I think This is what Zeno is trying to explain to her through recurring dreams, and the last one (when we see him killing Hak). If I try to explain this dream from my own perspective, I think he is telling her that he needs her to come to Hiryuu Castle just her, alone.
In the end, it's impossible that her being the reincarnation of Hiryuu means that her only goal is to collect the 4 dragons, take the throne, rule Kohka, and just make it strong (I mean, Suwon has already done this, and without the dragons). I think that in addition to this goal, her actual actual role is to end the curse.

Thoughts on Yona's dream in chapter 254:
I feel like this is Zeno's way of trying to dissuade Yona from pursuing him. He knows she and Hak will go after him, and he probably doesn't want to actually hurt them more than he already has. So he sends this dream of killing Hak trying to warn them off, effectively saying "if you keep following me, this is what will happen".
And will it? Is it a bluff, a threat, a prophecy?
Regardless, I think it's interesting that Yona woke up and didn't even consider calling off their search for Zeno. After making sure Hak was okay, she came to the conclusion "well I'll just have to go without him". I'm not sure whether Zeno was intending to scare Yona off or not, but if he was, then he failed to realize (again) that Yona will do just as much for him and the other dragons as she would for Hak.
(And this next thought is more of a crack theory lol, but let's say Hak and Yona get to Zeno and Zeno tries to harm Hak just like he did in the dream... what if in Yona's desperation to protect him, a crimson dragon form ends up materializing out of Yona similar to what happened in Xing with the four dragons when she was in danger?? What if Zeno has been trying to provoke the crimson dragon into appearing this whole time??)
