REC signs MoU with JNPA for financing Rs. 45,000 Cr
REC Limited, Maharatna PSU under Ministry of Power and a leading NBFC, signed an MoU with Jawaharlal Nehru Port Authority (JNPA) for financing upto Rs. 45,000 Cr for various upcoming projects of JNPA, which includes development of Vadhavan Port.
Shri Rahul Dwivedi, IAS, Executive Director, REC signed the MoU with Shri Unmesh Sharad Wagh, Chairman, JNPA.
MoU was signed in the presence of Shri Sarbananda Sonowal, Hon’ble Union Minister for Ports, Shipping and Waterways.
Shri Sanjay Sethi, IAS, Additional Chief Secretary (Transport and Ports), Government of Maharashtra and other senior officials from REC & JNPA were also present.
This MoU is to establish a framework for cooperation between JNPA and REC whereby JNPA implements projects in the infrastructure sector of its expertise and REC shall provide the required funds.
JNPA is an undertaking of Government of India, and is a premier container handling Port, accounting for around 50% of the total containerized cargo volume, across the major ports of India.

REC is a 'Maharatna' company under the administrative control of the Ministry of Power, Government of India, and is registered with RBI as Non-Banking Finance Company (NBFC), Public Financial Institution (PFI) and Infrastructure Financing Company (IFC). Union Finance Minister Nirmala Sitharaman will today move the Banking Laws (Amendment) Bill in the Lok Sabha, which seeks to amend the Reserve Bank of India Act, 1934, the Banking Regulation Act, 1949, the State Bank of India Act, 1955, the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 and the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1980.

Union Ports, Shipping and Waterways Minister Sarbananda Sonowal will introduce the Carriage of Goods by Sea Bill and the Bills of Lading Bill.
The first bill seeks to provide for the responsibilities, liabilities, rights and immunities attached to carriers with respect to the carriage of goods by sea and for matters connected therewith or related thereto. While the Bills of Lading Bill seeks to make provisions for the "transfer of rights of suit and all liabilities to the consignee named in a bill of lading and every endorsee of a bill of lading, to whom the property in the goods mentioned in the bill of lading shall pass, upon or by reason of a consignment or an endorsement, and for matters connected therewith or related thereto".
According to the revised list of business, Railways Minister Ashwini Vaishnaw is slated to introduce a bill further to amend the Railways Act, 1989, in the Lower House.
The Lok Sabha session on the day will start with obituary references to passing away of Iqbal Ahmed Saradgi (Member, Thirteenth and Fourteenth Lok Sabhas); Sqn. Ldr. Kamal Chaudhry (Member, Eighth, Ninth, Tenth and Twelfth Lok Sabhas); and Ramesh Rathod (Member, Fifteenth Lok Sabha).
Meanwhile in the Rajya Sabha, Mr Vaishnaw, who is also Union IT Minister, will make a statement regarding the status of implementation of recommendations contained in the 48th Report of Parliamentary Standing Committee on Communications and Information Technology on 'Citizen's Data Security and Privacy'.
Union MoS L. Murugan will make a statement on the status of implementation of recommendations contained in the 27th Report of the Parliamentary Standing Committee on Communications and Information Technology on 'Ethical Standards in Media Coverage'.
He will also make statements on the status of implementation of recommendations contained in the 47th Report of the Parliamentary Standing Committee on Communications and Information Technology on 'Review of functioning of Central Board of Film Certification (CBFC)'.
Similarly, Union MoS Ravneet Singh is slated to make a statement regarding status of implementation of recommendations contained in the 67th Report of the Parliamentary Standing Committee on Agriculture, Animal Husbandry and Food Processing on 'Scheme for Creation/ Expansion of Food Processing and Preservation Capacities – An Evaluation'.

PM Modi signals continuity in portfolio allocation, reposes trust in old team as many of them retain departments
Prime Minister Narendra Modi sent out a message of continuity by retaining his top lieutenants in key Ministries while allocating portfolios to his Council of Ministers on June 10.

The four big Ministries that are part of the Cabinet Committee on Security (CCS) — a key body within the Union Cabinet — saw the return of all the Ministers with Amit Shah, Rajnath Singh, Nirmala Sitharaman and S. Jaishankar retaining the portfolios of Home, Defence, Finance, and External Affairs respectively.
Mr. Modi, who now needs the support of allies to lead the latest National Democratic Alliance (NDA) government, also left key infrastructure Ministries largely unchanged. Nitin Gadkari retained Road Transport and Highways, Sarbananda Sonowal retaining Shipping and Ports, and Ashwini Vaishnaw keeping Railways, along with Information Technology and Information and Broadcasting. Jyotiraditya Scindia seems to have received a leg-up by securing the Telecom Ministry, another key infrastructure portfolio. Only Aviation saw a change, and was handed to Ram Mohan Naidu of the Telugu Desam Party (TDP), a portfolio that had been with his party in the first Modi government, when Ashok Gajapati Raju had held the Ministry.
Team NDA 3.0
Prime minister holds all important policy issues and all other portfolios not allocated to any minister.
Former Chief Ministers who were newly sworn in as Ministers were also given key Ministries. Former Haryana CM Manohar Lal Khattar got the Housing and Urban Affairs Ministry on a day when Mr. Modi’s first Cabinet meeting with his new team cleared a proposal for building three crore houses in urban and rural areas under the Pradhan Mantri Awaas Yojana (PMAY). Former Madhya Pradesh CM Shivraj Singh Chouhan received charge of the crucial Ministries of Agriculture and Rural Development, a reflection of the fact that under his tenure as CM, wheat production, especially that of the famous Sharbati wheat, had broken all records.
At a time when calls for a caste census are being raised both from outside and within the NDA government, Virender Kumar has been retained with the Social Justice portfolio.
Interestingly, with the Lok Sabha seeing a far bigger contingent of Opposition MPs, Arunachal Pradesh MP Kiren Rijiju has been made Minister for Parliamentary Affairs as he is seen to be affable and shares a good rapport across the political spectrum. Mr. Rijiju being a Buddhist has been given charge of the Minority Affairs Ministry.
Even with allies, allocations have followed a pattern of continuity, with Rajiv Ranjan Singh ‘Lalan’ holding the portfolio of Panchayati Raj, Fisheries and Animal Husbandry, earlier held by Giriraj Singh, who is a BJP MP from the same State of Bihar. H.D. Kumaraswamy of the Janata Dal (S) got the portfolio of Heavy Industries and Steel, which was held by the Shiv Sena before they parted ways with the BJP. Former Bihar Chief Minister Jitan Ram Manjhi is Cabinet Minister for Medium, Small and Micro Enterprises (MSMEs). Chirag Paswan holds the Food Processing Ministry which was earlier held by his father, the late Ram Vilas Paswan.
Among Ministers from the BJP’s stable, C.R. Paatil got the crucial Ministry of Jal Shakti, a flagship post where close rapport with Mr. Modi is a key factor. Dharmendra Pradhan retained Education, Arjun Ram Meghwal retained Law while Pralhad Joshi moved to Food, Civil Supplies and Renewable Energy.
In all, the overarching message from the portfolio allocation effected by Mr. Modi seems to be that while his party’s numbers had reduced, he does not hold it against his ministerial colleagues, putting out a business-as-usual vibe as he embarks on his third-successive term.

Modi 3.0 With 72 Ministers Takes Oath, 9 New Faces In Cabinet
Prime Minister Narendra Modi took oath today along with 71 ministers of the new coalition government. Thirty of them are Cabinet Ministers, five independent charge, and 36 Ministers of State. The portfolios will be announced later.

PM Modi, 73, will head a coalition government in his third term, or Modi 3.0, for the first time since he became Prime Minister in 2014 following a huge "Brand Modi" victory after 10 years of the United Progressive Alliance (UPA) rule.
He is the second Prime Minister after Jawaharlal Nehru to be elected for a third term in a row.
The oath ceremony is being held at the lawns of the Rashtrapati Bhavan, with the weather office forecasting a maximum temperature of 42 degree Celsius in the national capital.
President Droupadi Murmu administered the oath to PM Modi. Rajnath Singh and Amit Shah took oath after him. Nitin Gadkari was the fourth leader to be administered the oath of office by the President. JP Nadda, Shivraj Singh Chouhan, Nirmala Sitharaman, S Jaishankar, and Manohar Lal Khattar followed in taking oath.
HD Kumaraswamy of the Janata Dal (Secular), who took oath after Mr Khattar, was the first leader from any of the BJP's allies in the National Democratic Alliance (NDA) to take oath. Soon after, Janata Dal (United) leader Lalan Singh, a close aide of Bihar Chief Minister Nitish Kumar, also took oath.
Sarbananda Sonowal was the first leader from the northeast to take oath today, Kiren Rijiju the second.
Virendra Kumar, a prominent Scheduled Castes face of the BJP and eight-time MP, was inducted into the Narendra Modi government. He won the election from Madhya Pradesh's Tikamgarh reserved seat.
Supporters of leaders who have been called to the stage clapped and cheered loudly, as they saw their leaders walk towards the mic to be administered oath by the President.
Jyotiraditya Scindia's induction into the Modi 3.0 council of minister has cemented his importance in the BJP since he left the Congress four years ago, marking the beginning of his second stint in the Union cabinet.
Hardeep Singh Puri, the former diplomat who helped India navigate through two back-to-back oil crises, was among the ministers sworn in today.
Lok Janshakti Party (Ram Vilas) chief Chirag Paswan has solidified his status as the "real" political heir of his father, Ram Vilas Paswan, after he was inducted into the Narendra Modi government today. With this, Chirag Paswan makes a remarkable comeback in Bihar's turbulent political landscape.
Leaders from India's neighbourhood and the Indian Ocean Region including Sri Lankan President Ranil Wickremesinghe, the Maldives President Mohamed Muizzu, and Bangladesh Prime Minister Sheikh Hasina attended the event.

Assam Rajya Sabha member is a surprise pick in the Modi Ministry
GUWAHATI The return of Assam’s Sarbananda Sonowal and Arunachal Pradesh’s Kiren Rijiju to the National Democratic Alliance (NDA) government at the Centre was more or less expected. Pabitra Margherita, the third face from the northeast in the Narendra Modi-led government, and a Rajya Sabha member from Assam, has been a surprise package. All are Bharatiya Janata Party (BJP) parliamentarians. Mr. Sonowal and Mr. Rijiju are among the 13 MPs elected from Lok Sabha seats across the northeast comprising eight States and 25 Lok Sabha constituencies. The 61-year-old Mr. Sonowal, a former Chief Minister who won from the Dibrugarh Lok Sabha constituency, belongs to the Sonowal Kachari community. A resident of eastern Assam’s Dibrugarh district, he won the Dibrugarh seat for the second time — the first in 2004 as a candidate of the Asom Gana Parishad, and now as the BJP’s minor ally in the Assam government. Mr. Rijiju, 52, is a Buddhist from the Miji or Sajolang community, hailing from the Nafra area of West Kameng district. He won the Arunachal West seat for the fourth time, thrice in succession. The 49-year-old Mr. Margherita is from Margherita, an industrial town in eastern Assam’s Tinsukia district, a part of the Dibrugarh Lok Sabha seat. His original name is Pabitra Gogoi but he uses the town’s name as his surname. He was a cultural activist specialising in film-making before joining the BJP in 2014, a watershed year for the party in Assam. Elected as a Rajya Sabha member in 2022, he is also the political secretary to Chief Minister Himanta Biswa Sarma. It is believed that Mr. Margherita’s induction into the Modi Cabinet is the BJP’s strategy to counter the impact of the perceived Congress resurgence in eastern Assam after Gaurav Gogoi’s victory from the Jorhat constituency. Eastern Assam largely comprises the Dibrugarh, Jorhat, and Kaziranga Lok Sabha seats. Like Mr. Gogoi, Mr. Margherita is an Ahom, a politically potent community in eastern Assam, along with the Adivasis or the “tea tribes”. Together, they dictate the fate of 49 Assembly segments in the three eastern Assam constituencies, and the adjoining ones across northern and central Assam. The BJP has been winning most of these Assembly seats since 2016 but Mr. Gogoi’s electoral win — despite Dr. Sarma and his team focusing their energy and party resources on Jorhat — has been interpreted as a sign that the Ahoms and Adivasis could be disillusioned with the BJP ahead of the crucial 2026 Assembly polls. Letting Congress regain lost ground in eastern Assam, which helped the Congress form the government thrice in succession under Tarun Gogoi, is expected to put the BJP in a tight spot. For the record, the BJP trailed in all but one of the 10 Assembly segments of the Jorhat Lok Sabha seat. The lone segment in which it was Majuli, where the Mishing tribe and the caste Assamese are the dominant communities.
