Oleander!!
It's the Bea.
Oleander is, by Pooka standards, a wild and outlandish Pooka, prideful and motivated he climbs ladders and steals missions left and right. Oleander is of the opinion that if you were best suited for the task you wouldn't have lost it to him, and tends to step on a lot of toes to get what he wants.
He makes a very minor appearance in Unmade Bed we Lie In, getting booted off the mission with Cantabrica in favor of Aster, and takes a more center role in A Royal Pain as the main antagonist trying to muscle in as the WorldBuilder for Earth.
He's a very capable and likable character, one of the most beautiful Pooka with his thick long fur swept back from his face. He would be at home in some romance novel cover art if you could get him out of his high collared Tunics.
Like Bunny, Oleander joined the terraformers as a second Trade, but unlike Bunny he still wears his first Trade Sash, twisted up to be unrecognizable and tucked into his belt. It's not mentioned what his first Trade is (bc spoilers), but the wearing of the sash symbolizes that he is still a practicing member of that force, if he should be called upon.
Oleander is forward and honest, he speaks his mind and doesn't have much patience for delicate discussions. If he wants something he goes after it, and won't waste much time considering all angles. He's the type to take the most direct path to achieve his goals.
He'd get along well with Bunny, actually, if they weren't aiming for the same thing. They both look stern and stuck up to humans but stand out jaringly among Pooka, and they get lost in their hobbies. Oleander is also an inventor and chemist, and admires Bunnymund's candy making and his robotics, but finds the Warren too whimsical and thinks he coddles Earthlings too much.
In A Royal Pain he goes up against Bunny over the position of Terraformer and sees Jack as the only thing keeping Bunny on the job. If he can steal away Jack then he gets not only the position, but also a favorable relationship with House Lunanoff.
It is unclear (bc spoilers) why the other Pooka dislike Bunnymund after trusting him to build the last refuge from the Fearling War, but Oleander does not show Bunnymund any respect and openly performs courtship acts towards Jack in Bunny's presence, eventually leading to a duel. He can at times radiate massive douche energy, being as self assured and forward as he is, but he is not a malicious person.
Oleander is skilled and resourceful, he often gets away with stealing other's missions and tasks because he performs them to optimal standards. He is highly competitive but not aggressive or combative, and doesn't insult or look down on others. He maintains an agreeable relationship with those he competes against and encourages them to improve. He doesn't hold grudges in the rare case he loses, and bows out gracefully if a higher up warns him off.
In Unmade Bed he is friendly with Canadensis, joining his faction early on and chatting pleasantly with him during their plans for Cantabrica's mission, but he willingly steps back when Bunny is chosen instead, in spite of the risks bringing an outsider on the mission creates.
In spite of his blatant willingness to usurp other people's tasks himself, he detests unsuitable people gaining positions through politics. He believes that only the most skilled should get the job, and though he does see networking as an extension of those skills it is not a skill of its own. If he sees a person being promoted who he finds lacking he quickly sets his sights on removing them from their task. He also will not show respect to a superior who he finds unworthy, and will become almost unrecognizably petty in his goal to undermine them.
