महासचिव बने और 2002 तक इसी पद पर वे बने रहे। साल 2000 में पहली बार जंदाहा से विधानसभा का चुनाव लड़े और विधायक बने। उस दरम्यान उन्हें विधानसभा का उप नेता भी बनाया गया था।
