How often do I need to conduct an audit?

Quality assurance as a strategy is one of efficiency, profitability, and sustainability in which the organization must link components of quality and quality assurance to strategic planning and management. The keywords were derived as implications from the assignment. Keyword terms for searches were, summarize and characteristics of quality assurance; analyze and characteristics of quality assurance; characteristics of quality assurance; quality assurance and manufacturing; assess quality dimensions and improve productivity; management involvement and quality assurance development; and quality assurance development.
Burke and Polimeni (2012) argues the quality control assurance system as a means of internal control, while defining it as a continuous system of feedback necessary for decision making assuring optimum product quality. Crowe, Noble, and Machimada (1998) argue quality assurance as an international competitive toolkit, adhering to fitness of use, conformance to requirements, and anticipating and exceeding customer expectations (Prasad, 2006). Burke and Polimeni (2012) discussed product and service quality as consisting of three (3) elements, quality of design (adherence to specifications including customer service expectations, product life, and government-mandated safety requirements); quality of conformance to design (manufacturing and services adhere to quality design specifications); and, quality of performance (affected by quality of design and conformance to design, which in combination determine overall quality of the product or service), (Burke and Polimeni,  2012). Quality assurance as an overview perception is one of conformity and compliance with standards translating to quality equalling customer expectations and retention.
The benefits of investing in a quality assurance process include Burke and Polimeni’s (2012), establishing policies, procedures, and best practices to preserve and protect the organization’s assets; reduce rework and its related costs, spoilage, and waste; inefficient usage of organizational infrastructure including systems; and uniformity in the usage of infrastructure, systems, protocol, and productivity by personnel. Prasad (2006) also touts the benefit of determining and sustaining the brand equity of the organisation, thereby increasing revenues and profitability. Crowe, et al (1998) argue the benefit attributes of a quality system (assurance) as including, improved quality system; improved product quality and productivity; reduced operating costs due to improved process; reduced rework and scrap as a result of reduction in nonconformance and defective items; reduced training period as a result of well documented procedures; reduced customer audits (second party audit); greater access to domestic and global markets; improved customer relations and confidence (Meyer, et al, 2001); competitive advantage and increased market share; and, higher employee morale within the organization. A major benefit to quality assurance is competitiveness on all landscapes, international / global, local, profitability, and as a matter of market share.  
Obstacles to achieving quality assurance including costs. Such Burke and Polimeni’s (2012), prevention/appraisal costs to prevent defects and failure and costs to correct defects. This is due to the uniformity required for quality assurance’s performance and execute the organizational strategies. There is an inverse relationship between prevention / appraisal costs and defects, wherein an increase (decrease) in prevention/appraisal costs returns fewer (greater) defects, (Burke and Polimeni, 2012). An additional obstacle to quality assurance is the burden to the operational performance primarily that of return on assets (ROA) due to the continuous return of defective products. These costs are associated with, the impact on Investopedia’s return on assets (net income/average total assets); increased work in progress costs; shipping, sales / customer service management costs; and accelerated maintenance costs. Sánchez and Benito-Hernández (2015) also discussed operational performance from a perspective of labor efficiency in which the utilization impacts net come. Sánchez and Benito-Hernández’s (2015) utilized benchmarking metrics such as, labour productivity = sales / employees; labour cost = total labour cost /  employees; and, labour productivity = income / employees. All of which decreases net income, and reduces the performance measure of return on assets. Crowe, et al (1998) also contributed to obstacles of quality assurance with human capital management and related costs such as, training; documentation; process modification; consultation fees; and maintenance.

A methodology and resolution to quality assurance constraints (Ke and Hwang, 1997) is Burke and Polimeni’s (2012) focus on controlling quality by applying their framework, fig 1 - Quality Control Assurance System in addition to the implementation of total quality management processes. Burke and Polimeni’s (2012) fig 1, results in a company wide effort and initiative to reduce defects and improve profits wherein the mission statement drives the quality goals and objectives and the related processes to manage them strategically.
Another methodology and resolution to quality assurance constraints is Crowe, et al’s, (1998) ISO 9000 quality system standard, an international management system standard that outlines the minimum requirements for quality management systems. Crowe, et al’s (1998) quality system standard ensures the company provides a consistent quality product or service.
Meyer, et al (2001) argue quality of product is a critical factor for consumers and that retailers and manufacturers use quality as a promotional strategy, which is a strategic advantage over quality inspection. Meyer, et al (2001) also argue that the standards and specifications in design and production accommodate customer specifications, (Markovic, 2006). Quality inspection focuses on quality control, and quality assurance focuses on adhering to standards and specifications in design and production reflecting customers’ expectation (Meyer, et al, 2001).
Ke and Hwang (1997) describes the characteristic of service quality / quality assurance as, requirements identification (excellence in design vs increasing performance); databanks and experiences feedback (reliability achievement conclusions should include experience, field survey and the user feedback); life cycle cost analysis (intersection of reasonable profit and increased reliability); maintenance and reliability warranty; and, reliability programme and management (management requirements including business policy, standard or regulation required; procedures; resources including financial, facilities and personnel; and, reliability records including analysis/test records and data). In summary, the characteristic of service quality should not include opportunity costs such as design for performance, performance for profitability, benchmarking metrics for speed, reliability for costs, costs for benchmarking.
The use of quality dimensions to improve productivity results in a stronger bottom line, a more reliable product line, brand recognition, brand loyalty, sustainability, and a sustainable strategic plan. In the integration of dimensions as elements of the strategic plan, a sustainable strategic plan can be created and implemented. Georgantzas and Madu (1994) determined service quality as having five (5) dimensions. Georgantzas and Madu’s (1994) dimensions are, content through means of standard procedures; efficient process sequencing; adequate structure design of facility, support equipment, personnel and organizational design; outcomes in change in customer status; and, impact as long-term service effect. To prevent dysfunctions between quality and productivity, Van Looy, Gemmel, Desmet, Van Dierdonck, and Serneels (1998) argued that process mapping techniques such as blueprinting, service template, critical path method, line balancing, and structured analysis and design, and engaging in operations management as well as the interaction with customers. Van Looy, et al (1998) presented dimensions of reliability, responsiveness, access, tangibles, assurance, empathy, and communication.
Sánchez and Benito-Hernández (2015) argue five drivers of productivity, skills; investment; innovation; competition; enterprise and entrepreneurship, that are capable of creating and boosting competitiveness and productivity. Sánchez and Benito-Hernández (2015) also argued higher production using less resources results in greater competitiveness  within the competitve landscape. Forker, Vickery, and Droge (1996) presented eight (8) dimensions, each of which is a strategic planning component and overarching with other attributes including characteristics.
Forker, et al’s (1996) dimesions are, performance (primary operating characteristics); features (supplementing primary operating characteristics); reliability (probabilty of product failing within specified time); conformance (extent to which product design and operating characteristics meet predetermined standards); durability use before product deteriorates; serviceability (how fast, how easily, and degree of courtesy and competence repairs are performed); aesthetics (product appeals to five senses); and perceived quality (reputation, image, or other inferences of product attributes).

Due to management’s attributes of linking performance to incentives, Forker, et al’s (1996) dimensions as strategic planning element manages both profitability and quality simultaenously integrating marketing, engineering and production, and quality. These are the components that manage quality of premium and poor attributes, and profitability, (Forker, et al, 1996). Jabnoun and Al Rasasi (2005) supported Forker, et al’s (1996) using benchmarking with objective performance attainment such as sales volume, profit margin, and stock product performance, whereas Forker, et al (1996) focus on dimensions as a strategic plan impacting the bottom line and creating sustainability. This is the application of utilization of qualitative and quantitative measurement and metrics. Jabnoun and Al Rasasi (2005) also presented their dimensions as, reliability; responsiveness; tangibles; assurance; and, empathy, also contributing to the bottom line and sustainability, which are similar to Forker, et al (1996). These dimensions also results in Psomas and Jaca’s (2016) quality creating competitive advantages for firms, further elevating and escalating competitive advantage.
Management should certainly be involved in the quality assurance project, given that the management sets the tone at the top. Furthermore, management’s involvement in quality assurance is a strategy and ensures Psomas and Jaca’s (2016) quality management ideology and practices as a strategy meaning different things to different people. To create leadership and uniform strategies, Psomas and Jaca’s (2016) strategic planning and management components such as visionary leadership; quality structure; effective management of human resources; training and education; TQM culture; and, management by fact to solve problems, are needed.
Van Looy, et al (1998) identified productivity indicators as, (1) mapping  the service process within the different departments and delineating the activities within the service process; (2) determining the drivers for each activity, as well as the resources (actual time spent by the employees on each activity within the service delivery process) spent on each activity; and, (3) developing productivity indicators by relating the amount of each driver with the resources spent on each activity. These drivers are also actors in Psomas and Jaca’s (2016) strategic planning and management components. Strategic planning infrastructure such as the balanced scorecard can be integrated with, and derived from the use of Psomas and Jaca’s (2016) components including, training; communication; teamwork; customer satisfaction focus; employee empowerment; and supplier involvement.
Nebl and Schroeder (2011) presented a quality assurance framework which can be used to develop a quality booklet for Jelly Belly. Nebl and Schroeder (2011) framework is, determine the definition of productivity and influencing factors and productivity impact; identify and define quality problems and place within system; and, select quality management (QM) techniques capable of effective and efficient solutions and positive productivity impact. Jelly Belly’s QM technique is Parvez, Amin, and Akter’s (2017) line balancing, which is timed production based on tasks given to workers and their stations.

Applying Nebl and Schroeder (2011) framework to Jelly Belly, (1) multi-product line defect free manufacturing to avoid reworking, spoilage, and complementary product gifting, increasing profitability; (2) protential quality problems for Jelly Belly would be inaccurate recipe mixing, unnoticed broken equipment, unskilled worker creating delays in tasks and production, and inattentive supervisory / management resulting in unfilled quota and unnecessary production costs increases; and (3) Jelly Belly already utilizes Parvez, et al’s (2017) line balancing, and should continue to do so given the efficiency and effectiveness it produces.
The results of this framework is an infrastructure of a strategic nature, capable of exercising human capital management systems in presenting strategies through the utilization of dimensions including, training; communication; teamwork; customer satisfaction; employee empower; and supplier involvement, (Psomas and Jaca, 2016). A complete strategic plan can be developed and implemented, such as the balanced scorecard, capable of integration with Nebl and Schroeder’s (2011) framework.
Quality assurance as a strategic plan is one that should never be unmined or underestimated. Furthermore, its contribution is trivialized among its competitors, balanced scorecard, SWOT analysis, etc. A detailed and comprehensive quality assurance strategy highlights and defines, redundancies, opportunity costs, necessities including dimensions training, teamwork, and communication. It also creates the opportunity for further brand management, brand loyalty, and expansions in market share. A well defined and documented quality assurance strategy ensures sustainability, product reliability, and managed profitability.
