Torrential rain in India’s Himalayas triggered landslides over the weekend that have killed over 50 people, with dozens trapped or missing, officials said on August 14.
Unusually heavy rain and melting glaciers have brought deadly flash floods to the mountains of India and neighboring Pakistan and Nepal over the past year or two, with government officials increasingly blaming climate change. Television footage from India’s Himachal Pradesh state showed houses flattened by landslides, buses and cars hanging on the edge of precipices after roads gave way, and hundreds of people at rescue sites as emergency workers struggled to clear debris. “Again, tragedy has befallen Himachal Pradesh, with continuous rainfall over the past 48 hours,” the state’s chief minister, Sukhvinder Singh Sukhu, said in a post on the messaging platform X, formerly known as Twitter. “Reports of cloudbursts and landslides have emerged from various parts of the state, resulting in loss of precious lives and property.” Reports of more casualties kept coming in on August 14 as the chief minister inspected some of the damage. In one of the most deadly incidents, a temple collapsed in the state capital, Shimla, with rescuers pulling out at least nine bodies, the chief minister said. Schools and other educational institutes had been ordered to close, and people in danger were being moved to safety in shelters, state officials said. Parts of the state had received as much as 273 mm (10.75 inches) of rain in 24 hours, the India Meteorological Department said. “This is the first time we’re seeing multiple cloudburst incidents and widespread damage in the state,” said state disaster management official Praveen Bhardwaj. In the Solan district, houses collapsed after a cloudburst, killing at least seven people, and a mother and her child were killed in the Mandi district when their house collapsed, Bhardwaj said.

SHIMLA 27th February, 2023       Discusses State's issues with Union E&F Minister Chief Minister, Thakur Sukhvinder Singh Sukhu in a meeting with Union Minister for Environment, Forest and Climate Change, Bhupender Yadav in New Delhi today advocated for early forest clearances for escalating various ongoing development projects in Himachal Pradesh. Sh. Sukhu urged the Union Minister to ensure early forest approvals in a time bound manner for construction of heliports, green corridors as mandated by the State Government for making Himachal as 'Green Energy State' by the year 2025 and other major ongoing projects. The tough geological conditions of Himachal Pradesh, necessitate to construct heliports, not only to facilitate the tourists visiting the State, but also cater to the emergency needs during natural calamities or otherwise. A decision should be taken without delay regarding the necessary forest clearances pending for the construction of the heliports, he urged the Union Minister. The state government is promoting e-vehicles in Himachal Pradesh and developing necessary infrastructure for the same by constructing adequate number of e-charging stations for electrical vehicles. Besides, green corridors would also be constructed on both sides of all National and state highways in the state. In order to speed up the process, various approvals regarding forest land should be accorded in time to achieve the target, said the Chief Minister. Delay in forest clearances creates unnecessary delay in the construction of development projects, especially educational institutions, roads and bridges and ropeways etc. He urged that these approvals should be given as soon as possible. The Chief Minister advocated that the State forest officers of the state should work in unison with the central level forest officers and should take up the cases pending with the Ministry so that approvals can be received in time. Detailed discussions were also held regarding the state's water reservoirs, wild life sanctuaries and eco-tourism guidelines and other important topics including Parivesh Portal, National Transit Pass System, School Nursery Scheme, City Forest Scheme, Davanal (Forest fires) during the summer season in the state. The Chief Minister invited Union Forest, Environment and Climate Change Minister Bhupender Yadav to visit Himachal. The Union Minister assured all possible help to the state. Himachal Pradesh's Devastating Rainstorm: A Story of Cloudbursts and Devastation

Wednesday night's unrelenting rainstorm left Himachal Pradesh reeling from the fury of the natural world. Cloudbursts unleashed their fury on the top parts of Shimla, Kullu, and Mandi districts, resulting in extensive destruction. There was mayhem and sadness wherever there was a path of destroyed homes. A dire situation resulted from the cloudbursts, which caused flash floods in the districts of Shimla, Mandi, and Kullu. Three bodies have been found thus far, out of the approximately 52 people who have been reported missing. The breakdown is equally upsetting: there are nine missing persons in Mandi, seven in Kullu, and 35 in Shimla. The base camp for the Shrikhand pilgrimage in Kullu's Jaon and Nirmand districts has been badly damaged. The Rampur region of the Shimla district, notably Jhakhri, is seeing the greatest effects of the administration's massive relief and rescue operations in the flood-affected districts. There are currently 36 individuals missing as a result of landslides and flooding. https://www.youtube.com/watch?v=SgNH4oWApHA An enhanced rescue operation is underway in Jhakhri due to severe floods that were made worse by a cloudburst near a hydroelectric plant on the Samej Khad. Around-the-clock, teams from the NDRF, SDRF, police, and fire services are at work. Deputy Commissioner Amit Kashyap from Shimla is present and in charge of the rescue operations. Two people who were stranded in the flood were rescued, according to the administration, and two bodies were also found. 36 missing residents, including women and children, are still being looked for. The Thaltukhod area of Drang Assembly Constituency in Mandi district was hardest hit by the disaster; nine individuals from three households were reported missing. Tragically, a 75-year-old woman passed away. The Padhar subdivision's schools and educational facilities are closed for the day, according to Mandi DC Apoorva Devgan. Thirty-five people have been saved by rescue teams, and the Air Force has been notified of possible rescue flights.

Heavy rains have also caused significant damage in the Kullu district. A cloudburst near Nirmand caused the demolition of two bridges, including one that was under construction, according to Kullu DC S. Ravish. In addition, seven people are still unaccounted for, and eight to nine dwellings were wiped away. Teams of rescue and relief workers are looking for the missing people nonstop. Sukhvinder Singh Sukhu, the state chief minister, is personally supervising the relief and rescue efforts. He gave his word that relief, search, and rescue operations are being actively worked on by teams from the NDRF, SDRF, police, home guards, and fire services. Assuring seamless and effective operations is the mandate of the local administration, and the state government is determined to offer all necessary support. The Chief Minister intends to take a helicopter from Shimla to the impacted districts in order to visit the victims and assess the rescue operations.

During their conversation, Union Home and Cooperation Minister Amit Shah informed Chief Minister Sukhu of the central government's willingness to help, including the deployment of the NDRF for relief efforts. J.P. Nadda, the federal minister, also conveyed his regret for the significant harm inflicted by the cloudbursts and gave the chief minister the assurance that the central government would stand by him. Governor Shiv Pratap Shukla conveyed his profound grief for the deaths and property damage in the districts of Mandi, Kullu, and Shimla. He made contact with the district commissioners in the impacted areas, imploring them to guarantee that the rescue efforts continue and to offer the victims prompt help. Prime Minister Narendra Modi recently sparked a political firestorm with his claims at rallies in Nahan and Mandi, accusing the Congress-led Himachal Pradesh government of mismanaging flood relief funds. Modi’s assertion that the Sukhwinder Singh Sukhu government distributed National Disaster Response Fund (NDRF) and State Disaster Response Fund (SDRF) money indiscriminately has led to heated exchanges between the BJP and Congress leaders.

At the rallies, PM Modi alleged, “The Centre sent hundreds of crores of rupees to the state government after last year’s disaster, but those funds were distributed indiscriminately. Mark my words, this government’s collapse is imminent. I promise you that I will account for every single paisa from them and put it in the hands of Mandi’s people.”
What Funds Was Modi Referring To?
The funds in question are part of the NDRF and SDRF, with Himachal Pradesh receiving a total of Rs 1,148 crore in relief (Rs 360.80 crore from SDRF and Rs 787.25 crore from NDRF) over 2023 and 2024. These funds are critical for immediate disaster response, with the SDRF being the primary resource for state governments and the NDRF supplementing it when disasters are particularly severe.
The Alleged ‘Bandarbant’ (Indiscriminate Distribution)
Former Chief Minister and Leader of the Opposition, Jairam Thakur, claims that the Himachal government distributed relief funds selectively, favoring Congress supporters and not following proper procedures. He argues that cash distributions were made manually by local leaders, which is against the rules that mandate bank transfers for amounts exceeding Rs 25,000. Additionally, Thakur alleges that the state government raised compensation amounts arbitrarily, such as increasing the amount for a completely damaged house from Rs 1.30 lakh to Rs 7 lakh without proper procedures.
Himachal Pradesh Government’s Response
The state government has denied these allegations. A senior official from the Department of Revenue and Disaster Management stated that NDRF and SDRF funds are spent strictly according to Ministry of Home Affairs guidelines. Naresh Chauhan, the principal adviser (media) to CM Sukhu, dismissed Modi’s claims as baseless, accusing local BJP leaders of spreading misinformation rather than helping secure more funds from the Centre. He also refuted the claim that relief money was distributed in cash.
Congress’s Accusations Against the Centre
In response, Chief Minister Sukhu and Congress general secretary Priyanka Gandhi have accused the Centre of neglecting Himachal Pradesh’s needs. After the severe floods in July-August 2023 that killed 441 people and damaged over 14,000 houses, the state government requested Rs 9,900 crore in disaster relief from the Centre, which has not been fully met. Despite launching its own relief fund and appealing for donations, the state received only Rs 360 crore under the SDRF from the Centre in December 2023.

Himachal Chief Minister inaugurates science learning centre in Shimla
On Saturday, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, inaugurated a science learning centre in the city, as announced by the government, at a total expenditure of Rs 11 crore.

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Saturday inaugurated a science learning centre here at a cost of Rs 11 crore, the government said.
The Centre for Science Learning and Creativity (CSLC) established near Shoghi in the suburbs of Shimla is equipped with 60 interactive science exhibits, thematic galleries and informatics displays, all housed within the institutional block, according to a statement issued here.
This state-of-the-art institution is a joint endeavour of the Himachal Pradesh Council for Science Technology and Environment and the National Council of Science Museums (NCSM).
“Fully funded by the state government, the new centre would revolutionise science education, particularly for students hailing from rural backgrounds,” the statement quoted Sukhu as saying.
He added that the foundation stone of the centre was laid in 2014 during the Congress regime.
The chief minister said the learning centre would kindle curiosity in the young minds towards scientific studies, enabling them to learn better the modalities of science.
“Furthermore, students from Himachal Pradesh now need not venture outside the state to pursue scientific studies,” he said while launching the official website of the centre.
The centre also has a library and a YouTube studio and the hostel facilities will enable both the students and the teachers to dedicate more of their time to effectively engaging in science-related activities, the statement said.
A ‘Hall of Fame’ highlighting the accomplishments of the leading scientists of the country is also an added attraction at the centre, it added.
Sukhu added that a modern planetarium set to be operational by the end of 2024 will play a pivotal role in promoting astronomical studies in the state.
The chief minister said that the Himachal Pradesh government is actively implementing significant changes in the education sector, whose results are expected to become evident over time.
Public Works Minister Vikramaditya Singh said the new science centre would play an important role in nurturing the scientific talents of youth and fostering their curiosity about science. He added that experiential learning in addition to textbook knowledge is essential for better understanding the subject.
